About this file

This is Amendment 1 to a solicitation issued by the South Carolina Procurement Office on behalf of Northeastern Technical College (NETC) for the procurement of accreditation and assessment software. The solicitation seeks software solutions to support learning outcomes management, assessment tracking, accreditation documentation, and strategic planning across the institution. NETC currently manages these functions through Word documents and OneDrive storage without a dedicated system in place. The original solicitation deadline for offer submission was October 17, 2023 at 11:00 A.M., with questions due by August 30, 2023. A nonmandatory pre-proposal meeting was held on August 23, 2023 via Microsoft Teams. Award was scheduled for January 4, 2024, with contract commencement on January 15, 2024. The contract term is five years with the possibility of renewal options. Phase II evaluations will include vendor demonstrations, with details provided during the award criteria section. Negotiations with the highest-ranked offeror would commence following completion of evaluations.

Fixed pricing is required for the duration of the initial five-year contract term, meaning vendors must hold their submitted pricing steady across all five years with no price increases allowed. NETC is not tax-exempt and will dedicate a pair of IT employees to project implementation upon award. Training will be provided to all relevant roles, including department leads, faculty, institutional effectiveness staff, and curriculum developers. Offerors must submit one online offer and one redacted copy online, and must acknowledge receipt of all amendments. The procurement officer is Virginia Goodson, contactable at (803) 896-5225 or vgoodson@mmo.sc.gov. All offers, amendments, and related notices are posted at www.procurement.sc.gov.
