1.1 - Description

This work shall consist of coordination with government agencies and the general public.

All permits necessary for construction and occupancy of the project shall be obtained by the contractor.

4.1 - Measurement

Work under this section will not be measured for payment, but is included in all other items in the contract.

4.2 - Payment

Separate payment will not be made.

SUMMARY OF WORK - 01010

1.1 - Location

The project includes the following site locations:

1. White Horse Lake Campground, on the Williams Ranger District of the Kaibab National Forest, Sections 7 and 18, Township 21 North, Range 3 East, Gila and Salt River Meridian, approximately 19 miles southeast of Williams, Arizona. Driving time from Williams, Arizona is approximately 30 minutes.

2. Kaibab Lake Campground, on the Williams Ranger District of the Kaibab

National Forest, Sections 14 and 15, Township 22 North, Range 2 East, Gila and Salt River Meridian, approximately 4 miles northeast of Williams, Arizona. Driving time from Williams, Arizona is approximately 10 minutes.

3. Ten-X Campground, on the Tusayan Ranger District of the Kaibab National

Forest, Sections 31 and 36, Township 30 North, Range 2 East, Gila and Salt River Meridian, approximately 2 miles south of Tusayan, Arizona. Driving time from Tusayan, Arizona is approximately 5 minutes.

1.2 - Site Work and Utilities

General:

1. All work shall be completed in accordance with project specifications and construction drawings. The work includes all labor, material, and equipment necessary to perform all the operations for the work specified.

Site work:

The project consists of the following:

1. At White Horse Lake Campground: demolition of three existing composting toilets, a fourth composting toilet will salvaged as a storage building but will have some minor interior demolition, installation of 3 single vault masonry CXT toilet buildings(furnished by the government) and 1 double vault masonry CXT toilet buildings (furnished by government), and construction of concrete sidewalk. All existing demolitions will require the contractor to first get the composting units pumped or bagged by a certified company. The contractor will be responsible for temporary toilets if construction takes place while the campground is open.

2. At Kaibab Lake Campground: installation of 1 double vault masonry CXT toilet building (furnished by the government), and construction of concrete sidewalk.

3. At Ten-X Campground: demolition of four existing vault toilets, installation of 1 single vault masonry CXT toilet building (furnished by the government) and two double vault masonry CXT toilet buildings (furnished by government), and construction of concrete sidewalk. All existing demolitions will require the contractor to first get the vault toilets pumped by a certified company. The contractor will be responsible for temporary toilets if construction takes place while the campground is open.

1.3 - Timing of Work

The site will be open to the public during construction. No motorized activities may occur before 7:00 a.m. or after 8 p.m. seven days per week

1.4 - Government-Furnished Facilities

1. The site is available to the Contractor for staging and storage during construction.

Any damage resulting from the Contractor's use of the site will be repaired or replaced at the Contractor’s expense at the direction of the Engineer.

2. Sanitary facilities for construction workers shall be furnished and maintained by the Contractor during the life of the contract.

3. All temporary services and use areas shall be completely removed and the areas restored upon completion of use.

4. Electricity is not available at the project site.

5. Water for construction purposes is not available at the site. Pumping, hauling and placing water shall be the Contractor's responsibility. The Contractor shall submit a water source for the Engineer’s approval. Water supply shall be incidental to other payments.

6. Potable water is not available on the project site.

7. Transportation to and from the work site for the Contractor's personnel and materials will be provided at the Contractor's expense.

1.5 - Material Sources

All materials shall be obtained from a commercial source unless noted otherwise.

1.7 - Subsurface Soils and Investigations

No auger boring tests were made in the area. Under supervision of the Engineer, the Contractor shall undertake any site investigations necessary to ascertain subsurface conditions. The contactor shall expect to encounter rock during excavation for the toilet vaults.

1.8 - Precautionary Measures

Protection of Work:

The Contractor shall take precautions to protect all work during the construction period and shall provide and maintain adequate protection during severe weather conditions to prevent damage to the work, materials and equipment.

Safety:

The Contractor is responsible for safeguarding employees, public, existing facilities, and forest resources from his operations. All operations shall be in compliance with the requirements and restrictions of OSHA, the Arizona Occupational Safety and Health Code, and the Workman’s Compensation Board.

The Contractor shall erect signs and chain-link fencing barricades as necessary to make unguarded operations safe. Signs and barricades shall be maintained at night and on weekends. Precautions such as lowering tractor blades and safely storing materials shall be practiced to prevent injury to others in the area.

