Project Work Item #1 MANDATORY: Cut, Skid and Deck Non-Sawtimber

Objective Implement the Wildcat Fuels Reduction and Vegetation Management Project by cutting and removing non-sawtimber size trees from Wimpcat Stewardship Payment Units, listed below.

• Cut whole non-sawtimber (biomass) size trees (3.0” DBH to 9.9” DBH)

• Remove cut trees to designated landings.

• Deck cut trees and lopped tops of sawtimber size trees on designated landings.

I. Machine Cut Non-Sawtimber (Biomass) Trees

• Payment Unit 41 2.6 acres

TOTAL 413.8 acres

Within the listed Payment Units, as shown on Contract Area Map, all live, whole biomass size trees, with species preference for cutting being white fir/red fir, lodgepole pine, incense-cedar, Douglas-fir, ponderosa/Jeffrey pine, and sugar pine, that meet Utilization Standards and one or more of the following criteria, are designated for cutting.

• Biomass trees are those Combined Softwood species between 3”- 9.9” DBH and

Maximum stump height is 6 inches from uphill side of tree.

• The required spacing is a maximum average of 25 feet. The tree is within 15 feet of a live biomass size conifer or hardwood tree that has a larger stump diameter than it;

and the larger tree is not designated for cutting.

• Distances are measured horizontal, outside bark stump height to outside bark stump height. Stump diameter is measured outside bark at stump height in a horizontal plane and is the average of a measurement across the short axis through the true center of the stump and a second measurement at right angles to the short axis.

• All Hardwood trees shall be left as leave trees, unless marked with BLUE paint. Trees marked with WHITE paint (Payment Unit 49), shall be retained. No tree greater than or equal to 15 inches stump diameter shall be cut, unless marked with BLUE paint.

II. Machine Skid Non-Sawtimber (Biomass) Trees to Landings

Contractor and Forest Service shall agree to skid trail location under GT.4.2.2. Skid trails shall be no greater than 12 feet wide with a 100 foot spacing. Quantities of trees located in skid trails are not Included Timber under AT.2.

III. Machine Deck of Biomass Trees and Tops:

• 413.8 acres (410.8 acres mechanized cut and skid, 3.0 acres mechanized endline)

• Deck to a maximum of 15 feet tall with the width and length to be within the bounds of the established landing (see Specifications Pursuant to KT-GT.7# Slash Treatment) in Appendix B. If the landing will not facilitate the entire amount of biomass material, then the landing may need to be enlarged by agreement.

• Decked biomass trees can be purchased and removed by chipping as OPTIONAL Work Item #4, under KT-CT.1.1# Timber Subject to Agreement in Appendix B.

Unit Boundary Description – With ORANGE paint, at eye level, primarily on sawtimber size trees (10.0” DBH or greater): three horizontal stripes facing into the unit, and a vertical stripe on each side of the tree along the unit boundary, with a stump mark at the uphill side and downhill side of the tree. Unit boundary corners are designated by Yellow Placards with black print identifying each unit. Blue flagging, used in unit layout during contract preparation, are also indicators of the contractual boundary.

Maps:

Work Item Units are the same as Payment Units in the Contract Area Map (CAM).

Control of Operations:

Within a given Payment Unit/Work Item Unit, the Contractor has up to 30 days to complete the cutting, skidding and decking of biomass, after sawlogs are removed, pursuant to (KT-GT.3.1.5# Project Operations Schedule) in Appendix B.

Appendix A - Item #2: Hand Directional Fell and Machine Removal of Sawtimber and Non-Sawtimber Size Trees – Aspen Enhancement Payment Units 41, 49 and 76 Objective – from within the Equipment Exclusion Zone (EEZ) of: Unit 41 – 1.0 acre, Unit 49 – 1.2 acres, Unit 76 – 0.8 acre

• Hand directional fell sawtimber trees designated for cutting with GREEN tracer paint.

• Hand directional fell all standing non-sawtimber size trees.

• After endline, machine remove all felled and cut material to approved landings.

NOTE: A feller-buncher machine can be used to cut, suspend and remove sawtimber and non-sawtimber from within the EEZ to the extent of it’s reach from the designated EEZ boundary.

See each Unit for boundary designation.

Specifications:

UNIT 41 (1.0 acre) EEZ - Hand Directional Felling and Machine Remove by Endline.

Refer to Sketch at the end of the Contract.

• EEZ is designated by BLUE and WHITE striped flagging.

• Hand fell all sawtimber size trees (10.0” – 29.9” DBH) designated for harvest with

GREEN tracer paint and all standing non-sawtimber size trees (9.9” DBH to a minimum of 5 feet tall) inside the EEZ.

• Any non-sawtimber (biomass) size tree marked with GREEN tracer paint shall be cut

• Within the EEZ - directional felling will take place toward the outside of the EEZ away from all drainages, riparian areas, and aspen areas.

• Maximum stump height is 12” for sawtimber, and 6” for non-sawtimber, as measured from the uphill side of the stump for all hand felled and machine cut trees.

• Endline all hand-felled trees from within the EEZ for machine removal by skidding.

• Once endlined out of the EEZ, machine remove (skid) sawtimber and non-sawtimber to designated landings.

Specifications: (cont.)

UNIT 49 (1.2 acres) - Hand Directional Felling.

• EEZ is designated by BLUE and WHITE striped flagging.

• Hand fell all sawtimber size trees (10.0” – 29.9” DBH) designated for harvest with

GREEN tracer paint and all standing non-sawtimber size trees (9.9” DBH to a minimum of 5 feet tall) inside the EEZ.

• Within the EEZ - directional felling will take place toward the outside of the EEZ away from all drainages, riparian areas, and aspen areas.

