TANK REPLACEMENTS – IAS REQ#369277

PRE‐BID MEETING – MARCH 17, 2010 – 10 AM – PALISADES ADMINSTRATIVE SITE

KEY INFORMATION AND QUESTIONS AND ANSWERS

Key Information

There is a discrepancy between the Statement of Work and the Specifications. The Statement of Work calls for a 35,000 gallon tank at Spencer/Ponderosa while the Specifications call for a 30,000 gallon tank. Clarification: The Spencer/Ponderosa Tank shall be 35,000 gallons.

The installation of the tank at Riggs Flat is contingent on a new well providing adequate water. If the well is not successful the new tank shall be installed at Lakeview Campground at Parker Canyon Lake near the Mexico border, southwest of Sierra Vista, AZ. Clarification: Installation of any tank at a different location may require an equitable adjustment by the Contracting Officer.

Main roads shall not be blocked during construction. Clarification: If it is necessary to block a main road the Contractor shall provide traffic control.

Questions and Answers

Q: Can the Forest Service provide a water sample for the water systems involved with the tank replacements?

A: A sample can be made available upon request for the Loma Linda system on the Catalina Mountains. Samples cannot be made available for the Riggs Lake and Pena Blanca Water Systems, as the water systems are not yet functional. The pH for the water in the Loma Linda System is approximately 6.7 and the water is very soft.

Q: How is the road to Pena Blanca Lake?

A: This paved State Highway is good and can be maneuvered by any vehicle.

Q: Where is the staging area for the project?

A: Approval is still being sought to use Palisades as a staging area for the Mount Lemmon tanks. If permission is not granted, the Sabino Warehouse in north Tucson should be used for bidding purposes. An approved location for a contractor camp trailer(s) is being sought as well.

Q: Is there ABC for roadwork included in the contract?

A: No. The Schedule of Items includes access road improvement as items #6 and #9 for Spencer Canyon, Rose Canyon, and Riggs Flat Tanks but ABC is not included.

Q: Is tree trimming or removal allowed?

A: Trimming may be allowed and needs to be approved the Contracting Officer’s Representative. Tree removal should be may be considered by the Forest Service on a site‐ by‐site basis but no guarantee is given that any tree may be removed. In fact the odds are low that tree removal will be allowed.

Q: Does the bid go the Jill Clayton or the Coronado National Forest?

A: To Jill Clayton per the instructions on fedbizopps.gov.

Q: When does construction season end?

A: When the work gets snowed out or March 1st, when Mexican Spotted Owl breeding season begins.

Q: Is there a restriction on working hours? Could weekends be worked?

A: 7 a.m. to 7 p.m. Monday‐Friday will be allowed. The Forest Service will discuss allowing weekend work on a site‐by‐site basis but no guarantee is given that any additional working hours may be allowed.

Q: Are ladders required in the tanks?

A: Ladders shall be per AWWA standards for Reservoirs and shall include a permanently attached ground‐accessible exterior ladder with padlockable approved anti‐climb‐device.

Q: Does the Forest Service want a submittal of the tank sizes?

A: All tank pads shall be 30’ in diameter. Standard tank diameters are 14‐17’, but larger‐ diameter sizes will be considered. Several limitations exist for tank sizes. Palisades Tank can be a maximum of 11’ tall to top‐of‐sidewall. Showers Point and Palisades Tanks are limited in that their existing footprints cannot be expanded to an area that is much bigger than the existing foot print. It is likely that bedrock will be encountered in the location of the tank pads.

Q: Which are the hardest tanks to access?

A: Access roads/trails to the Rose Canyon, Sollers, and Rigg’s Lake tank sites require 4‐ wheel‐drive, with some sections of the access roads at 20+% grades. Some roadwork, as detailed in the Statement of Work and Specifications, will likely be required at these locations to allow sufficient access for Contractor vehicles.
