About this file

This document is an Amended Justification Review Document for a Guided Multiple Launch Rocket System (GMLRS) contract with Lockheed Martin Missiles and Fire Control (LMMFC). The U.S. Army Contracting Command at Redstone Arsenal is seeking to increase annual GMLRS production from 10,002 to 14,004 rockets per year for Fiscal Years 2023-2027, with a total estimated contract value of $13,265,440,935. The contract covers multiple GMLRS rocket variants including Unitary, Alternate Warhead, Extended Range, and Low Cost Reduced Range Practice Rockets, along with associated rocket pods, integrated logistics support, and bunker storage.

Market research determined LMMFC is the only source capable of meeting GMLRS requirements, with Raytheon deemed insufficient due to manufacturing limitations. The contract will use a mix of Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) contract line items, spanning production, engineering changes, obsolescence management, and support activities. The base contract (W31P4Q-23-D-0003) was awarded to LMMFC on 22 October 2022, with funding coming from Missile Procurement, Army, Research, Development, Test and Evaluation, Foreign Military Sales, and potential U.S. Marine Corps appropriated funds.

E. Missile Procurement, Army (MiPA), Research, Development, Test and Evaluation, FMS and Partner Nation funds will be used, depending on the specific purpose of the requirement. As required, the U.S. Marine Corps may provide appropriated funds.

3. Description of Supplies/Services:

A. The original Class J&A covers a class of contract actions, to include new contract awards and modifications, in support of the GMLRS Program. The intent is to award separate IDIQ contracts (with Delivery Orders) for GMLRS Production variants described in paragraphs 1-9 below and for Bunker Storage (with Task Orders) described in paragraph 10 below. The number of contract actions required to fulfill GMLRS Production and Bunker Storage requirements over the 5-year span of the J&A coverage is unknown.

(1) Full Rate Production (FRP) GMLRS Unitary Rockets. This requirement includes production of GMLRS Unitary Rockets (with steel case or Insensitive Munitions Propulsion System (IMPS) motor variants), rate tooling/special tooling in support of production if any product improvements dictate, test equipment and quality assurance testing in support of production, appropriate packaging and shipment of the rockets, as well as potential engineering and design updates/upgrades. The Government anticipates FFP awards for these types of efforts.

(2) FRP of GMLRS Alternate Warhead (AW) Rockets. This requirement includes production of GMLRS AW Rockets (with steel case or IMPS motor variants), rate tooling/special tooling in support of production if any product improvements dictate, test equipment and quality assurance testing in support of production, appropriate packaging and shipment of the rockets, as well as potential engineering and design updates/upgrades. The Government anticipates FFP awards for these types of efforts.

(3) FRP of GMLRS Extended Range (ER) Rockets. This requirement includes production of GMLRS ER Rockets, rate tooling/special tooling in support of production if any product improvements dictate, test equipment and quality assurance testing in support of production, appropriate packaging and shipment of the rockets, as well as potential engineering and design updates/upgrades. The Government anticipates FFP awards for these types of efforts.

(4) FRP of Low Cost Reduced Range Practice Rockets (LCRRPR). This requirement includes production of RRPR, rate tooling/special tooling in support of production, test equipment and quality assurance testing in support of production, packaging and the shipment of the rockets, as well as potential engineering and design updates/upgrades. The Government anticipates FFP awards for these types of efforts.

(5) FRP of GMLRS Rocket Pods (containers from which the rockets are launched). This requirement includes production of GMLRS Unitary, GMLRS AW and GMLRS ER Rocket Pods, rate tooling/special tooling in support of production, test equipment and quality assurance testing in support of production, and appropriate packaging and shipment of the rocket pods. The Government anticipates FFP awards for these types of efforts.

(6) FRP of LCRRPR Pods (containers from which the rockets are launched). This requirement includes production of LCRRPR Pods, rate tooling/special tooling in support of production, test equipment and quality assurance testing in support of production, and appropriate packaging and shipment of the rocket pods. The Government anticipates FFP awards for these types of efforts.

(7) Efforts to identify and repair/refurbish (Download/Demate (DL/DM)) in order to reuse the Pods for future requirements. Rockets are downloaded from used M26 pods then demated. Demate is when the rocket is torn down. The warhead and ancillary parts are demilled, and the Pod and Motor are re-used. The Government anticipates CPFF awards for these types of efforts, due to the risk associated with a high fallout rate of the pod refurbishment.

(8) Efforts to address and correct obsolescence issues discovered during the production processes described in 3(1) through 3(7) above. The Government anticipates obsolescence requirements will be CPFF awards due to the uncertainty associated with the cost for this support.

(9) Integrated Logistics Support (now called Integrated Product Support).

Consisting of supply support operations necessary to document, know status, accumulate, and transfer all parts to be shipped from the contractor’s shipping facility for U.S. Government, FMS and International Partners. The Government anticipates CPFF awards for these types of efforts due to the uncertainty associated with the cost for this support.

(10) Bunker Storage. Rental of storage facilities (to include magazines/bunkers) to support production activities, which is anticipated to be awarded as a separate C-type contract with a base year and Option years with FFP and CPFF line items. The CPFF structure is due to the uncertainty associated with the cost for this support.

B. The total estimated value of $13,265,440,935 is based on the revised Independent Government Estimate (IGE) dated 30 April 2024 for an annual quantity of 10,002 tactical rockets (6 rockets per pod is 1,667 pods) in FY23 consisting of a combination of GMLRS Unitary, AW and ER GMLRS rocket variants and LCRRPR (training rockets) to support U.S. and FMS requirements. The annual estimated quantity is 14,004 tactical rockets (2,334 pods) from FY24 through FY27.

C. The table below reflects the quantities of rockets for GMLRS, GMLRS ER, and LCRRPR, as well as the DL/DM quantities for LCRRPR. The total value reflected above includes all GMLRS Rockets and new build pods, LCRRPR Rockets and Download/Demate pods, Integrated Product Support, Obsolescence, and Bunker Storage. (Total value includes FCCOM, G&A and fee.)

LMMFC and Raytheon submitted white papers in response to the posted RFI.

LMMFC submitted a white paper detailing the extensive experience and capabilities possessed on the GMLRS Program. LMMFC was determined to be the only source with the technical capabilities, knowledge, and special equipment required for performance of GMLRS requirements. The USG evaluated Raytheon’s sourcing plan and determined it is insufficient to meet the needs of the USG for FY25 due to current lead times for critical components. The lead times do not include any sub-vendor administration lead times and additionally does not include the time to build up rockets. The manufacturing lead times of the critical components that were addressed by Raytheon do not support an FY25 requirement with FY27 deliveries. Additionally, Raytheon lacks the manufacturing capabilities as they do not have tools and equipment that are specific to GMLRS rocket production.
