About this file

This document is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources (SCDNR) for a turnkey skidder herbicide application at Bonneau Ferry Wildlife Management Area. The solicitation seeks a contractor to apply herbicides across approximately 999 acres using a skidder, with specific requirements including 14 oz Arsenal AC and 16 oz DLZ surfactant per acre, applied at a minimum of 25 gallons per acre. The bid responses are due by October 7, 2025, at 10:00 AM EST, with questions accepted until September 24, 2025, at 12:00 Noon EST. The contract period is estimated from October 8, 2025, to November 30, 2025, with work to be completed before the first frost (approximately November 15, 2025).

The procurement requires bidders to provide their own equipment, personnel, and safety gear, and to strictly adhere to herbicide application instructions and environmental regulations. The contract seeks a fixed-price bid per acre, with payment based on actual acres treated up to the maximum of 999 acres. Bidders must be registered vendors with the State of South Carolina and provide comprehensive insurance coverage. While no specific set-aside designations are mentioned, the bid encourages minority business participation. Contractors must demonstrate technical capability, compliance with environmental regulations, and the ability to complete the herbicide application within the specified timeframe. The amendment clarifies that only skidder application is acceptable, and no substitutes for the specified Helena DLZ surfactant will be permitted.

Questions and Answers:

1. I would like to know if this spraying work can be made by using bag pack or it has to be mechanical?

Answer: Backpack will not work. Per Scope of work, must be skidder application

2. The prescription for this herbicide application has Helena’s DLZ as the spray adjuvant, and the documentation says that no substitutes are allowed. With this being a Helena product, it would seem to make the playing field somewhat unfair. Is there any alternative to this that I may be missing??

Answer: They are all brand name herbicides that any applicator can buy, whether it’s from Helena or BASF or whoever. Generally speaking, with turnkey applications, we’re looking for bids from the applicators, not the chemical suppliers. When you get into substitutes, there are almost no exact substitutions for any of the chemicals. Every manufacturer has a slight tweak that makes it their brand. In some cases, we can accept those minor differences. In this case, we don’t want to. Surfactants, such as DLZ, are especially variable, with every company arguing that their formula is the best, most cost effective, etc

3. Is it acceptable to spray with a forestry tractor?

Answer: No, since we indicated skidder in the specs, we don’t want to allow for variations, so that all bid responses are comparable.
