Amendment 2 is to provide responses to questions asked at Site Visit. Changes were made to Item 6. Optional Item shedule of Items unit of measure for Biomass. Plese use this shedule of Items when responding with Proposal.

General Questions/Clarifications
1. Question. What Service Items will be paid cash versus what work items will earn stewardship credits? It is our thinking that for example, Mandatory Stewardship Item #1 Cut-Skid-Deck will be paid in the form of earned stewardship credits. On the other hand, Construction Item # 5 Specified Road Reconstruction we believe will be paid by cash.
Answer: Stewardship credits apply to service work. Construction will be paid by EFT once invoiced through IPP, accepted by COR, and approved by CO.
Appendix B Appendix B2.2 Optional Item #6 CHIP & REMOVE
1. Question. Alternate treatment. Will firewood segments (16” to undetermined lengths) or whole biomass sized logs be allowed for compensation under this work item instead of chipping and removing (producing a small wood chip). In other words, can other products (firewood) be hauled out other than small wood chips?
Answer: Yes, this would still qualify because processing of firewood still retains a cost value or treatment value. Additionally, the cost of removing firewood (hauling in dump trucks or flat beds) has comparable cost to chip van removal. The MHRD doesn’t care what form the product is removed in, as long as it is removed.
2. Question. Is a quote for this item an “All or None – across the board” or “Unit by Unit”.
A. “All or None – across the board” refers to all units must be treated (chip & remove) – no cherry picking of what units are to be treated.
Answer: No, this is not the intent.
B. “Unit by Unit” refers to Contractor having the ability to choose what units will be treated (chip & remove).
Answer: Yes, Unit by Unit. This is an Optional Item, and the intent is flexibility for the contractor to choose what units will best fit economically into their proposal.
3. Question. If “Unit by Unit” treatments are allowed, is this a bilateral agreement (C.O. & Contractor) or does the decision remain with the C.O. only?
Answer: Include in your proposal your intent. It is our goal to have all the biomass removed.
Anything less than that we will make a best value determination and select the proposal that provides the best value to the government.
4. Question by All Attending. Possibility of changing Unit of Measure from CCF to Green Ton? Presently, the contract solicits offers/bids in terms of CCF based on 2236 CCF.
Answer: Yes, see changed Schedule of items below. Please use this schedule and include with your proposal.
Appendix D Road Reconstruction Requirements
1. Question. Will C.O. hold the August 31st deadline for completing all road reconstruction?
Answer: Yes, this date should hold unless the project offer date is extended.

Wimpcat Stewardship: Appendix A - Work Item #4, OPTIONAL
CHIP AND HAUL OF NON-SAWTIMBER (BIOMASS) TREES AND TOPS
If the Contractor chooses to chip and haul biomass from the landings, under Appendix B, Special Provision KT-CT.1.1# TIMBER SUBJECT TO AGREEMENT, and chooses to accomplish this work concurrently with Work Item 1, Cut Skid and Deck of Non-Sawtimber, mandatory decking can be waived to what is convenient to the Contractor. Understand, the Contractor must have all biomass material (non-sawtimber and tops) processed and removed at or before termination of the contract, pursuant to Appendix B, Special Provision KT-GT.3.1.5# PROJECT OPERATIONS SCHEDULE. The appraised haul of chips is to Honey Lake Power at Wendel, CA. The estimated haul distance is 32 miles from the estimated center of Wimpcat Stewardship.
Specifications: KT-CT.3.5.1# – DESIGNATION BY SPACING (9/04). Within Payment Units 42, 43, 50, 52, 53, 67, 68 and 70, as shown on Contract Area Map (CAM), all live non-sawtimber (biomass) size (3.0” to 9.9” DBH) with species preference for cutting being: white fir/red fir, lodgepole pine, incense-cedar, Douglas-fir, ponderosa/Jeffrey pine, and sugar/western white pine trees, except trees Marked with N/A paint or described to be left uncut, that meet Utilization Standards and one or more of the following criteria are designated for cutting.
• The required spacing is a maximum average of 25 feet. The tree is within 15 feet of a live biomass size conifer or hardwood tree that has a larger stump diameter than it; and the larger tree is not designated for cutting.
• Distances are measured horizontal distance, outside bark stump height to outside bark stump height.
Stump diameter is measured outside bark at stump height in a horizontal plane and is the average of a measurement across the short axis through the true center of the stump and a second measurement at right angles to the short axis.
• All hardwood trees shall be left as leave trees, unless Marked with BLUE paint. No tree greater than or equal to 15 inches stump diameter shall be cut, unless Marked with BLUE paint. Cutting unit boundary trees, marked with ORANGE paint shall be left uncut. Other trees that shall be left uncut are marked with WHITE paint.
• Contractor and Forest Service shall agree to skid trail location under GT.4.2.2. Skid trails shall be no greater than 12 feet wide with a 100 foot spacing. Quantities of trees located in skid trails are not Included Timber under AT.2.
