About this file
This is an Amendment to an Invitation for Bid issued by the South Carolina Department of Health & Environmental Control (DHEC) for High Resolution Site Characterization (HRSC) Assessment Investigations at Underground Storage Tank Facilities. The solicitation requests HRSC services to characterize contamination at underground storage tank sites, with contractors expected to provide all-inclusive footage rates that incorporate daily labor costs as customary in the industry. Bidders must submit offers online through the South Carolina Procurement Information System by August 24, 2021, at 2:30 PM ET. A non-mandatory pre-bid teleconference was scheduled for August 5, 2021, at 10:00 AM ET, with interested parties required to email Kelly Cobian (cobiankl@dhec.sc.gov) by August 2, 2021, at 4:00 PM ET to request call-in information. The deadline for submitting questions was August 5, 2021, at 5:00 PM ET. Award notifications are expected to be posted on September 1, 2021. Offers must remain open for a minimum of thirty calendar days following the opening date.
This amendment addresses four key questions from prospective offerors regarding pricing methodology, report submission deadlines, groundwater flow velocity measurement techniques, and analytical laboratory line items. The state clarified that contractors should submit comprehensive footage rates encompassing both daily and mobilization costs, that HRSC reports must be submitted within thirty days from the Notice of Final Work Clearance (NFWC) with potential penalties for late submission, that groundwater flow velocity measurements must comply with current industry standards and either the contractor's ACQAP or SCDHEC QAPP 4.0 methodology, and that Item F encompasses soil boring and field screening with contractor discretion while Item K addresses specific analyses requested per line item. Bidders must use Internet Explorer 8, 9, or 10 for online submission, ensure their response status shows "Submitted" rather than "Held" or "Saved," and acknowledge receipt of this amendment on Page Two of their bid submission.

QUESTIONS AND ANSWERS
The following prospective offeror questions and responses are hereby incorporated into the above referenced solicitation.
1. HRSC contractors charge a daily rate and then a footage rate. This is a usual & customary practice in their service industry in order to capture their costs. The solicitation only allows HRSC footage rates. Given that DHEC “has the right to cease operations at each site at any time”, this makes it extremely difficult for consultants to provide HRSC costs that are not skewed or unbalanced in compliance with DHEC procurement requirements. Please provide direction.
a. State’s Response- No Change: As it pertains to industry customary practice of assessing a daily rate and footage rate, it is recommended that potential contractors submit an all-inclusive footage rate which considers the customary daily rate.
2. There appears to be a typo on Page 29 Section B regarding reports submittal deadlines. It would seem that report submittal penalties may be levied after 30 days from the date of the NFWC, not NTP. This revision would be consistent with Page 28 Section 3.5 Schedule of Deliverables, Implementation and Due Dates.
a. State’s Response- No Change: The HRSC report shall be submitted within 30 days from the date of the NFWC. If the HRSC report is not submitted in the timeframe as described, DHEC may elect to leavy penalties as illustrated.
3. What specific downhole GW flow velocity measurement technique(s) does DHEC require? (Page 36, Item F.)
a. State’s Response- No Change: Specific GW flow velocity shall be in accordance with the most current applicable industry standards and established as part of a Contractor’s ACQAP or the utilization of the accepted methodology listed in the
SCDHEC QAPP 4.0.
4. There are specific line items for the different analytical laboratory methods in the price listing (Section K). However, there is also a reference to include water sampling and analysis costs in Section F. Please clarify.
a. State’s Response- No Change: Item F is inclusive of soil boring/field screening AND the screening, giving the contractor discretion on the type of screening or analysis conducted. Item K is inclusive of the specific analysis requested in the line item.
