SECTION 01 00 40
PROJECT COORDINATION
PART 1 - GENERAL
1.1 SCOPE
A. This Section specifies administrative and supervisory requirements necessary for
Project coordination including, but not necessarily limited to:
1. Coordination.
2. Contractor's personnel.
3. General installation provisions.
4. Cleaning and protection.
1.2 COORDINATION
A. Coordination: Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the Work.
Coordinate construction operations included under different Sections of the Specifications that are dependent upon each other for proper installation, connection, and operation.
1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required to obtain the best results.
2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.
B. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials.

PART 3 - EXECUTION
3.1 GENERAL INSTALLATION PROVISIONS
A. Inspection of Conditions: Require the Installer of each major component to inspect both the substrate and conditions under which Work is to be performed. Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner.
B. Manufacturer's Instructions: Comply with manufacturer's installation instructions and recommendations, to the extent that those instructions and recommendations are more explicit or stringent than requirements contained in Contract Documents.
C. Inspect materials or equipment immediately upon delivery and again prior to installation. Reject damaged and defective items.
D. Provide attachment and connection devices and methods necessary for securing
Work. Secure Work true to line and level. Allow for expansion and building movement.
E. Visual Effects: Provide uniform joint widths in exposed Work. Arrange joints in exposed Work to obtain the best visual effect. Refer questionable choices to the Contracting Officer for final decision.
F. Recheck measurements and dimensions, before starting each installation.
G. Install each component during weather conditions and Project status that will ensure the best possible results. Isolate each part of the completed construction from incompatible material as necessary to prevent deterioration.
H. Coordinate temporary enclosures with required inspections and tests, to minimize the necessity of uncovering completed construction for that purpose.
I. Mounting Heights: Where mounting heights are not indicated, install individual components at standard mounting heights recognized within the industry for the particular application indicated. Refer questionable mounting height decisions to the Contracting Officer for final decision.
3.2 CLEANING AND PROTECTION
A. During handling and installation, clean and protect construction in progress and adjoining materials in place. Apply protective covering where required to ensure protection from damage or deterioration.

B. Clean and maintain completed construction as frequently as necessary through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.

SECTION 01 11 00
SUMMARY OF WORK
PART 1 – GENERAL
1.01 Scope: This contract consists of the supply and installation of two precast 2-unit concrete vault toilet at Summit and Miller Canyon OHV Staging Areas. Work shall include excavation, backfill, and placement of the precast concrete vault toilets. Contract work also includes the installation of trash receptacles, picnic tables and boulders as illustrated on the Contract Drawings.
The Contractor shall provide all labor, materials, and equipment to complete the contract as shown on the drawings and included in the specifications. The contractor is responsible for securing all permits, fees and requirements from state and local county offices that regulate ground disturbing activities and sanitation. All excavations done for this project will comply with all applicable OSHA Standards and will be the responsibility of the contractor to follow these standards.
1.02 Location of the Work: Work areas are located in San Bernardino County, California in the San
Bernardino National Forest. The Summit OHV Staging Area is located at Cleghorn Rd, Hesperia, CA 92345 and Miller Canyon OHV Staging Area is located at Miller Rd, Hesperia, CA 92345.
1.03 Description of the Work: The principal features of work to be performed under these specifications include, but are not limited to the following:
Summit OHV Staging Area Supply and install a precast 2-unit concrete vault toilet.
Supply and install boulders to delineate picnic and restroom area as shown on the Contract
Drawings.
Supply and install three smooth top concrete picnic tables.
Supply and install one 2-unit bear proof trash receptacle. Work is also to include the construction of concrete pad for the bear proof trash receptacle.
Miller Canyon Staging Area Supply and install a precast 2-unit concrete vault toilet.
Installation of entrance sign which will be furnished by the Government.
Relocation of existing kiosk from the user created staging area to the new OHV staging area.
Work is also to include the construction of footings for kiosk installation purposes.
Supply and install two 2-unit bear proof trash receptacle. Work is also to include the construction of a concrete pad for the bear proof trash receptacle.
Generally, the work includes, but is not limited to, the excavation, backfill, and placement of precast concrete toilets. Once placed, the contractor shall spread any excess excavated material around the structure to a final grade that is flushed with the top slab of the concrete toilet.

