AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT - Attachment to SF 30 2 3

ISSUANCE DATE: 06/07/2010 PROJECT NAME: San Bernardino NF Water System Improvements

AMENDMENT NUMBER: 0003

List below (or on attached sheet, if necessary) each proposed modification identified by Item Number, location of station, etc., giving the reasons for the modifications.

SUMMARY OF CHANGES:

A. Reference SF 1442, page 1 of 45, block 13 a: Offers due date is hereby changed from 06/07/2010 at 2:00 pm to 06/15/2010 at 2:00 pm.

B. The purpose of this amendment is to provide the below Questions and Answers (Q&A).

Q1. What is the existing pipe material’s composition (i.e., PVC, ductile iron, cast iron, etc)?

A1. The type of material can be galvanize steel pipe, PVC, and transient pipe. Some of these water systems were constructed as far back as late early 70's and we do not have accurate as-builts for them.

Q2. Is the depth of the existing pipe sufficient?

A2. No in some instances the existing water line is too shallow. Again, we do not have as-builts.

Q3. Would HDPE with ductile iron fittings be an acceptable alternative to PVC?

A3. Once contract is awarded, the contractor can submit a proposal for alternate method, with documentation showing benefits to the Government for review and approval.

Q4. Would a trenchless process be considered if it reduces the possibility of harm to the environmentally sensitive area?

A4. Because the depth of the existing water line may not be adequate, the trenchless process may not be suitable in some cases. Once contract is awarded the contractor can submit proposal for this alternate method.

Q5. What is the quantity of crack repair and Spalding repair on each tank?

A5. The condition of the tanks vary from site to site. With exception of the tank at Hanna flats, most of the spalling and cracking is minor and it is hard to measure unless you visit each site.

Q6. What is the scope of work for decommissioning wells?

A6. Need to meet minimum Local County standards and requirements for decommissioning of wells.

Q7. What is the power demand and phasing requirements for replacement generator?

A7. Power demand is 21,550 W, phase is single phase, 120/240V.

Q8. Is the high performance coatings required to cover all interior surfaces of tanks or just to water line?

A8. The high performance coating shall cover all interior surfaces of tank.

Q9. Is there existing coatings within the tanks that are getting high performance coatings?

A9. No, the tanks currently do not have a coating or lining.

Q10. What are the dimensions for all tanks needing refurbishing and or coatings?
