This document contains janitorial service specifications for the Alabama Department of Workforce's Montgomery Career Center, located at 1060 East South Blvd, Montgomery, AL 36116. The scope of work requires suppliers to furnish all labor, materials, equipment, and supervision to maintain the 21,000-square-foot facility in clean and sanitary condition. Services are to be performed five nights per week, Monday through Friday, after 5:00 p.m., with no cleaning operations permitted after 12:00 midnight without written department permission. A mandatory pre-bid site visit is required to be completed prior to bid submission, scheduled for Friday, September 25, 2026, at 2:30 p.m., with failure to attend resulting in bid rejection. The contract includes nightly cleaning duties for offices, breakrooms, conference rooms, restrooms, lobbies, and entranceways; weekly detailed cleaning tasks including dusting, floor waxing, and glass cleaning; monthly services such as carpet vacuuming and ceiling vent cleaning; and quarterly services requiring strip-and-wax floor treatments, carpet shampooing or steam cleaning, window cleaning, and blind cleaning. All quarterly services must be coordinated with the agency contact with at least seven days' advance notice.

The specifications establish strict qualification and operational requirements for the selected supplier. Suppliers must submit three references demonstrating at least one year of experience with comparable office spaces; provide a liability insurance certificate with minimum coverage of $100,000 general and $50,000 per occurrence; submit workers' compensation certificates if employing five or more employees; and provide Safety Data Sheets for all cleaning products. The state furnishes paper towels, toilet tissue, hand soap, trash can liners, and sanitary napkin holder liners, with the supplier responsible for replacement in dispensers. Invoicing occurs monthly in arrears, and suppliers are not required to work on state holidays; Saturday or Sunday work requires written permission and payment at the daily rate. Key control procedures are mandatory, with the cost of lock or key changes resulting from lost or stolen state-issued keys deducted from the supplier's invoice. Monthly performance meetings with the Montgomery Career Center contact are required, and any incomplete performance must be corrected within the next business day, with the supplier providing written explanation within five days.