1.04 Disposal: All waste, scrap, debris, and materials not utilized in the work shall become the property of the Contractor and shall be removed from Government land and disposed of in accordance with all Federal, State and local laws and regulations.
1.05 Existing Utilities and Facilities: The Contractor shall be responsible for location of any and all buried utilities. The Contractor shall exercise caution when excavating in areas where buried utilities are anticipated. Government furnished drawings are schematic in nature and do not indicate exact location for existing utilities. Existing utilities and facilities not specified for removal or abandonment which are damaged by the Contractor during construction activities, shall be repaired at the Contractor's expense.
PART 2 - PRODUCTS
2.01 Prefabricated Concrete Vault Toilet: The Government understands that there are several firms who design and build various types of vault restroom buildings in varying quality and architectural styles, using similar or different construction methods and materials. For the purpose of this contract, the contractor shall furnish a prefabricated concrete toilet that meet the following design specifications:

2.02 Bear Proof Trash Receptacles: For the purpose of this contract, the contractor shall furnish a prefabricated concrete toilet that meet the following design specifications:
A. ADA Compliant and Universally Accessible.
B. 140 gallon capacity trash enclosure with rear unloading door with swing out bag rack.
C. Rodent resistant, large and small.
2.03 Acceptable Manufacturers:

D. Approved Equals: The Contracting Officer shall determine all approved equals. In order to be considered an approved equal the following criteria must be met:
1. Manufacturers Literature: Submit complete manufacturer’s literature and technical data.
2. Certification: Submit, via transmittal, properly identified with project name, location and date, certification of manufacturers compliance with the requirements specified herein signed and sealed by a Professional Engineer registered in the State of California.
3. Submit a complete set of construction drawings signed and sealed by a Professional Engineer registered in the State of California. Drawings must include an engineered footing detail.
4. Submit (2) copies showing that the manufacture supplying the requested precast concrete vault facility meets the following criterias:
a. Manufacturer must be ISO 9001 certified at the time of bid.
b. Manufacturing plant must be PCI certified at the time of bid.
c. Manufacturer must not have defaulted on any contract within the last five years.
d. Manufacturer must provide stamped, engineered drawings prior to acceptance.
e. Manufacturer must be pre-approved two-weeks prior to bidding.
f. Manufacturer must show four examples of Sweet Smelling Technology designed precast concrete vault toilet facilities produced, installed, and in use as an example of their ability to perform on this contract.
g. Manufacture shall provide a 20 year warranty.
h. The Manufacturer must have a VALID Manufacturers License through the
California Department of Housing and Community Development to bid. The customer will accept nothing less as they want to make sure that the building

Note: Materials must meet specifications and will be approved by the USFS.
5. Provide (3) three locations and contacts of similar buildings of this nature, built within the last six months.
6. All equals must be approved (10) ten days before the bid date.
All approved equals shall be notified with written statements of their approval.
Manufacturers shall not bid this project without this written notification.

METHOD OF MEASUREMENT
1.01 SCOPE
This section defines the terms associated with the method of measurement for determining final payment under the terms of the contract.
1.02 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work specified in this section.

3.01 METHODS OF MEASUREMENT
One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
A. Contract Quantities (CQ)
These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey

B. Staked Quantities (SQ)
These quantities are determined from staked measurements prior to construction.
C. Actual Quantities (AQ)
These quantities are determined from the measurements of the completed work.
D.Vehicle Quantities (VQ).
These quanities are measured in the hauling vehicles.
E. Each Quantities (EA)
These quanities are determined from the measurements of one unit price for material as required by or described in the contract.
F. Lump Sum Quantities (LSQ)
These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

DEFINITIONS AND REFERENCE STANDARDS
1.1 SUMMARY
A. This section supplements the definitions contained in the General Conditions.
B. Other definitions are included in individual specification sections.
1.2 DEFINITIONS
A. Approved: When used in conjunction with COR’s action on Contractor’s submittals, applications, and requests, is limited to COR’s duties and responsibilities as stated in Conditions of Contract.
B. Building and Regulatory Codes: See Prospectus.
C. Contracting Officer (CO) and Contracting Officers Representative (COR):
Representative of the Government or their designee.
D. Coordinate: The term “coordinate” means satisfactorily combine the work of all trades for a complete and operating installation.
E. Directed: Terms such as “directed,” “requested,” “authorized,” “selected,” approved,”
“required,” and “permitted” mean directed by CO, and/or requested by CO.
F. Concealed, Exterior Installations: Concealed from view and protected from weather conditions and physical contact by building occupants, but subject to outdoor ambient temperatures. Examples include installations within unheated shelters.
G. Concealed, Interior Installations: Concealed from view and protected from physical contact by building occupants. Examples include above ceilings and in duct shafts.
H Exposed, Interior Installations: Exposed to view indoors. Examples include finished occupied spaces and mechanical equipment rooms.
I. Exposed, Exterior Installations: Exposed to view outdoors, or subject to outdoor ambient temperatures and weather conditions. Examples include rooftop locations.
J. Finished Spaces: Spaces other than mechanical and electrical equipment rooms, furred spaces, pipe and duct shafts, unheated spaces immediately below roof, January 2017 Page-12 spaces above ceilings, unexcavated spaces, crawl spaces, and tunnels.
K. Furnish: Means to supply and deliver to Project site, ready for unloading, unpacking, assembly, installation, and similar operations.