Security:

No security shall be provided by the Government. The Contractor shall take all precautions deemed necessary to secure the worksite, improvements and equipment. This may include security fencing and/or a night watchman with mobile communication.

TEMPORARY SOIL EROSION AND WATER POLLUTION CONTROL - 01020

This work consists of temporary measures as specified herein or directed by the Engineer to control soil erosion and water pollution, through the use of berms, dikes, dams, sediment basins, silt fences, brush barriers, fiber mats, netting, mulches, grasses, slope drains, and other devices or methods.

The control provisions shall be coordinated with the permanent erosion control features in the contract to ensure economical, effective, and continuous protection throughout the construction period.

1.3 – Submittals

Erosion Control Plan

3.1 - Plan and Construction

The Contractor shall submit an Erosion Control Plan to the Engineer for approval prior to the beginning of any ground disturbing activities. The plan shall specify both temporary and permanent measures for erosion control, at specific locations, during specified stages of work. All permanent erosion control features shall be incorporated into the project at the earliest practicable time to minimize the need for temporary erosion control. Permanent erosion control features are SHOWN ON THE DRAWINGS. Clearing and grubbing shall be scheduled and performed so that grading operations and permanent erosion control measures can follow without interference.

The plan shall include drawings identifying the locations of erosion control measures as well as a narrative discussion. The plan should also identify the individual responsible for insuring the erosion control measures are implemented.

Elements that shall be considered in an Erosion Control Plan are:

1. Minimize the amount of clearing and grubbing and limit exposure of erodible area.

The Arizona Water Quality Control Council for Construction and Related Activities in Water recommends limiting exposure of erodible surface to 750,000 square feet at any one time.

2. Measures to minimize off-site runoff onto cleared areas. These could include berms, diversions or drains to convey off-site runoff around or through cleared areas.

3. Measures to prevent sediments from disturbed areas from reaching stream channels or water bodies. These could include hay or straw bale checks to act as erosion filters and barriers at the toe of fills and as erosion checks in ditches, pipe outlets, and drainage channels. Rock check dams may be used to trap sediments in ditches or drainages. Sediment basins may be constructed to capture on-site runoff to settle sediments before water is discharged to natural channels or water bodies.

4. Wash water from aggregate washing or other operations containing mud or silt shall be treated by filtration or retention in a settling pond, or ponds, adequate to prevent muddy water from entering stream channels or water bodies. The location of aggregate washing operations and filtration or retention facilities shall be identified on drawings submitted with the Erosion Control Plan.

5. A lined and bermed facility shall be maintained for fuel storage if the contractor elects to store fuel within the limits of the Kaibab National Forest. This facility shall be located above the limits of the 100 year floodplain of any drainage channel.

6. Oily or greasy substances originating from the contractors operations shall be removed from the National Forest lands and disposed in an approved site. Portland cement, fresh Portland cement concrete, and wash water from concreting operations shall not be disposed of except at sites approved by the Engineer.

7. Excavation and/or fill material shall not be placed in drainage channels at any time. Existing channel flows shall not be restricted at any time during construction except by structures specifically intended to trap or filter sediments or other pollutants. Material derived from roadway work shall not be deposited in stream

01020 - 10 channels. The Contractor shall not operate equipment in live streams except as approved by the Engineer. Construction equipment shall cross drainage channels only at crossings designated by the Engineer.

8. The Contractor shall operate and maintain all temporary pollution and erosion control features in a functional condition during the life of the contract. When depth of materials retained in these facilities reaches three-fourths capacity, the facilities shall be cleaned and restored to their original condition. Material cleaned from these facilities shall be disposed of at a site approved by the Engineer or incorporated into the work where feasible.

9. Removal and disposal of all temporary erosion control devices shall be specified.

There will be no separate measurement of this item.

This work is incidental to other items in the contract and direct separate payment will not be made.

DIVISION 1 – GENERAL

NOXIOUS WEED CONTROL – 01030

This work consists of incorporating weed prevention and control within the project site. The Contractor shall prevent new weed infestations and the spread of existing weed infestations within the project site as specified herein and AS SHOWN ON

THE DRAWINGS.

