The following Drawing Sheet is hereby amended:
1. Remove Drawing Sheet 21 of 23 and replace with Drawing Sheet 21a of 23, dated 05/31/2016.
The following are the responses to the questions received:
Q1. Will we have access to the land south of
Station 56+00 to set TBM's if required.
A1. This question is very general in nature and does not give a specific location south of
Station 56+00. Based on the Special Provisions and drawings provided in the solicitation, the contractor would not have access to any land areas. The only exception is in Special
Provision 12 on Page SP-3, which is for access to the benchmark "South Grand Lake" and it requires the contractor to notify Miami Corporation when they do access this benchmark. If a contractor would want to access any other areas on private property outside of the work limits shown then the contractor will need to work out an agreement with that landowner and provide a copy of that agreement to the NRCS prior to its use.
Q2. Can the contractor install all of the geotextile at one time and then come back and place the rock?
A2. The specifications do not restrict a contractor from placing all the geotextile material at one time. If that method is chosen by a contractor the contractor will be responsible for the geotextile remaining in place and covering the required footprint as shown in the typical sections on Sheet 16 of the drawings.
The contractor will need to address this method and how they plan to secure the geotextile in their Geotextile Placement Plan. If this method is chosen, payment for this material would only be paid when it is completely covered with rock to ensure it is properly in place and secured.
Q3. Will you allow us to use VRS for the magnetometer survey?
A3. No. Construction Specification 7 -
Construction Surveys Item 9(a)(3) - provides that
Virtual Reference Station Networks shall not be used.

Q4. Section M "Evaluation Factors for Award" of the solicitation documents is empty. What are the evaluation factors for award?
A4. Section M is left blank as this project is being bid under the procedures of FAR Part 14 -
Sealed Bidding.
Q5. Construction Specification 95 - Geotextile, Item 7(a)(2) - This paragraph adds a strength of
400 lbs. ultimate using Wide Width Tensile via
ASTM D4595. Is this lbs./in. or lbs./ft.?
A5. Per ASTM D4595, this value is lbs./in.
Q6. Construction Specification 95 - Geotextile, Item 7(a)(5) - A typical seam strength of a sewn geotextile is less than 50% of the Grab Tensile required in the cross direction of the geotextile. This line item requires 250 lbs./in.
seam strength but per Table 1, the grab tensile required of the geotextile is 247 lbs./in.
Please clarify.
A6. Per Construction Specification 95 -
Geotextile, Section 7(a)(2); the tensile strength shown in Table 1 of Material Specification 592 is changed to require a minimum tensile strength of
400 lbs. in any principle direction and in
Section 7(a)(5), the requirement for the seam strength is a minimum of 250 lbs./in. when tested in accordance with ASTM D4884.
Q7. Construction Specification 95 - This line item requires all factory seams to use a butterfly seam and all field seams to use a
J-seam. Does the seam strength requirements apply to the field seams?
A7. Yes, in accordance with Construction
Specification 95, Item 7(a)(5), the minimum seam strength required is 250 lbs./in. for all field and factory sewn seams.
All other terms and conditions of the solicitation remain unchanged and in full force and effect.

8. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work and construction details to be performed in conformance with this specification are:
a. Bid Item 6, Rock Riprap
(1) This item shall consist of furnishing all rock riprap and all work necessary to transport and place the rock riprap needed to construct the rock dike. Rock riprap shall be placed to the lines and grades shown on the drawings and as staked in the field.
(2) The contractor shall not disturb the 25-foot berm between the toe of the rock dike and the flotation/access channel. Construction equipment shall not be placed, floated over, or operated on the berm at any time during construction. Orange-peel or clamshell buckets shall not be used to place rock riprap.
(3) Stockpiling material onsite will not be permitted.
(4) At the time of final inspection, the rock riprap shall be to the lines and grades shown on the drawings with a vertical tolerance of +0.5 feet. The vertical tolerance applies only to the top crown of the rock structure which shall be at the design width. The base width of the rock dike shall be determined by superimposing the design template (+3.5 feet crown elevation, 4-foot top width, 3:1 side slopes) on the bottom surface.
Additional rock riprap may need to be placed on the side slopes in order to achieve the 3:1 side slope after settlement has occurred, however it is the intent of this specification to limit the bottom width of the dike to the planned width as shown on the drawings (based off +3.5 feet crown elevation). Final acceptance will not be provided until the As-Built deliverables described in Construction Specification 7 are submitted and approved showing that the entire rock dike is to the neat lines and grades and tolerances as described above. Any sections that are below the neat lines and grades will be required to be brought back to neat lines and grades and the As- Built surveys updated accordingly.
(5) Rock riprap shall be reasonably well graded from the minimum size stone to the maximum size stone permitted. Rock riprap shall be Rock Type 1 and conform to Material Specification 523, Rock for Riprap. If required by the COR, on-site verification of riprap gradation shall be performed at the contractor’s expense in accordance with Section 2, Material.
Rock riprap gradation shall conform to ASTM Standard Practice D6092 Riprap R- 300 as shown below. Minimum rock riprap thickness will be 24” as shown on the drawings:
ASTM D6092
R-300 Rock Riprap Rock Size (pounds)