1. Refers to graphic representations, notes, or schedules in Drawings; or to other paragraphs or schedules in Specifications and similar requirements in Contract Documents.
2. Terms such as “shown,” “noted,” “scheduled,” and “specified” are used to help user locate reference. Location is not limited.
M. Install: Describes operations at Project site including actual unloading, temporary storage, unpacking, assembling, erecting, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations.
N. Installer:
1. Contractor or another entity engaged by Contractor, either as an employee, subcontractor, or contractor of lower tier, to perform a particular construction activity, including installation, erection, application, or similar operations.
2. Installers are required to be experienced in operations they are engaged to perform.
3. Term “experienced” when used with term “installer” means having successfully completed a minimum of five previous projects similar in size and scope to this Project; being familiar with special requirements indicated; and having complied with requirements of authorities having jurisdiction.
O. Government: Means owner of project or his agent when applicable.
P. Product: Material, machinery, components, equipment, fixtures, and systems forming the work result. Not materials or equipment used for preparation, fabrication, conveying, or erection and not incorporated into the work result. Products may be new, never before used, or re-used materials or equipment.
Q. Project Manual: The book-sized volume that includes the procurement requirements
(if any), the contracting requirements, and the specifications.
R. Provide: Means to furnish and install, complete and ready for intended use.
S. Regulations: Includes laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, as well as rules, conventions, and agreements within construction industry that control performance of Work.
T. Specification Language: Imperative language is used, generally, throughout the
Specifications. Requirements expressed imperatively are to be performed by the Contractor. For clarity at certain locations, contrasting subjective language is used to describe responsibilities which must be performed by the Contractor or, when so noted, will be performed by others.

U. Testing Agencies: Independent entities engaged to perform specific inspections or tests, either at Project site or elsewhere, and to report on and, if required, to interpret results of those inspections or tests.
V. Work: Anything that the Project will call for including materials, workmanship, and installation.
1.3 SPECIFICATION FORMAT AND CONTENT EXPLANATION (MF04)
A. Divisions in Project Manual conform CSI MasterFormat 2004 and roughly to customary trade Work Results.
B. Project Manual is done for convenience and shall not relieve Contractor of responsibility of furnishing every item indicated or specified whether segregated or not.
C. No responsibility will be assumed by Government for omission or duplications by
Contractor in completion of contract due to arrangement of material in Project Manual.
D. Specification Content:
1. Abbreviated Language:
a. Language used in Specifications and other Contract Documents is abbreviated.
b. Words and meanings shall be interpreted as appropriate.
c. Words implied, but not stated, shall be interpolated as sense requires.
d. Singular words shall be interpreted as plural, and plural words as singular, where applicable as context indicates.
2. Imperative mood and streamlined language are generally used in
Specifications.
a. Requirements expressed in imperative mood are to be preformed by
Contractor.
b. Subjective language is used for clarity to describe responsibilities that must be fulfilled indirectly by Contractor, or by others when so noted.
c. Words “shall,” “shall be,” or “shall comply with,” depending on context, are implied where a colon (:) is used within a sentence or phrase .
E. ASTM Standards:
1. ASTM International (ASTM), originally known as the American Society for Testing and Materials, are referred to throughout the project specifications.

