About this file

This is Amendment 2 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health & Environmental Control (DHEC) for High Resolution Site Characterization (HRSC) Assessment Investigations at Underground Storage Tank Facilities. The solicitation, numbered 5400021667, seeks contractor services to perform site characterization assessments using advanced technologies and methodologies. The original solicitation deadline has been extended to August 31, 2021, at 2:30 PM ET to accommodate bidders' adjustments based on amendment changes. A non-mandatory pre-bid conference was scheduled for August 5, 2021, at 10:00 AM ET via teleconference. Questions from offerors were due by August 5, 2021, at 5:00 PM ET. Award notification is expected between September 1-10, 2021. Bids must be submitted online through the South Carolina Procurement Information Center or as hard copies to the SCDHEC Division of Procurement Services at Columbia Mills Building, 301 Gervais Street, Columbia, South Carolina 29201. One copy of the offer is required, and offerors must acknowledge receipt of all amendments on Page Two of the bid submission form.

Amendment 2 modifies the Scope of Work in Section III, specifically Items E and F, which define pricing and service requirements for soil borings and field screening activities. The changes clarify that soil and groundwater samples collected for verification points must be sent to laboratories for analysis rather than analyzed in the field. The amendment specifies that per-foot rates for soil borings using hand augers and equipment-requiring methods shall include all personnel costs, equipment, materials, water depth determination, sample collection, geologist logs, DHEC Form 1903 completion, and abandonment of field screening points under supervision of a South Carolina Licensed Well Driller. New line items for rock coring (1-R) and soil coring (2-R) are added with detailed specifications for core collection, logging, fracture analysis, and lithologic documentation. The amendment permits one personnel mobilization for sample collection for verification purposes conducted independently of other components. Bidders are required to submit competitive pricing proposals for each assessment component and screening method in Section VIII of their bid.

CHANGES

Item E. Soil Borings (hand auger)*: This rate is not for the advancement of HRSC technologies. For the evaluation of contamination via collection of soil samples and groundwater samples the cost for analysis will be under the "Laboratory Analysis" items included in this Solicitation. For the purposes of this contract, soil and groundwater samples collected for verification points, as described in Solicitation Section III.3.4.G.2, must be sent to for laboratory analysis; meaning analysis in the field is not sufficient for this rate. This rate is on a per foot of final boring or screening point depth basis. The per foot screening rate shall include all personnel costs, equipment and materials associated with the advancement of temporary borings/wells in accordance with the SC Well Standards and Regulations (R.61-71) by using a hand auger, cost of determining the depth to water (according to Solicitation section III.3.4.G.3), collection and analyses of samples for soil, water, vapor, or gas, completion of geologists logs and DHEC Form 1903, and abandonment of the field screening points under the direct supervision of a South Carolina Licensed Well Driller. If the registered professional supervising the screening uses multiple methods or technologies, then a single cost per foot will be charged regardless of the number of method(s) or technologies employed. The selected technology must be identified in the ACQAP and further identified in the SSWP. A cost for each screening method and use of a down-hole camera will be provided in the “Assessment Component Competitive Pricing Proposal” in Section VIII., BIDDING SCHEDULE/PRICE- BUSINESS PROPOSAL. No separate cost for abandonment will be allowed. One personnel mobilization to collect samples for verification (soil, water, etc.) may be allowed provided it is conducted independently of other components and verification requires sample collection.

Item F. Soil Borings (requiring equipment, push technology, etc) or Field Screening (including sample collection water sampling and analysis) * 1. Standard: This rate is not for the advancement of HRSC technologies nor the collection of continuous soil coring samples. The per foot screening rate shall include all personnel costs, equipment and materials associated with the advancement of temporary borings/wells in accordance with the SC Well Standards and Regulations (R.61-71), cost of determining the depth to water (according to Solicitation section III.3.4.G.3), collection and analyses of samples for soil, water, vapor, or gas, completion of geologists logs and DHEC Form 1903, and abandonment of the field screening points under the direct supervision of a South Carolina Licensed Well Driller.

Item F. Soil Borings (requiring equipment, push technology, etc) or Field Screening (including water sampling and analysis sample collection) 1-R Rock Coring: includes all personnel, equipment, and material costs associated with the advancement of temporary borings/wells to collect oriented cores that requires rock drilling under the direct supervision of a Certified Well Driller holding a current SC License, logging of the core, reporting the percent of core recovered, location and orientation of fractures, and correlation of these fractures to adjacent cores if requested, describe the soil lithology, screen for volatile organic chemicals in the field, determine the depth to groundwater and free product (according to Solicitation section III.3.4.G.3), containerize all generated drill cuttings, complete a DHEC Form 1903, and complete a geologist’s log, and if requested collect a sample for lab analysis which will be analyzed under the “Laboratory Analysis items included in this solicitation. A single per-foot rate will be charged for each core drilled (e.g., a core drilled 20 feet in saprolite and 20 feet in bedrock will be considered 40 feet of rock coring with only one equipment mobilization). A completed DHEC Form 1903, or similar form, shall indicate the method (e.g., hollow stem auger. etc.) and other pertinent information. If bedrock is encountered during soil coring, the contractor will propose to DHEC installation of a casing from the surface to the top of the bedrock and drilling into the bedrock and extracting an oriented core. The core will be used to determine the location and orientation of fractures in the rock. To reduce the possibility of cross contamination, tests to determine the size of fractures and flow velocities should be conducted as soon as practical.

The coring cost will include logging of the core, reporting the percent of core recovered, location and orientation of fractures, and correlation of these fractures to adjacent cores if requested.

Item F. Soil Borings (requiring equipment, push technology, etc) or Field Screening (including water sampling and analysis sample collection)* 2-R Soil Coring: includes all personnel, equipment, and material costs associated with the advancement of temporary borings to collect continuous cores that does not require rock drilling (see Item F. Soil Borings (requiring equipment, push technology, etc) or Field Screening (including water sampling and analysis) 1-R Rock Coring), logging of the core, reporting the percent of core recovered, describing the soil lithology, screening the soil for volatile organic chemicals in the field with screening occurring every foot at the minimum, determine the depth to groundwater and free product (according to Solicitation section III.3.4.G.3), containerizing all generated drill cuttings, completing a DHEC Form 1903, and completing a geologist’s log, and if requested collect a sample for lab analysis which will be analyzed under the "Laboratory Analysis" items included in this Solicitation. A single per-foot rate will be charged for each core drilled (e.g., a core drilled 20 feet in saprolite and 20 feet in bedrock will be considered 40 feet of rock coring (see Item Item F.

Soil Borings (requiring equipment, push technology, etc.) or Field Screening (including water sampling and analysis) 1-R Rock Coring) with only one equipment mobilization). The geologist's log should contain detailed lithologic information including a stratigraphic, depositional system evaluation or lateral unit correlations throughout the site that is verified by sieve analysis by a professional geologist. A completed DHEC Form 1903, or similar form, shall indicate the method (e.g., hollow stem auger. etc.) and other pertinent information. This rate should be representative of the cost of collecting continuous samples with minimal disruption of the soil column or for the collection of undisturbed soil samples using drilling technologies that are more precise than borings collected by Item F. Soil Borings (requiring equipment, push technology, etc.) or Field Screening (including water sampling and analysis) * 1. Standard. One personnel mobilization may be added to this component if additional personnel is needed.
