About this file
This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Health and Environmental Control (DHEC) for Per- and Polyfluoroalkyl Substances (PFAS) Surface Water Sampling services. The solicitation number is 5400022760, and bids were due on March 10, 2022, at 2:30 PM ET. No pre-bid conference or site visit was scheduled. Award was posted on March 18, 2022. The amendment addresses vendor questions regarding analytical test protocols and laboratory certification requirements for performing surface water sample analysis.
The amendment clarifies that contractors may substitute the Department of Defense and Department of Energy Quality Systems Manual Table B15 method or EPA draft method 1633 for EPA method 8327 for surface water sample analysis, as these alternative methods are acknowledged to be more robust and reliable with lower reporting limits. Bidders must demonstrate capacity to employ the selected analytical method. The amendment also permits DHEC to directly deliver sample kits at its discretion, eliminating the requirement for contractor courier services. Vendors must have or establish certification with a capable analytical laboratory prior to contract performance. Bids were to be submitted online through the South Carolina Enterprise Information System (SCEIS) or as hard copy submissions to SC DHEC's Division of Procurement Services in Columbia.

Vendor Questions and Answers
1. QUESTION:
Can test protocol 8327 be substituted for the more robust DOD QSM table B15 method compliant PFAS test protocol for surface water samples, or if the 1633 can be substituted?
State’s Response: For surface water samples, the Department of Defense and Department of Energy Quality
Systems Manual Table B15 method or EPA draft method 1633 may be substituted for EPA method 8327. It is acknowledged that these methods are more robust and reliable than EPA method 8327 and may provide more comprehensive and comparable datasets when considering all project aspects. The bidders must prove the capacity to employ these methods.
2. QUESTION:
Will the SCDHEC be certifying any labs to perform the EPA SW-846 8327 and Draft Method 1633 analyses in the immediate future, or is it the responsibility of the contractor to establish a lab certification with a capable analytical laboratory prior to the procurement of the contract?
State’s Response: It is unclear if SCDHEC will be certifying laboratories for method 8327 prior to establishment of the contract. As stated in the response to question # 1, DOD/DOE QSM Table B15 or EPA draft method 1633 may be substituted for EPA method 8327 for surface water sample analysis. Laboratory certification for this method will not impact the bidder’s quality of proposal. However, the bidder will need to prove the capacity to employ EPA method 8327, EPA method 1633, or DOD/DOE QSM Table B15.

3. QUESTION:
We have an audit scheduled to get certification for EPA SW-846 8327, but don’t know how long the certification will take. Are we eligible to bid for this opportunity?
State’s Response: See Section III Scope of Work/Specifications, 3.2.2.1.2
4. QUESTION:
Are we to assume our own staff can personally aid in the transportation of sampling equipment and samples to and from the field if needed?
State’s Response: See Changes to Specifications above.
5. QUESTION:
EPA 8327 has elevated reporting limits given the limitations of this method is an accredited PFAS method with more appropriate (lower) reporting limits an allowable substitution?
State’s Response: For surface water samples, the Department of Defense and Department of Energy Quality
Systems Manual Table B15 method or EPA draft method 1633 may be substituted for EPA method 8327. It is acknowledged that these methods are more robust and reliable than EPA method 8327 and may provide more comprehensive and comparable datasets when considering all project aspects. The bidders must prove the capacity to employ these methods.
