About this file
This Amendment 1 document is for a Request for Proposal (RFP) issued by Winthrop University's Procurement Services in South Carolina for Financial Aid Services with an Integrated Call Center. The University seeks a vendor to provide comprehensive call center services to handle financial aid inquiries from prospective students, current students, and parents. The solicitation requires one electronic technical proposal, one electronic business proposal, and redacted copies of each submission. Questions from offerors must be received by January 23, 2023 at 3:00 PM, and proposals are due February 15, 2023 at 11:00 AM. No pre-bid conference or site visit is required. Award will be posted on February 24, 2023. The contract term requires pricing for one year extended to five years. The amendment adjusts the opening date to February 15, 2023 at 11:00 AM and the award date to February 24, 2023.
The University currently has no existing contract for these services, having only recently received supplemental services from FA Solutions for a couple of months. The call center must handle an average of approximately 8,838 inbound calls over six months (June through December 2022), with average handle time of six minutes and five seconds per call. The vendor must provide all call center technology, staffing, and infrastructure, while Winthrop will provide VPN access, Banner system access, financial aid email access, and shared documents. Call center hours must align with University office hours (8:30 AM to 5:00 PM Monday through Friday, with extended summer hours). The vendor must employ full-time operators dedicated exclusively to Winthrop, ideally US-based, with majority live operator answering and flexible service metrics. The University emphasizes that operators should appear as Winthrop staff to callers. Pricing structure is flexible provided it is extended across five years, and the vendor must provide their own ticketing system, quality assurance processes, and staff training. Strategic objectives include assisting with recruitment and retention through improved financial aid support.