• Maximum stump height is 12” for sawtimber, and 6” for non-sawtimber, as measured from the uphill side of the stump for all hand felled and machine cut trees.

• Any non-sawtimber (biomass) size tree marked with GREEN tracer paint shall be cut.

• Endline all hand-felled trees from within the EEZ for machine removal by skidding.

NOTE: The EEZ has a maximum width of 25 feet.

UNIT 76: (0.8 acre) – Sierra Nevada Yellow-Legged Frog (SNYLF) Buffer Zones: Hand Directional Felling and Machine Remove by Endline. Refer to the Sketch at the end of the Contract.

• Hand fell all sawtimber size trees (10.0” – 29.9” DBH) designated for harvest with GREEN tracer paint and all standing non-sawtimber size trees (9.9” DBH to a minimum of 5 feet tall)

• Directional felling will take place inside the SNYLF Buffer Zones, designated by BLUE flagging, and away from the SNYLF Protection Zone (designated by BLUE and WHITE striped flagging)

• Directional fell away, all drainages, riparian areas, and aspen areas.

• Maximum stump height is 12” for sawtimber and 6” for non-sawtimber, as measured from the uphill side of the stump.

• Any non-sawtimber (biomass) size tree marked with GREEN tracer paint shall be cut.

• Endline all hand-felled trees from within the EEZ for machine removal by skidding.

Payment Unit Boundary Description (Units 41, 49, 76)– With ORANGE paint, at eye level, primarily on sawtimber size trees (10.0” DBH or greater): three horizontal stripes facing into the unit, and a vertical stripe on each side of the tree along the unit boundary, with a stump mark at the uphill side and downhill side of the tree. Unit boundary corners are designated by Yellow Placards with black print identifying each unit. Blue flagging, used in unit layout during contract preparation, are also indicators of the contractual boundary.

Appendix A –Item #3, Road Obliteration with Contouring Specifications– FS 27N46B

Environmental Analysis, Appendix C, Best Management Practices – “ Stabilize, restore and vegetate unneeded roads to a more natural state as necessary to protect and enhance National Forest lands, resources and water quality”.

Objective

The objective is to decommission approximately 0.7 miles of the FS 27N46B road prism, using obliteration, concurrently performing the following, recommending utilizing a 40,000 pound Class Excavator. Refer to the Contract Area Map for location.

• Eliminate the travelway to include landings and turnouts.

• Shape cutbanks and pull fill to the natural slope.

• Removal of drainage structures and shaping the drainage.

• Return corridor to resource production.

Specifications

1. Eliminate the travelway by ripping the roadbed and any associated landings and turnouts with the excavator. Use excavator bucket rippers for ripping operations to at least an 18 inch depth to provide interlock for material from cutbank shaping and pulling the fill.

2. Shape cutbanks and pull fill to the natural slope.

• Shape the cutbanks by excavation to move the material down to the travelway.

• Pull the fill material to the travelway and shape to the natural slope.

• Strategically stage woody debris and slash to the side for use in returning the corridor to resource production.

3. Remove of drainage structures and shape the drainage to allow the free flow of water.

100% cover each side of the drainage with slash to 50 feet from the center of the drainage.

4. Return the road corridor to resource production by stabilizing the slope with at least a 90% coverage of slash and woody debris staged during the fill-pull and cutbank-shaping phase.

Wimpcat Stewardship: Appendix A - Item #6, OPTIONAL

CHIPPING AND HAUL OF NON-SAWTIMBER (BIOMASS) TREES AND TOPS

If the Contractor chooses to chip and haul biomass from the landings, under Appendix B, Special Provision KT-CT.1.1# TIMBER SUBJECT TO AGREEMENT, and chooses to accomplish this work concurrently with Work Item 1, Cut Skid and Deck of Non-Sawtimber, mandatory decking can be waived to what is convenient to the Contractor. Understand, the Contractor must have all biomass material (non-sawtimber and tops) processed and removed at or before termination of the contract, pursuant to Appendix B, Special Provision KT-GT.3.1.5# PROJECT OPERATIONS

SCHEDULE.

The appraised haul of chips is to Honey Lake Power at Wendel, CA. The estimated haul distance is 32 miles from Wimpcat Stewardship.

KT-CT.3.5.1# – DESIGNATION BY SPACING.(9/04) Within Payment Units 42, 43, portion of 49, 50, 52,53,67, 68 and 70, as shown on Contract Area Map, all live biomass size (3” dbh to 9.9” dbh with species preference for cutting being: white fir/red fir, lodgepole pine, incense-cedar, Douglas-fir, ponderosa/Jeffrey pine, and sugar/western white pine trees, except trees Marked with N/A paint or described to be left uncut, that meet Utilization Standards and one or more of the following criteria are designated for cutting.

(a) The required spacing is a maximum average of 25 feet. The tree is within 15 feet of a live biomass size conifer or hardwood tree that has a larger stump diameter than it; and the larger tree is not designated for cutting.

Distances are measured horizontal distance, outside bark stump height to outside bark stump height. Stump diameter is measured outside bark at stump height in a horizontal plane and is the average of a measurement across the short axis through the true center of the stump and a second measurement at right angles to the short axis.

All hardwood trees shall be left as leave trees, unless Marked with N/A paint. No tree greater than or equal to 15 inches stump diameter shall be cut, unless Marked with blue paint. Cutting unit boundaries and other trees that shall be left uncut are Marked with ORANGE and/or WHITE paint.

Contractor and Forest Service shall agree to skid trail location under GT.4.2.2. Skid trails shall be no greater than 12 feet wide with a 100 foot spacing. Quantities of trees located in skid trails are not Included Timber under AT.2.