3.1 - Equipment

The Contractor shall ensure all equipment brought onto the forest is thoroughly washed/cleaned in order to remove all soil, vegetative matter, and other debris prior to entering the forest. Particular attention shall be given to the under carriage and any other surface where soil containing weed seed and propagules may exist. All equipment shall be inspection by the Forest Service. Only construction and maintenance equipment, and the equipment necessary to transport said equipment, so cleaned and inspected by the Forest Service, shall be allowed to operate within the project area. All subsequent move-ins of equipment to the project area shall be treated in the same manner as the initial move-in. This requirement does not apply to service vehicles, water trucks, pickups, cars, and/or similar vehicles.

The Contractor shall employ cleaning methods, approved by the Forest Service, to ensure that construction and maintenance equipment is free of noxious weeds.

Equipment shall be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Equipment or component disassembly, or the need for specialized tools, are not required.

Unless otherwise agreed, the Contractor shall give the Forest Service at least 24 hours notice when equipment is ready for inspection. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning.

3.2 – General Project Work

The Contractor shall minimize soil surface disturbance wherever possible.

All fill and surfacing material sources shall be approved by the Engineer prior to being transported to the project site. All sources shall be free of noxious weed contamination.

New infestations of noxious weeds of concern to Forest Service and identified by either Contractor or Forest Service, on the project site or on haul routes the Contractor plans to use, shall be promptly reported to the other party. Contractor and Forest Service shall agree on treatment methods to reduce or prevent the spread of noxious weeds when new infestations are found. A current list of noxious weeds of concern to Forest Service is available at each Forest Service office.

DIVISION 1 - GENERAL

DEFINITIONS - 01102

Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

Adjustment in Contract Price. "Adjustment in contract price" shall mean "equitable adjustment" as used in the Federal Acquisition Regulations.

Arch Pipe. A culvert section, usually formed of bolted structural plates, that is an arc of a circle (usually one-half or less); that is, a bottomless culvert.

Base Course. The layer or layers of specified or selected material of designed thickness placed on a subbase or subgrade to support a surface course.

Bearings. The portion of a beam, girder, or truss that transmits the bridge superstructure load to the substructure.

Berm. Curb or dike constructed to control runoff water or traffic flow.

Change. "Change" means "Change Order" as used in the Federal Acquisition Regulations.

Clearing Limits. The limits of clearing as designated on the ground or on the drawings.

Conduit. A natural or artificial channel for carrying fluids, as water pipes, canals, and aqueducts.

Construction Slash. All vegetative material not meeting utilization standards, such as tops and limbs, timber, brush, and grubbed stumps associated with construction or reconstruction of a facility.

Contractor. The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract and acting directly or through their agent, employees, or subcontractors.

Contracting Officer (CO). The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contractor Officer Representative (COR). The person designated by the CO in writing as the on site contract administrator whose duties and responsibilities are defined in a letter of designation (form FS-6300-6, or equivalent).

Controlled Felling. Directing the placement of trees in felling by wedges, jacks, cable tension, or distribution of holding wood or any combinations of these which will ensure that trees are dropped into previously cleared areas, or clear of any objects that are to remain.

Culvert. A conduit or passageway under a road, trail, or other obstruction. A culvert differs from a bridge in that it is usually constructed entirely below the elevation of the traveled way.

Cushion Material. Native or imported material generally placed over rocky sections of unsurfaced roads to provide a usable and maintainable traveled way.

Defect. A failure to meet a requirement with respect to a single quality characteristic.

Drawings. The documents, including plan and profile sheets, cross sections, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials showing details for construction of a facility.

Embankment. A structure of soil, aggregate, or rock material placed on the prepared ground surface and constructed to subgrade.

Engineer. The Contracting Officer's Representative (COR) responsible for onsite administration of the contract.

Equipment. All machinery and equipment, together with the necessary supplies for upkeep and maintenance, as well as tools and apparatus necessary for the proper construction and acceptable completion of the work.

Excess Excavation. Material from the excavation in excess of that needed for construction of designed roadways and facilities.

Forest Service. The United States of America, acting through the Forest Service, U.S.

Department of Agriculture.

Gauge. The term "gauge" when used in connection with the measurement of plates will mean the U.S. Standard Gauge, except when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term means the "gauge" or "thickness" specified in AASHTO M 36, M 167, M 196, and M 219, as applicable. When the term "gauge" refers to the measurement of wire, it will mean the wire gauge specified in AASHTO M 32.

Government Land. National Forest System lands, and other lands controlled or administered by the Forest Service or by other Federal agencies.

Inspector. The Government-authorized representative designated in writing by the CO or COR responsible for detailed inspection.

Job-Mix Formula. The percentage of each material in a mixture intended for a particular use.

Laboratory. A testing laboratory of the Government or any other testing laboratory approved by the Contracting Officer.