1.1 SCOPE: This work shall consist of providing quality control in conformance with the
Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specifications. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.
1.2 MEASUREMENT AND PAYMENT: No payment under this section.
Payment will be prorated on the percentage of work accomplished on the related pay item that meets specifications.
PART 2 - PRODUCTS (Not Applicable)
3.1 QUALITY CONTROL SYSTEM AND QUANTITY MEASUREMENT:
A. The Contractor shall provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements. The Contractor shall perform, or cause to be performed, the sampling, inspection, and testing required substantiating that all supplies, services, and construction conform to the contract requirements.
B. The Contractor shall also perform, or cause to be performed, all measurement of quantities of materials incorporated into the work or work processes that are to be measured under the provisions of the contract.
C. Quality Control Plan - The Contractor shall submit in writing the following:
1. Authorities and responsibilities of inspection and testing personnel.
2. Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

D. Approval of Quality Control Plan - The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the Engineer for review prior to the Contractor commencing work. Within 5 days of receipt of plan, the Engineer shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the Engineer, in writing, any proposed changes in the approved quality control plan.
Proposed changes shall not be put into effect until approved in writing by the Engineer.
E. Sampling, Testing, Inspection, and Measurement of Quantities - The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite. Sampling and testing frequency for specific items shall be shown on the Drawings and Specifications
3.2 RECORDS OF INSPECTION, TESTS, AND MEASUREMENT:
A. Inspection and Tests - The Contractor shall maintain current records of all inspections and tests performed.
The following format or one containing the following information will be acceptable to the government:

The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.
B. As-built Drawings - The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted to the Engineer.
3.3 CERTIFICATIONS AND MEASUREMENTS:
A. Offsite Produced Materials - The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials
January 2017 Page-18 incorporated into the work meet the applicable requirements shown on the Drawings or stated in the specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.
B. Quantity Measurements - The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the Engineer will compute the quantities for the final payment based on measurements taken by the contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

1.4 DEFINITIONS
A. Products: Items purchased for incorporation in Work.
1. Term “product” includes terms “material,“ ”equipment,” “system,” and terms of similar intent.
2. “Named Products” are items identified by manufacturer’s product name, including make or model number or other designation, listed in manufacturer’s published product literature.
B. Materials: Products shaped, cut, worked, mixed, finished, refined or otherwise fabricated, processed, or installed to form a part of Work.
C. Equipment: Product with operational parts, whether motorized or manually operated, that requires service connections, such as wiring or piping.
1.5 SUBMITTALS
A. Proposed Products List: Submit list of major products proposed for use, with name of manufacturer, trade name, and model number of each product.

C. Shop Drawing Submittals: Prepared specifically for this Project; indicate utility and electrical characteristics, utility connection requirements, and location of utility outlets for service for functional equipment and appliances.
D. Sample Submittals: Illustrate functional and aesthetic characteristics of the product, with integral parts and attachment devices. Coordinate sample submittals for interfacing work.
1. For selection from standard finishes, submit samples of the full range of the manufacturer's standard colors, textures, and patterns.
1.6 QUALITY ASSURANCE
A. Source Limitations: Provide products of same kind from a single source to fullest extent possible.
B. Compatibility of Products: When given option of selecting products, Contractor is responsible for providing products and construction methods that are compatible with previously selected products and construction methods, or products specified to with those selected products to be compatible.
1.7 PRODUCT DELIVERY, STORAGE, AND HANDLING
A. Deliver, store, and handle products according to manufacturer’s recommendations.
B. Schedule delivery to minimize long-term storage at site.
C. Coordinate delivery with installation time to assure minimum holding time for items that are flammable, hazardous, easily damaged, or sensitive to deterioration, theft, or other losses.
D. Deliver products to site in an undamaged condition in manufacturer’s original sealed container or other packaging system, complete with labels and instructions for handling, storing, unpacking, protecting, and installing.
E. Inspect products upon delivery to ensure compliance with Contract Documents and to ensure that products are undamaged and properly protected.
F. Store products at site in a manner that will facilitate inspection and measurement of quantity or counting of units.
G. Store products subject to damage by weather above ground, under cover in a weather tight enclosure, and with ventilation adequate to prevent condensation. Maintain temperature and humidity within range required by manufacturer’s instructions.
PART 2 - PRODUCTS
2.1 NEW PRODUCTS
A. Product Substitutions: Where products or manufacturers are named and accompanied by term equal, approved, or approved equal, comply with Product Substitution Procedures to obtain approval of an unnamed product.
B. Specified Standards, Codes, and Regulations: Where compliance with an imposed code, standard, or regulation is specified, provide a product that complies with that code, standard, or regulation
C. Visual Matching: Where matching a sample, COR’s decision will be final on whether

