About this file
This is a Scope of Work document for the Southern California Logistics Airport, a state and local contract opportunity in California's High Desert region. The Airport seeks consulting services to develop professional site plans and supporting materials for specific properties identified for aeronautical and non-aeronautical development and marketing. The scope includes the generation of conceptual site plans for designated properties, building and property renderings for potential renovations of existing structures, and other related planning services necessary to produce accurate and compliant deliverables. The project explicitly excludes a comprehensive site plan for the entire Airport facility, instead focusing on targeted properties as requested by Airport staff. The consulting firm will be responsible for producing detailed, development-ready site plans that support the Airport's continued expansion and business development objectives in the region.
The document does not specify pricing terms, response dates, or contract duration within the provided excerpt. No information regarding set-asides, incumbent contractors, funding sources, or budget amounts is included in this summary. The selection process and evaluation criteria for qualified consulting firms are not detailed in the materials provided. Interested parties should review the complete solicitation documents for comprehensive bidding requirements, submission deadlines, and contract award timelines.

Request For Proposal #MS27-038 Title: AIRPORT SITE PLAN CONSULTANT
1. INTRODUCTION
1.1. Summary
PROJECT NAME: AIRPORT SITE PLAN CONSULTANT
The Southern California Logistics Airport (“Airport”) operates as an industrial airport where various aeronautical and non-aeronautical businesses operate, which has generated business development and job creation for the High Desert region. As the Airport continues to develop, there are various aeronautical and non-aeronautical properties the Airport seeks to market for aeronautical and non-aeronautical use and development. With the generation of site plans, building and property rendering will also be requested as the Airport has identified existing buildings for future renovations. The selected consulting firm shall provide professional planning and related services necessary to produce accurate, compliant, and detailed site plans to support airport development. A comprehensive site plan for the entire Airport is not intended as part of this project. This project will focus on the generation of conceptual site plans for specific properties as requested by Airport staff.
1.2. Background
The Southern California Logistics Airport Authority ("SCLAA") was created for the purpose of redeveloping the property encompassing the former George Air Force Base, which closed in the early 1990's. Originally, the Airport comprised approximately 2,200 acres of land, runways, taxiways, industrial, commercial, and residential buildings to support the needs of the Air Force. Since the creation of the SCLAA, numerous buildings have been rehabilitated or demolished to make room for modern development as the Airport shifts from military use to industrial use. Since the base closure in the early 1990's, additional land near the Airport has been acquired by the SCLAA which has significantly increased it's footprint and positioned the Airport as a major logistics and industrial hub with adequate room to grow in aeronautical and non-aeronautical ways.
The Airport intends to retain a qualified consultant firm to prepare development concepts and professional visual marketing materials for Airport development opportunities. The work is conceptual and marketing-oriented; and will not require final design or construction drawing plan sets.

4.1. SCOPE OF WORK
The Southern California Logistics Airport (“Airport”) operates as an industrial airport where various aeronautical and non-aeronautical businesses operate, which has generated more development and job creation for the High Desert region. As the Airport continues to develop, there are various aeronautical and non-aeronautical properties the Airport seeks to market for aeronautical and non-aeronautical use and development. With the generation of site plans, building and property rendering will also be requested as the
Airport has identified existing buildings for future renovations.
The Airport intends to retain a qualified consultant firm to prepare development concepts and professional visual marketing materials for Airport development opportunities. The work is conceptual and marketing-oriented; and will not require final design or construction drawing plan sets.
The Consultant shall support the following objectives:

• Receive direction from Airport staff on which properties to prioritize and identify site-specific goals.
• Identify regulatory requirements affecting the site planning effort.

• Perform site visits to document existing physical conditions and take measurements for the purpose of generating site plan concepts for specific properties.
• Review relevant information including but not limited to aerial imagery, parcel and ownership data, surveys, Airport GIS/CAD files, ALP and Exhibit A information, land-use plans, recorded easements, utility mapping, roadway and access information, environmental documentation, and relevant prior studies.
• Review airspace constraints with reference to FAA Part 77 surfaces.
• Prepare a concise site data sheet for each priority site, including gross acreage, estimated usable acreage, ownership/control, existing uses, access, adjacent uses, known utilities, airside relationship, and major constraints/unknowns.
The Consultant shall develop preliminary conceptual site plans for the identified development areas. Concepts shall include aeronautical and non-aeronautical use, as applicable. The site plans shall include the following but are not limited to:
• Proposed building footprints, general use labels, approximate floor area, entrances, expansion areas, loading/service zones, outdoor storage or secure yards, and landscape/open-space concepts.
• Parcel limits, gross acreage, assumed developable area, key dimensions, setbacks, easements, constraints, and adjacent context.
• Roadways, driveways, parking, truck routing, queuing, fire access, pedestrian paths, gates, and separation of incompatible movements.
• Airside elements such as aprons, taxi lanes, hangar access, aircraft parking, security fencing, and airside/landside interfaces where applicable.
• Planning-level utility corridors, stormwater/drainage areas, grading sensitivities, and major infrastructure assumptions.
• As requested by Airport staff, the consultant shall provide distinct alternative concepts, including advantages and limitations of each.
• Prepare an implementation roadmap identifying logical phases, enabling actions, decision points, property/approval coordination, infrastructure dependencies, and items to verify before marketing or negotiations advance.
• Identify elements that should remain flexible for tenant-specific customization.
• Prepare a concise statement of the site's market proposition, differentiators, and suitable user profiles without guaranteeing availability, approvals, incentives, schedule, or utility capacity.
• Provide a draft site plan set (PDF and CAD formats).