Materials. Any substance specified for use in the construction of the project and its appurtenances.

Maximum Density. The highest density that can be obtained under stated conditions.

Measurement. Determining and expressing the quantities of work or materials.

Multi-Beam Girder. A precast, prestressed concrete member where the concrete deck is precast as an integral part of the member.

Neat Line. A line defining the proposed or specified limits of an excavation or structure.

Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements of material to be used in the construction.

Nominal Maximum Particle Size. The largest sieve size listed in the applicable specification upon which any material is permitted to be retained.

Overbreak. Material beyond the neat line of an excavation that is removed in the process of excavation, usually by blasting.

Pavement Structure. Subbase, base, or surface course, or combination thereof, placed on a subgrade to support the traffic load and distribute it to the roadbed.

Pipe. A culvert that is circular (round) in cross-section.

Pipe-Arch. A pipe that has been factory-deformed from a circular shape such that the width (or span) is larger than the vertical dimension (or rise).

Profile Grade. The trace of a vertical plane, as shown on the drawings, intersecting the top surface at the centerline of the proposed facility construction.

Random Sampling. Sampling at times or locations determined in advance by the use of a table of random numbers.

Reasonably Close Conformity. Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.

Roadway. The portion of the road within the limits of excavation and embankment, including slope rounding.

Schedule of Items. A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.

Second Samples. A sample taken when the initial sample indicates that the material is defective.

Sidewalk. The portion of the roadway constructed primarily for pedestrian use.

Specifications. A description of the technical requirements for a material, product, or service that includes criteria for determination whether these requirements are met.

Standard Specifications. Specifications approved for general application and repetitive use.

Subbase. The layers of specified or selected material of designed thickness placed on a subgrade to support a base course.

Subgrade. The layers of roadbed that bring it up to the top surface, upon which subbase, base, or surface course is constructed. For roads without base course or surface course, that portion of roadbed prepared as the finished wearing surface.

Tackifier. Binder for vegetative mulch.

Target Value. The percentage of each material in a mixture intended for a particular use from which allowable variations are measured.

Unit of Measurement. The unit and fractions of units shown in the Schedule of Items.

Unsuitable Material. The material excavated during roadway construction that is not usable in embankment and must be disposed of or that can be used only in certain locations or for limited purposes.

MEASUREMENT AND PAYMENT - 01103

1.1 – Requirements:

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the

SCHEDULE OF ITEMS.

1.2 – Measurement Terms and Definitions:

Unless otherwise specified, the following terms are defined as follows:

Each. One entire unit. The quantity is the actual number of units completed and accepted.

Linear foot. As applicable, measure the work along its length from end-to-end; parallel to the base or foundation; along the top; along the front face; or along the invert. Do not measure overlaps.

Lump sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as "1." Estimated quantities of lump sum work shown in the contract are approximate.

Square yard. 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. No deductions from the area computation will be made for individual fixtures having area of 9 square feet or less.

Payment will be by units defined and determined according to U.S. Standard measure.

SUBMITTALS - 01300

1.1 - Requirements

It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow ten (10) days for processing of submittals by the Government.

Submittals may also be referred to as SHOP DRAWINGS.

1.2 - Manufacturer's Literature and Shop Drawings

Submit three (3) copies to the Engineer for approval on the items required herein.

Submittal specifications are to be submitted in the following format:

A. The specifications and salient qualities of the item specified in the contract.

B. The specifications and salient qualities of the submittal item.

C. A listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, and guarantee and warranty.

D. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government.

E. Shop drawings of submitted item(s) including wiring or layout diagrams.

If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed.

If the specified item is to be handicapped accessible the submittal item needs to show handicapped access on submitted drawings, not just state it is available as handicapped accessible.

Submittals will be waived if Contractor furnishes exact item used for design when manufacturer's model, size, etc. are shown in the contract.

Submittals are required per the following sections:

QUALITY CONTROL AND QUANTITY MEASUREMENT - 01410

This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specification. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

1.3 - Submittals

Submittals under this section shall be furnished to the Engineer. Submittals include, but are not limited to the following:

3.1 - Contractor's Representative

Submit a letter to the Contracting Officer stating the name of the on-the-job superintendent or representative for the Contractor and the duties and authorities of the representative during work under this contract.

3.2 - Project Schedule

Submit a project schedule stating information such as proposed dates of completion of various elements of construction.