D. Visual Selection: Where product requirements include phrase “. . as selected from manufacturer’s standard colors, patterns, textures, .. “ or a similar phrase, Design Team will select color, pattern, and texture from product line selected that complies with other specified requirements.
E. Do not use products having any of the following characteristics:
1. Made using or containing CFC's or HCFC's.
2. Made of wood from newly cut old growth timber.
F. Where all other criteria are met, Contractor shall give preference to products that:
1. Are extracted, harvested, and/or manufactured closer to the location of the project.
2. Have longer documented life span under normal use.
3. Result in less construction waste.
4. Are made of vegetable materials that are rapidly renewable.
G. Motors: Refer to Section 22 05 13, NEMA MG 1 Type. Specific motor type is specified in individual specification sections.
M. Wiring Terminations: Provide terminal lugs to match branch circuit conductor quantities, sizes, and materials indicated. Size terminal lugs to NFPA 70, include lugs for terminal box.
N. Cord and Plug: Provide minimum 6 foot cord and plug including grounding connector for connection to electric wiring system. Cord of longer length is specified in individual specification sections.
2.2 PRODUCT OPTIONS
A. Specified Standards, Codes, and Regulations: Where compliance with an imposed code, standard, or regulation is specified, provide a product that complies with that code, standard, or regulation.
B. Inappropriate Product Selections:
1. If Contractor believes specified product, method, or system is inappropriate for use, Contractor to notify CO before performing Work in question.
2. If notice of objection is not received prior to delivery to site, it will be assumed by the Government that Contractor agrees specified products, methods, and systems are appropriate for use in Project.
PART 3 - EXECUTION
3.1 INSTALLATION OF PRODUCTS
A. Comply with manufacturer’s instructions and recommendations for installation of products in applications indicated.
1. Anchor each product securely in place, accurately located and aligned with other Work.
2. Clean exposed surfaces and protect as necessary from damage and deterioration.
3.2 SUBSTITUTION PROCEDURES

A. Definitions
1. Substitutions: Contractor proposals for changes in products, materials, equipment, and methods of construction required by Contract Documents made after award of Contract are not to be considered to be requests for substitution unless the product is unavailable.
2. Following are not considered to be requests for substitution:
a. Revisions to Contract Documents requested by CO.
b. Specified options of products and construction methods included in
Contract Documents.
c. Contractor’s determination of and compliance with regulations and orders issued by governing authorities.
B. Contractor's Responsibilities
1. Contractor’s responsibilities for substitution requests made after award of
Contract are as follows:
a. Provide same guarantee for accepted substitutions as for products specified.
b. Make changes in, and coordinate, Work as may be required to incorporate and install accepted substitutions.
c. Waive claims for additional costs which subsequently become apparent which are related to substitutions.
D. All requests for substitutions shall be submitted 10 working days prior to submittals for the Response to Proposals. Comply with requirements specified in this section.
E. Document each request with complete data substantiating compliance of proposed substitution with Contract Documents.
F. Equality of different materials or products shall be determined by methods set forth in this Section.
1. No product or material shall be arbitrarily presumed to be "equal" without having first been so judged by appropriate procedures.
2. Provide comparison chart itemizing specified parts or components of specified and proposed substitutions.
3. Comparative analysis to be evaluated by CO approving substitution. CO will be judge of acceptability of any proposed substitution and decision is final.
4. A request for substitution constitutes a representation that the submitter:
a. Has investigated proposed product and determined that it meets or exceeds the quality level of the specified product.
b. Will provide the same warranty as for the specified product.
c. Will coordinate installation and make changes to other Work that may be required for the Work to be complete with no additional cost to the Government.
d. Waives claims for additional costs or time extension that may subsequently become apparent.
I. Substitutions will not be considered when they are indicated or implied on shop drawing or product data submittals, without separate written request, or when
January 2017 Page-23 acceptance will require revision to the Contract Documents. It is intended that substitutions are not permitted.
J. Substitution Submittal Procedure:
1. Submit three copies of request for substitution for consideration. Limit each request to one proposed substitution on CSI Substitution Request Form.
2. Submit shop drawings, product data, and certified test results attesting to the proposed product equivalence. Burden of proof is on proposer.
3. The CO will notify Contractor in writing of decision to accept or reject request.
4. CO will be sole judge of acceptability of any proposed substitution.
3.3 SUBSTITUTIONS REQUESTED AFTER AWARD OF CONTRACT
A. CO will receive and consider Contractor’s request for substitution after award of Contract when one or more of following conditions are satisfied, as determined by CO. If following conditions are not met, CO will return requests without action except to record noncompliance with these requirements.
1. Specified product cannot be provided within Contract time. CO will not consider request of products that cannot be provided as a result of failure to pursue product promptly or coordinate activities properly.
2. Specified product cannot receive necessary approval by a governing authority, and requested substitution can be approved.
3. Specified product cannot be coordinated with other materials and Contractor certifies that proposed substitution can be coordinated.
4. Specified product cannot provide required warranty and Contractor certifies that proposed substitution provides warranty.
5. Requested substitution offers Government a substantial advantage in cost, time, or other considerations.
C. Contractor’s submittal and CO’s acceptance of Shop Drawings, Product Data, or Samples for construction activities not complying with Contract Documents do not constitute an acceptable or valid request for substitution, nor do they constitute approval.
3.4 TRANSPORTATION AND HANDLING
A. Coordinate schedule of product delivery to designated prepared areas in order to minimize site storage time and potential damage to stored materials. Transport and handle products in accordance with manufacturer's instructions.
B. Designate receiving/storage areas for incoming products so that they are delivered according to installation schedule and placed convenient to work area in order to minimize waste due to excessive materials handling and misapplication.
C. Cover products subject to deterioration with impervious sheet covering. Provide ventilation to prevent condensation and degradation of products. Maintain temperature and humidity within range required by manufacturer's instructions.

