About this file

This document is Amendment One to an Invitation for Bid issued by the Kansas Secretary of State through the Department of Administration Office of Procurement and Contracts for Kansas State Flags. The amendment addresses a clarification regarding flag packaging specifications. The original solicitation requests bids for two types of flags in two sizes: a 3' × 5' nylon flag with 100 percent heavy-duty 1-ply or 2-ply outdoor construction with grommets and a 4' × 6' polyester flag with 2-ply open-weave outdoor construction with grommets. Both flag types must be individually boxed and feature a centered seventeen-inch state seal with prescribed positioning, crest wreath, and "KANSAS" lettering five inches high in gold with silk-screened, color-fast dyes. The closing date for bid submissions is August 26, 2026, at 2:00 PM CST. The contract term runs from award through September 30, 2028, with options to renew for two additional 12-month periods.

Amendment One clarifies that flat-packed boxes may be submitted instead of assembled boxes, with the understanding that Kansas Department of Administration staff will assemble and place flags in the boxes upon arrival. Flags must be manufactured in the United States and preferably certified by the Flag Manufacturer Association of America, with designs and colors matching Kansas Statutes Annotated 73-702. Bidders must submit physical samples of both flag types for approval with their bid, demonstrate a minimum of three years of continuous active participation in flag manufacturing with three customer references from the past three years, and provide vendor registration and a current Tax Clearance Certificate with Kansas. Pricing must remain firm for the entire contract period and subsequent renewals, include all applicable taxes, and be delivered F.O.B. destination within 10 working days of order. This is an indefinite-quantity contract with no guaranteed minimum volume, and political subdivisions may use the resulting contract at the same terms and conditions as the State.
