SECTION 01 11 00 - SUMMARY OF WORK
PART 1 - GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Project consists of the installation of exterior lighting systems at the following locations on the Cleveland National Forest.
1. Project sites consist of three separate locations including: Corona Ranger Station, Temescal Fire
Station and Pine Hills Fire Station.
2. Owner: Cleveland National Forest, 10845 Rancho Bernardo Road, Suite 200, San Diego, CA 92127.
B. This project will include, but is not limited to the following:
This work includes furnishing all labor, equipment and materials necessary to install solar powered lighting pole systems at three administrative sites on the Cleveland Forest. The lighting pole system includes LED light, solar controller, battery and battery box, solar panel, mounting arm, direct burial pole and all standard mounting hardware, brackets and wiring harnesses. Two Lighting system are to be installed at locations SHOWN ON THE DRAWINGS in accordance with manufacturers recommendations and Federal, State and local codes and ordinances.
1.2 CONTRACT TIME
All work shall be substantially complete and ready for use within 70 Calendar Days following the Notice
To Proceed.
1.3 USE OF PREMISES
A. The Forest Service will make available to the Contractor, at no expense, reasonable limited use of water for Contractors use on this project. The water supply is not guaranteed to the Contractor in that should there be an unforeseen interruption of water by the government, the Contractor is to import their own water supply at their own expense. The Forest Service will make available to the Contractor, at no expense, limited use of electrical at sites for use on the project. Electrical will not be shut off unnecessarily and will not be shut off without at least 24 hours notice and the approval of the COR.
Sanitary facilities will be available for the Contractor’s use at the sites with public restrooms open and available. No telephone facilities will be available for the Contractor’s use. Any delay in the contractor’s operation resulting from the interruption of these utilities, for any reason, shall not result in an expense to the Government.
B. The Contractor shall cleanup the work site each day and leave the area clean and free of debris and trash.
C. Since the project sites are all administrative sites supporting emergency response personnel and equipment, the Contractor shall not interfere with emergency traffic at any of the fire facilities.
1.4 CONTRACTOR’S SCHEDULE

A. The contractor shall provide the Government with a complete work schedule at the project prework conference describing the different work activities and when they will be initiated and completed. The
Contractor will be expected to follow this schedule during the course of the contract or shall submit a revised schedule within 48 hours of any unforeseen delays or changes. Such schedule shall be in the form of a Critical Path Schedule and shall include the timing for each major phase of the work. The schedule shall include the sequencing of the various phases of the work and work specialties, and shall constitute a basis for the evaluation of time extensions in the negotiations for changes.
1.5 DAYS/HOURS OF OPERATION
A. The Contractor’s hours of operation shall be restricted to 8:00 am to 4:30 pm, Monday through Friday. In addition, the work shall be shut down during the following periods.
1. Work shall be shut down on Saturdays, Sundays, and all federally listed Holidays.
2. Contract time has been adjusted to reflect these periods of shutdown.
1.6 MEASUREMENT AND PAYMENT
A. Measurement: Measurement shall be for each functioning lighting system fabricated, furnished, delivered and installed to each site listed below complete with all components and accessories necessary for a full working installation. Each lighting system will be paid for at the unit price listed in the Schedule of Items.
B. Payment: Payment for the quantity or unit, as measured above, will be at the contract unit price as shown on the Schedule of Items. Payment will constitute full compensation for all labor, equipment, materials and incidentals necessary to complete the work described herein.
1.7 INSTALLATION SITES:
CORONA STATION
From San Diego, California, travel Interstate 15 North for ~ 84 miles to Magnolia Avenue exit. Then turn left and travel East for approximately 0.1 mile to El Sobrante Road, turn right on El Sobrante and travel approximately 1 mile to East 6th Street. Turn left on 6th street and travel west approximately 0.1 mile to the Corona Fire Station is on the

TEMESCAL STATION
From San Diego, California, travel approximately 65 miles on Interstate 15 North to Temescal Canyon Road exit.
Turn left and travel approximately 1.5 miles South to the Temescal Fire Station, on the East (left) side of the road.

PINE HILLS STATION
From San Diego, California, travel Interstate 8 East for ~ 35 miles to the State Highway 79/Japatul Valley Road exit.
Then travel North on Hwy 79 for approximately 12 miles to Engineers road. Turn left on Engineers road and travel west for approximately 6 miles to Boulder Creek Road. Then turn right on Boulder Creek Road and travel 0.08 mile to the Pine Hills Fire Station, on the left side of the road. Site address: 16300 Boulder Creek Road, Julian, California

