About this file
This is Amendment 1 to an Invitation for Bid issued by the SC Vocational Rehabilitation Department for Linen and Laundry Services under Solicitation Number 5400025960. The amendment addresses clarifications regarding pricing structure, linen replacement procedures, and service delivery frequency. Bids were due by October 4, 2023, at 2:00 PM, with award posting scheduled for October 6, 2023. No pre-bid conference or site visit was required. The solicitation required submission of one original copy, either online at procurement.sc.gov or via mailing address to SC Vocational Rehabilitation, P.O. Box 15, West Columbia, SC 29171, or physical delivery to 1410 Boston Avenue, West Columbia, SC 29170. Questions were required to be submitted by September 26, 2023, at 11:00 AM. Bidders were required to hold offers open for a minimum of 90 calendar days after the opening date.
The amendment clarifies that all pricing must be inclusive of fees, with service charges and inventory maintenance charges listed separately on Items 22 and 23 of the bid schedule if applicable. Linen replacement is based on quantity returned during pickup, with replacement of equal amounts of clean linens. Delivery and pickup frequencies vary by location needs, ranging from as-needed basis to weekly service. Emergency and reserve stock levels are determined by individual location requirements and are not fixed amounts. Bidders were required to register for a South Carolina Vendor Number and provide taxpayer identification information. The solicitation was open to all entity types, including sole proprietorships, partnerships, corporations, and government entities.

THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
1. Question: In the bid it says the price must include all other fees, however under the items it lists a service charge and an inventory maintenance charge? Can we charge these fees in addition to our prices?
· State’s Response: No Change. If the company submitting a bid charges service charges and inventory maintenance charges then those fees should be listed as required on Items 22 & 23 of the bid schedule.
2. Question: Do we deliver back the amount of linen we pick up or does each location place an order for each delivery?
· State’s Response: No Change. The same quantity & item of linens that are picked up should be replaced. For example, if SCVRD orders 30 Queen fitted sheets but only returns 15 at pick up then it should be replaced with 15 clean sheets.
3. Question: How many times a week do they expect delivery and pickup at each location?
· State’s Response: No Change. Deliveries and pick up vary by the needs of each location. Some locations operate on an as needed basis, and some have weekly deliveries and pick up.
4. Question: How much is the emergency stock at each location?
· State’s Response: No Change. The Reserve stock varies by the needs of each location.