3.3 - Quality Control Plan

The Quality Control Plan shall consist of the following:

(1) Authorities and responsibilities of inspection and testing personnel.

(2) Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the Engineer for review prior to the Contractor commencing work.

Within 10 days of receipt of the plan, the Engineer shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the Engineer, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the Engineer.

All work shall comply with local applicable codes and codes referenced in individual sections of the technical specifications.

3.4 - Sampling, Testing, Inspection, and Measurement of Quantities

The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite. Sampling and testing frequency for specific items shall be specified in the related section.

The Contractor shall maintain current records of all inspections and tests performed. The following information will be acceptable to the Government:

The Contractor shall engage inspection and testing agencies which are prequalified as complying with the recommendations of "Independent Laboratory Qualification" by the American Council of Independent Laboratories, and which specialize in the types of inspections and tests to be performed.

The Contractor shall protect construction exposed by or for quality control service activities and protect repaired construction. Upon completion of inspection and testing repair damaged construction and restore substrates and finishes to eliminate deficiencies.

The Contractor is responsible for repair and protection of inspected work, whether inspection is performed by the Contractor or by the Government.

The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.

3.5 - As-Built Drawings

The Contractor shall maintain a set of the contract drawings depicting as-built conditions.

These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings.

Upon completion of the contract work, as built drawings shall be submitted to the Contracting Officer (CO) or Contracting Officer Representative (COR).

3.6 - Certificates and Measurements

Certification:

The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications.

Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor. Earth, aggregate, and concrete material shall be certified and accurately completed indicating weights, volumes, and batch times where appropriate.

Measurements:

The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the Engineer will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

The following format or one containing the following information will be acceptable to the Government:

3.7 - Aggregate Materials

When the material sources are not designated as Government-furnished or the Contractor elects not to use designated sources, the Contractor shall be responsible for furnishing materials that produce an end product equivalent in performance to that originally designated and that meets contract specifications.

There will be no separate measurement for this section.

This work is incidental to other items in the contract and direct separate item payment will not be made.

STORAGE AND PROTECTION – 01620

This section of work covers storage and protection procedures for the products scheduled for use.

01300 - Submittals

3.1 – Manufacturer’s Recommendations

Except as otherwise approved by the Engineer, determine and comply with manufacturer’s instructions on product handling, storage and protection.

3.2 - Packing

Deliver products to the job site in the manufacturer’s original container, with the labels intact and legible.

1. Maintain packaged materials with seals unbroken and labels intact until time of use.

2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified requirements at no additional cost to the Forest Service.

The Engineer may reject as non-complying such material and products that do not bear identification satisfactory to the Forest Service as to the manufacturer, grade, quality and other pertinent information.

All product literature, warranties and operating instructions must be intact and placed in a binder and transmitted to the Forest Service.

3.3 – Protection

Protect finished surfaces, including jambs and soffits of openings used as passageways, through which equipment and materials are handled.

Provide protection for finished floor surfaces in traffic areas prior to allowing equipment and materials to be moved over such surfaces.

Maintain finished surfaces clean, unmarred and suitably protected until accepted by the Forest Service.

3.4 – Repairs and Replacements

In event of damage, promptly make replacements and repairs to the approval of the Forest Service and at no additional cost to the Forest Service.

CLEANING – 01710

Throughout the construction period, maintain the construction site and facilities in an orderly and clean manner as described in this Section.

2.1 – Cleaning Materials and Equipment

Provide required personnel, equipment and materials as needed to maintain the specified standard.

2.2 – Compatibility

Use only the cleaning materials and equipment, which are compatible with the surface being cleaned, as recommended by the manufacturer of the cleaning material.

3.1 – Progress Cleaning

Retain stored items in an orderly arrangement allowing maximum access, not impeding traffic or drainage, and providing required protection of materials.

Do not allow accumulation of scrap, debris, waste material and other items not required for construction of this work.

At least twice each month, and more often if necessary, completely remove all scrap, debris and waste material from the job site.

Provide adequate storage for all items awaiting removal from the job site, observing requirements for fire protection and protection of the ecology.

3.2 – Site

Daily, and more often if necessary, inspect the site and pick up all scrap, debris and waste material. Remove such items to the place designated for their storage.

Maintain the site in a neat and orderly condition at all times.

Clean mud and debris from roadways or highways adjacent to the project site daily.

3.3 – Structure

At least weekly inspect the structures and pick up all scrap, debris and waste material and remove them to the place designated for their storage.