1.8 AS-BUILT DRAWINGS
A. As-Built drawings shall be provided to the Contracting Officer at the completion of construction work, and before the final payment is made. As-Built’s shall show the actual location of the installed lighting system with respect to existing improvements on site and any relevant site information that was discovered during the project.
PART 2 – PRODUCTS
2.1 LIGHTING POLE SYSTEM: The solar powered lighting system shall be acquired through GSA and be similar to a Greenway Solar Trail Lighting System as manufactured by Sol ((772) 286-9461 GSA Part # PA-
123; System Part #: GY-3.6-BZ-125W-2-Edge20-5SH-57K-25-D2D), or approved equal.
A. LIGHT POLE - The Light pole shall be a commercial grade aluminum, round tapered, bronze powder coated pole capable of direct burial and embedment into concrete for installation. The finish shall have a 10 year warranty against damage and have a slim, low profile design to minimize wind loading. It shall have a luminaire arm that is a minimum of 26 inches long. The lighting system shall be equipped with all necessary mounting hardware. The pole and mounting hardware shall have a 20 year warranty.
B. LUMINAIRE – The luminaire shall have a cast aluminum sides with weathertight LED driver compartment and high performance aluminum heat sinks and interlocking mounting housing. There shall be a 10 year warranty on the luminaire. The luminaire shall be an LED 65,000 hour lamp, 5700 Kelvin bright white lamp color with a Type V lighting pattern at 25 Watts with a cut off lens. The luminaire shall be capable of being mounted at 18 feet above grade on the luminaire arm/light pole. The fixture and the lamp shall have a 10 year warranty.
C. SOLAR SYSTEM – The solar system shall be a factory programmed solar system with an integrated solar charge controller and an LED driver. It shall have over voltage protection, LED short circuit protection, an internal photo voltaic disconnect, test button and diagnostic LEDs, a reverse battery polarity protection and self calibrating load, timing and charging circuitry. The solar panel shall be a high efficiency 125 Watt photo voltaic module with poly-crystalline silicone solar cells panel per pole system and be capable of being mounted at 45 degrees to pole system. It shall opearate such that the runtime for the lamp will be dusk to dawn automatically. The panel should be able to withstand high wind-pressure and snow loads and have an all aluminum anodized frame construction with high transparent low-iron, tempered glass. There shall be a five year warranty on the light controller system and a 20 year module output warranty.
D. BATTERY AND ENCLOSURE – The battery shall consist of two maintenance free, 100 percent recyclable, 100 amp-hour rated, sealed gelled sulphuric acid analytical grade electrolyte 12 volt cell batteries that are epoxy sealed per lighting system. The batteries shall be capable of providing 5 nights of battery back-up power and have a 5 year warranty. They shall be spill proof and leak proof and valve regulated to a miximum internal pressure of 2.5 psi. The lighting system shall be furnished with a locking, weather tight high mounted dual battery box made of a vented, powder coated, Grade “A” corrosion resistant aluminum.
2.2 LIGHT POLE FOOTING: Light pole footing shall be excavated to the size and dimensions to withstand overturning, wind and seismic loads. Following installation, the area surrounding the light pole shall be graded and leveled smooth.
2.3 CONCRETE WORK: Concrete shall be rated for a minimum of 4,000 psi, have necessary reinforcing steel to adequately support the pole, light, battery, electrical and components (lighting system) to withstand, seismic and wind loads. See manufacturers literature for wind load ratings. Lighting system shall be temporarily stabilized in place with bracing until concrete has reached full strength.

PART 3 – EXECUTION
3.1 REQUIREMENTS OF REGULATORY AGENCIES:
A. All work performed shall comply with Health, Safety and Fire Codes, OSHA regulations and/or applicable regulations established by Local, County and State codes and ordinances.
B. CODES AND STANDARDS
The following codes and standards shall apply to the work in this contract:

3.2 It is contractors responsibility to inspect the immediate area to investigate whether there are any utilities or obstructions that will interfere with new installation.
3.3 Excess materials and refuse materials, including recyclables, generated by the Contractor's demolition and construction operations shall be removed from the project site as it accumulates and disposed of off National
Forest Lands to an appropriate recycle facility or landfill. The Contractor shall keep all areas adjacent to, and leading to the site, clean and free of construction debris at all times. Site shall be restored to as near its natural condition as possible.
3.4 Salvageable items not intended for use in this contract and not specifically designated to remain the property of the Government shall become the property of the Contractor. Items not salvageable shall be disposed of according to article 3.1 above.
3.5 Burning is not permitted on Government Property. No welding operations shall proceed until an approved welding permit has been issued by qualified Forest Service fire personnel.

CNF WATER SYSTEM IMPROVEMENTS
MOBILIZATION 01 71 13-1
SECTION 01 71 13 - MOBILIZATION
PART 1 - GENERAL
1.1 SCOPE
A. This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.2 MEASUREMENT AND PAYMENT
A. The accepted quantities will be paid for at the contract unit price listed in the Schedule of Items.
B. Progress payments will be made as follows:
1. The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds. This payment shall not be in addition to the contract price and will be included in Item 01 71 13, Mobilization.
2. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
3. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
4. Upon completion of all work on the project, any unpaid amount for item 01 71 13, Mobilization, will be paid.
C. The total of all payments will not exceed the original contract amount for item 01 71 13, Mobilization.
