About this file

This document is Amendment 2 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health and Environmental Control (DHEC) for Per- and Polyfluoroalkyl Substances (PFAS) Surface Water Sampling services. The amendment modifies key solicitation dates: the opening date has been extended from March 10, 2022, to March 17, 2022, at 2:30 PM ET, and the award posting date has been moved from March 18, 2022, to March 25, 2022. Bidders must acknowledge receipt of this amendment by identifying it on Page Two of their submission or by indicating receipt through their bid submission. The solicitation requires laboratory services for processing and analyzing water and tissue samples collected from surface water sites, including oysters, blue crabs, and freshwater fish. DHEC will provide whole samples to the selected laboratory, which will be responsible for tissue processing, homogenization, and analysis based on DHEC specifications. Sample processing must follow guidance outlined in EPA draft method 1633, with DHEC determining the specific tissues to be analyzed for each sample.

The amendment includes vendor questions and answers clarifying that laboratories need not possess EPA SW-846 8327 certification at the time of bid submission to be eligible, though certification details should be reviewed in Section III of the Scope of Work. The amendment specifies that DHEC will provide guidance on tissue identification and sample packaging, likely wrapped in aluminum foil and frozen for submission. Bidders must submit offers online through the South Carolina Enterprise Information System (SCEIS) at www.procurement.sc.gov using compatible browsers such as Internet Explorer 8, 9, or 10. Hard copy submissions are permitted as alternatives and must be sealed and delivered to the SC DHEC Division of Procurement Services by the specified deadline. Bidders are cautioned that any qualification or modification of terms and conditions will render the offer non-responsive and result in elimination from consideration.

Vendor Questions and Answers

1. QUESTION:

We have an audit scheduled to get certification for EPA SW-846 8327, but don’t know how long the certification will take. Are we eligible to bid for this opportunity?

State’s Response: See Section III Scope of Work/Specifications, 3.2.3.1.2.

*Note-This response is to correct the erroneous response provided to Question 3 in Amendment 1.

2. QUESTION:

Regarding tissue prep, the assumption from the way it is presented is that the lab will be provided with the tissue homogenates. If that is not the case, then we would ask for some direction on the preferred protocol of the fileting and homogenization of the fish, picking of crab meat/tissue, and shucking/composting of oysters.

State’s Response: DHEC will provide the whole sample to the laboratory and will not process/homogenize the tissue to be analyzed. The laboratory will be responsible for processing the sample based on what DHEC identifies as the target tissue for that sample:

• Oysters will be a whole tissue composite representing approximately one dozen individuals or the number of oysters submitted unless noted otherwise. We may submit different numbers or different http://www.procurement.sc.gov/ sized individuals if we decided on a follow up sample for that site. We will ensure there is enough tissue mass for homogenization and analysis.

• It’s our expectation that each blue crab sample will be a composite of three individuals. However, field collection may vary/reduce the number of individuals submitted for that site/sample. We will specify whether we would like the composite sample to be of only edible tissue or whole tissue (all soft tissue/ofal). For the first sample at each site, we’re leaning towards whole tissue composites. We may refine that to edible tissue if we submit a follow up sample.

• For freshwater fish, we will specify either whole fish or filet for the sample. Each sample will consist of a single species. However, we may submit more than one individual for a composite. The types and numbers of samples is contingent on the success of field collection.

Detailed guidance for sample processing is provided in section 11.4 of EPA draft method 1633 though the exact mass of homogenized sample for analysis is dependent on the analysis method used (if other than 1633). DHEC will determine what tissue will be analyzed for each sample. We will discuss with the lab how to identify this on the COC and will work out how to best package and submit the samples (likely wrapped in aluminum foil and frozen).