700 lbs. 100 20 - 30 300 lbs. 50-100 12 - 20 150 lbs. 15-50 12 - 20 45 lbs. 0-15 6 - 12
NRCS Louisiana – February 2016 Amendment #1 – June 2016 61-6
(6) Rock riprap shall be placed by equipment on the surface and to the depth specified.
No rock is to be dropped from a height greater than one (1) foot. The rock for riprap shall be delivered and placed in a manner that ensures the riprap in place is reasonably homogeneous, with the larger rocks uniformly distributed and firmly in contact with one another, and the smaller rocks and spalls filling the voids between the larger rocks. Some hand placing may be required to provide a neat and uniform surface.
Rock riprap placement between Station 55+00 and the tie-in to the existing rock dike at Station 56+81.47 shall be done in two lifts. The first lift of rock shall be brought up to a top elevation of +2.0 feet NAVD 88, except at the fish dip where the first lift shall be brought to the design top elevation of – 1.0 feet NAVD 88. A vertical tolerance of +0.5 feet will be allowed for the first lift. Extra care shall be taken in this reach to displace very soft material in the existing rock dike’s flotation channel by first placing rock riprap at the dike centerline and then working outward to the toes of the dike.
When the first lift between Stations 55+00 and 56+81.47 has been completed, rock riprap placement may begin between Stations 55+00 and 0+00 and shall proceed to the design elevation.
When rock riprap placement between Stations 55+00 and 0+00 has been completed, placement of the second lift between Stations 55+00 and 56+81.47 may begin and shall raise the rock dike to the design elevation.
(7) Care shall be taken when placing rock to minimize spillage. In the event rock is spilled in areas where boat traffic may impact the spilled rocks, the contractor shall remove said rocks from the entire area in question. Upon completion of the work the contractor shall investigate, by appropriate means, the entire work area to include the staging area to assure no spilled rock is present.
(8) The contractor shall not operate any equipment on the berm between the rock dike and the flotation channel for rock placement or any other construction operation.
(9) Section 7, Measurement and payment does not apply. Payment will be made per ton of rock riprap placed and shaped to the lines and grades shown on the drawings. The COR will measure the quantity of rock riprap for payment, by weight determined by barge displacement. In the event that a partially-loaded barge remains at the end of construction, payment will be made at the contract unit price based on measurements of the fully-loaded barge and the partially-empty barge by both the COR and the Contractor. Such payment will constitute full compensation for completion of this work and for related Subsidiary Item, Clearing.
Not less than 10 days prior to unloading the stone from any barge, the Contractor shall furnish the COR a barge displacement table for that barge. The COR shall be notified at least 24 hours in advance before any full rock barges are to be measured for payment, and subsequently each time a full barge of rock riprap is being transferred to smaller barges for placement on the project sites. The Contractor shall measure the full barge each time that there is a complete loading onto a light loaded barge and these records of measurement shall be provided to the COR.
The Contractor shall furnish with the barge displacement tables a drawing or sketch of each barge dimensioned in sufficient detail to permit checking of the tables. The drawings shall show, as a minimum, the length, width and depth of the barge and
NRCS Louisiana – February 2016 Amendment #1 – June 2016 61-7 dimensions of the rake or rakes. Each such table shall have its accuracy certified by a person or firm, other than the Contractor, customarily performing this service and who has been approved by the COR. Each table submitted shall show the name and/or number of the barge, the barge dimensions, the barge owner, the name of the fabricator, and the certification and date of certification of the person or firm preparing the table. All new or modified barges may be field checked for current dimensions by the COR. Each table submitted shall contain, in parallel columns, the freeboard of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. Each barge shall be suitably marked with two displacement gauging locations along each side of the barge. A line shall mark each gauging location perpendicular to the edge of the barge, four inches wide and one foot long, on both the deck and side of the barge. Barges with rakes shall have the displacement gaging lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gauging locations shall be placed approximately four feet from the box end(s). The freeboard will be measured at the four gauging locations and the displacement determined by the use of "CELMV Standard Barge Tables" from the average of these measurements. The displacement shall be determined before and after being unloaded and the difference between these values shall be the quantity delivered.
Pumping water from within the barge will not be permitted during unloading of the riprap or until all displacement measurements have been taken. If barge tables are furnished for fresh water and if the Contractor believes that barge displacement measurements made within the contract limits of work are being taken in water that has salinity, they will have the option of obtaining water samples and determining densities or unit weights of these samples. These water samples shall be taken in accordance with ASTM D 3370 (practice A - Grab Sample) at depths of 4 and 8 feet in the area where measurements are made. Water sampling shall be performed when the barges are measured for quantities, both when fully loaded and when empty.
Water samples shall be taken by the Contractor and witnessed by the COR with the use of "Polypro" 2000 ml. water sampler, or equal. Densities shall be determined as specified in ASTM D 1429 (Method D - Hydrometer Method). Testing shall be done for the Contractor by a Certified testing laboratory, and test results certified by this laboratory. After review and approval of the test results by the Government, the average of the densities obtained at 4 feet and 8 feet will be used as the suitable salt water conversion factor. In all calculations, the unit weight of 62.45 pounds/cubic foot will be used for fresh water. If the Contractor does not obtain water samples and densities, then no adjustment or conversion factor will be applied to stone quantities determined by displacement tables.
