About this file
This is an Amended Statement of Award issued by the South Carolina Department of Corrections for a chemistry analyzer lease, consumables, and maintenance solicitation. The original solicitation (5400020596) was issued on November 13, 2020, with bids opening on November 24, 2020, at 10:00 AM. The procurement sought a Beckman Coulter DxC700 AU with ISE chemistry analyzer capable of performing comprehensive laboratory testing including chemistry panels, lipid panels, urinalysis, and additional tests as needed. The analyzer must include all control materials, calibrators, training (two slots with meals, airfare, and lodging), installation, a laser printer, CPU, modem, touch screen LCD monitor, two uninterruptible power supplies, and associated diagnostic manuals. The contract was awarded to Beckman Coulter, Inc. (250 S. Kraemer Boulevard, Brea, California 92821) on December 3, 2020. The initial contract term runs from December 4, 2020, through December 3, 2021, with potential renewal dates extending through December 3, 2025. The award was amended to add the Single Bidder Provision, as only one response was received, which waived the Notice of Intended Award and seven-business-day delay requirements under SC Procurement Code 11-35-1520(10).
The evaluated and awarded amount is $162,534.21, representing 12 monthly rental payments of $2,758.50 each for the chemistry analyzer lease. The total potential contract value over the five-year period is $812,671.05. The pricing includes all reagents on a metered billing plan, preventive maintenance, parts and labor, shipping, property taxes, emergency reagent shipments (billed separately), and water system maintenance with filters and yearly repairs as the vendor's responsibility. The analyzer must process more than 1,100 samples per hour and include monthly shipments of metered reagents and supplies at no additional charge, with emergency shipments billed separately. The single-bidder status indicates no competing proposals were submitted for this specialized laboratory equipment procurement.
