I. Agency and Contracting Activity.

II. Nature and/or description of the action being approved.

The contract extension (52.217-8) action for up to 6 months to prevent a break in service of the USAF Carpet Program, consisting of carpet squares and rolled goods, for the Contiguous United States. This is done by utilizing enterprise wide strategic sourcing to standardize product offerings and to leverage the best pricing for the USAF.

The 771 ESS has been reviewing the requirement and have established a reacquisition for a follow-on, however due to unforeseen delays in contractor proposals there will be a break in service. This extension is not a result of lack of acquisition planning, but rather due to an identified potential solution was determined to not meet the USAF requirement.

FA805717C0002, 0003 and 0004 - These current contracts are set to expire on July 18 2022, the extension has been requested by 771 ESS to allow time to award a follow-on contract using competitive procedures. FA805717C0005 was offered the opportunity to accept an extension but declined.

III. Description of supplies/services required to meet agency needs (including the estimated value).

This extension to the current Air Force Carpet I program will serve to acquire Carpet, consisting of carpet squares and roll goods, for the Contiguous United States. Each contractor shall provide a proposal that follow the specific guidelines listed in the Air Force Carpet Requirements Matrix attachment in the RFP. The result of this will be to award contracts to vendors who will be the only approved and mandated sources of supply for the Air Force for a possible five (5) years, when making purchases that fall under the scope of this program.

The total estimated amount for base (1) year and four (4) 12 month options for the four contract awards came to a total of $20,000 ($5,000 each). The six month extension will not increase the value of these contracts. The contractors were allowed to provide revised not to exceed prices for the extension based on recent price adjustments requested for their GSA price lists.

These increases will not change the cost of the Air Force Carpet I Tier I contracts.

IV. Statutory authority permitting other than full and open competition.

This requirement is excluded from competition under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), when the services required by the agency are available from only one responsible source or a limited number of responsible sources. The current ordering portals are required to maintain the two tier ordering process established for the Air Force Carpet program until the follow on contracts are awarded.

V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).

The current contractors, Shaw Industries Inc., Engineered Floors, LLC., and Mohawk Carpet Distribution Inc. are the only sources that can provide the unique capabilities in providing the service. They have the required inventory and personnel to

CMA was offered an extension but declined to accept.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

IAW FAR 6.302-1(d)(2) this J&A will be synopsized. The original contract was solicited as full and open competition after extensive market research ensuring as many potential sources as possible. The contract award notification was posted to sam.gov. The exception(s) that apply to publicizing these modifications are FAR 5.202(a)(11) and 5.202(a)(13).

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer has determined the cost to the Government to be fair and reasonable as it is a continuation of option year 4's price proposal. Current pricing under the contract was derived based on market research and comparison of proposed prices received in response to the solicitation. As a part of the initial award prices paid were deemed fair and reasonable in accordance with FAR Part 15.404-1(b)(2)(i). The not to exceed price lists have been adjusted due to the current rise in costs for materials and manufacturing costs and still present a cost savings.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research resulted in 13 different manufactures contacted and evaluated at the time of the original award.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

A break in service will result in significant degradation to the mission. If a break in service would occur there will be added expenses to acquire carpet from other sources and would require additional manpower at the CONS level to execute instead of the current Tier II strategy.

X. List of any sources that expressed, in writing, an interest in the acquisition.

All of the following companies showed written interest in the original acquisition: Tandus Centiva, Masland, Interface, Mannington, Bentley Mills, Saylor Marketing, J&J, and Milliken. The awardees for Carpet I were all contacted and a request for information was completed to determine if all, some or none could support an extension of Carpet I. Requests for information have been completed with industry to support the continuation of the Air Force Carpet Program. The only contractors able to fulfill the Air Force Carpet program requirements for an extension of services are the three referenced above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

771 ESS is working on acquiring a follow-on contract to handle subsequent acquisitions for the aforementioned services.

Also revising the requirements matrix to simplify contractor data input.

XII. Certification by the Contracting Officer.