At least weekly sweep interior spaces clean. “Clean” for the purpose of this paragraph shall be interpreted a meaning free from material capable of being removed by reasonable effort with a handheld broom.

3.4 – Final Cleaning

"Clean" for the purpose of this Article shall be interpreted as meaning the level of cleanliness generally provided by skilled cleaners using commercial quality building maintenance equipment and materials.

Prior to completion of the work, remove from the job site all tools, surplus materials, equipment, scrap, debris and waste.

Structures:

1. Exterior:

a. Visually inspect exterior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.

b. Remove all traces of splashed materials from adjacent surfaces.

c. In the event of stubborn stains not removable with water, the

Forest Service may require light sandblasting or other cleaning at no additional cost to the Forest Service.

2. Interior:

a. Visually inspect interior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.

b. Remove all traces of splashed material from adjacent surfaces.

c. Remove paint drippings, spots, stains and dirt from finished surfaces.

3. Skylights: Clean inside and outside.

4. Polished surfaces: To surfaces requiring routine application of buffed polish, apply the polish recommended by the manufacturer of the material being polished.

Final cleaning of the project site shall be approved by the Forest Service prior to final acceptance of the work.

DIVISION 1 - GENERAL REQUIREMENTS

OPERATING AND MAINTENANCE DATA - 01730

1.1 - Requirements Included

Compile product data and related information appropriate for Government's maintenance and operation of products furnished under the contract.

Prepare operating and maintenance data as specified in this specification and as referenced in other pertinent specifications.

Instruct Government's personnel in maintenance of products and in operation of equipment and systems.

01300 - Submittals

1.3 - Quality Assurance

Preparation of data shall be done by personnel:

a.) Trained and experienced in maintenance and operation of described products.

b.) Familiar with requirements of this Specification.

c.) Skilled as technical writer to the extent required to communicate essential data.

d.) Skilled as a draftsman competent to prepare required drawings.

1.4 - Form of Submittals

Prepare data in form of an instructional manual for use by Government's personnel.

a.) Format:

Size: 8-1/2" x 11".

Paper: Manufacturer's original printed data, or neatly typewritten - no fax paper or copies thereof.

b.) Drawings:

1. Provide reinforced punched binder tab, bind in with text.

2. Fold larger drawings to size of text pages.

c.) Operating Equipment:

1. Provide flyleaf for each separate product, or each piece of operating equipment.

2. Provide indexed tabs.

3. Provide typed description of product and major component parts of equipment.

d.) Cover:

Identify each volume with typed or printed title "OPERATING AND

MAINTENANCE INSTRUCTIONS".

List: 1.) Title of Project.

2.) Identity of separate structure as applicable.

3.) Identity of general subject matter covered in the manual.

e.) Binders:

Commercial quality, three-ring binders with durable and cleanable plastic covers.

Maximum ring size: 1".

When multiple binders are used, correlate the data into related, consistent groupings.

1.5 - Content of Manual(s) a.) Neatly typewritten table of contents for each volume, arranged in systematic order.

b.) Contractor, name of responsible principal, address and telephone number.

c.) List of each product required to be included, indexed to content of the volume.

List, with each product, name, address and telephone number of:

Subcontractor or installer.

Maintenance Contractor, as appropriate.

Identify area of responsibility of each.

Local source of supply for parts and replacement.

Identify each product by name and other identifying symbols as set forth in Contract Documents.

Product Data: Include only those sheets which are pertinent to the specific product. Annotate each sheet to:

Clearly identify specific product or part installed.

Clearly identify data applicable to installation.

Delete references to inapplicable information.

Drawings: Coordinate drawings with information in Project Record Documents to assure correct illustration of completed installation. Do not use project record documents or maintenance drawings. Supplement product data with drawings as necessary to clearly illustrate:

Relations of component parts of equipment and systems.

Control and flow diagrams.

Written Text: As required to supplement product data for the particular installation:

Organize in consistent format under separate headings for different procedures.

Provide logical sequence of instructions for each procedure.

Copy of each warranty, bond and service contract issued. Provide information sheet for Government's personnel. Give:

Proper procedures in event of failure.

Instances which might affect validity of warranties or bonds.

1.6 - Manual for Materials and Finishes

Submit two (2) copies of manual in final form.

Content for architectural products applied materials and finishes:

Manufacturer's data, giving full information on product:

Catalog number, size, composition.

Color and texture designations.

Information required for re-ordering special manufactured products.

Instructions for care and maintenance:

Manufacturer's recommendations for types of cleaning agents and methods.