1.3 SUBMITTALS

1.4 QUALIFICATIONS
A. For survey work, employ a land surveyor registered in the State of California and acceptable to CO. Submit evidence of Surveyor's Errors and Omissions insurance coverage in the form of an Insurance Certificate.
B. For field engineering, employ a professional engineer of the discipline required for specific service on Project, licensed in the State of California.
1.5 PROJECT CONDITIONS
A. Grade site to drain. Maintain excavations free of water. Provide, operate, and maintain pumping equipment.
B. Dust Control: Execute work by methods to minimize raising dust from construction operations. Provide positive means to prevent air-borne dust from dispersing into atmosphere.
C. Erosion and Sediment Control: Plan and execute work by methods to control surface drainage from cuts and fills, from borrow and waste disposal areas. Prevent erosion and sedimentation including temporary measures such as berms, dikes, and drains, to prevent water flow.
D. Noise Control: Provide methods, means, and facilities to minimize noise produced by construction operations during office hours, 7:00am-9:00 pm, Monday-Saturday.
E. Pollution Control: Provide methods, means, and facilities to prevent contamination of soil, water, and atmosphere from discharge of noxious, toxic substances, and pollutants produced by construction operations.
1.6 COORDINATION
A. Coordinate scheduling, submittals, and work of the various sections of the Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements, with provisions for accommodating items installed later. All defective work must be repaired and completed prior to final payment.
B. Notify affected utility companies and comply with their requirements.
C. Verify that utility requirements and characteristics of new operating equipment are compatible with building utilities. Coordinate work of various sections having interdependent responsibilities for installing, connecting to, and placing in service, such equipment.
D. Coordinate space requirements, supports, and installation of mechanical and electrical work. Follow routing shown for pipes, ducts, and conduit, as closely as practicable;
place runs parallel with lines of building. Utilize spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
E. In finished areas except as otherwise indicated, conceal pipes, ducts, and wiring within the construction. Coordinate locations of fixtures and outlets with finish elements.
F. After Government occupancy of premises, coordinate access to site for correction of

PART 2 - PRODUCTS - NOT USED
PART 3 - EXECUTION
3.1 EXAMINATION
A. Verify that existing site conditions and substrate surfaces are acceptable for subsequent work. Start of work means acceptance of existing conditions.
B. Verify that existing substrate is capable of structural support or attachment of new work being applied or attached.
C. Take field measurements before confirming product orders or beginning fabrication, to minimize waste due to over-ordering or misfabrication.
D. Verify that utility services are available, of the correct characteristics, and in the correct locations.
E. Prior to Cutting: Examine existing conditions prior to commencing work, including elements subject to damage or movement during cutting and patching. After uncovering existing work, assess conditions affecting performance of work.
Beginning of cutting or patching means acceptance of existing conditions.
3.2 PREPARATION
A. Clean substrate surfaces prior to applying next material or substance.
B. Apply manufacturer required or recommended substrate primer, sealer, or conditioner prior to applying any new material or substance in contact or bond.
3.3 GENERAL INSTALLATION REQUIREMENTS
A. Install products as specified in individual sections, in accordance with manufacturer's instructions and recommendations, and so as to avoid waste due to necessity for replacement.
