About this file
This is an Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for Newberry Full Depth Patching on project S-521/Koon. The project involves full depth patching work that must be completed between the award date and December 31, 2022. Questions from offerors were required to be received by August 2, 2020 at 12:00 p.m., with offers due on August 9, 2020 at 2:30 p.m. The award was posted on August 17, 2020. No pre-bid conference or site visit was required. Offers were to be submitted online through the South Carolina procurement website, with one copy required. The solicitation was open to all entity types including sole proprietorships, partnerships, and corporate entities.
Key clarifications from the amendment address technical specifications and payment terms. Proof rolling was determined to be unnecessary for this work. If undercutting becomes necessary during execution, contractors are instructed to use asphalt rather than maintenance stone, with payment prorated based on depth and square yardage at half the unit price of the six-inch full depth patch. Intermediate Type B asphalt is required and Type C is not acceptable. The amendment removed the requirement for paint line restriping (4" white and 4" yellow lines) from the scope of work, eliminating the need for a line item for paint in the bid. No construction budget estimate was provided, and the project will not be indexed. Procurement Officer Grace Sowell can be reached at 864-889-8022 or SowellGF@scdot.org.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING
FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS
RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-
REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT
FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE
ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL
PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
1. Can you explain the proof rolling method, this is typically not done with SCDOT FDP patching due to size. Also, if undercutting is needed how will this be paid for since there is no Maintenance stone on the bid?
Proof rolling will not be necessary for this work. If undercutting is necessary, we’d ask contractor to use asphalt instead of maintenance stone. Payment would be prorated based on the depth and square yardage. Ex. If we go 3” deeper in a 10 SY patch, we’d pay an additional 10 SY at half the unit price of the 6” FDP.
2. Is there an estimated construction budget available for this project?
No
3. Is there an anticipated start and completion date for when this should begin and end?
Work must be completed between Award date and December 31, 2022.
4. Will this project be indexed?
No
5. The solicitation calls for Intermediate type B to be used, would type C be acceptable?
Intermediate Type B is required.
6. The specifications for the referend solicitation instructs to paint back 4” white and 4” yellow lines that are removed due to patching. The bid form does not have a line item for paint. Can you take a look and let me know if it should be added?
No paint is required for this contract.
