Solicitation No. AG-94TZ-S-17-0110 Pinal Fire Aerial Mulching
Performance Requirements Summary
SCOPE OF WORK
The Pinal Fire Aerial Mulching project is a full-service end-result contract. The contractor shall provide all necessary equipment and supplies to meet the specifications described below for straw application to the areas listed in the Schedule of Items. Such equipment and supplies shall include but not be limited to, equipment/aircraft, ground crews, loading equipment, safety equipment, transportation, lodging and meals for contractor personnel. The Contractor shall provide all incidentals to complete this work, including documentation of initial collection weed free certificates from the Arizona Crop Improvement Association on all straw mulch.
In support of the Burned Area Emergency Response Plan (BAER) the Tonto National Forest has a requirement for mulching of approximately 1125 acres of moderate to high burn severity on the Pinal Fire. Mulch shall be applied at a rate of 1 ton per acre to an approximate depth of 1 inches well distributed over the treatment area. The awarded contractor shall provide all necessary mulch, labor, supplies and equipment necessary to complete the work, including fluffing, loading, moving and handling products during operations.
The work under this contract will consist of mulching the areas designated on the attached project map. The contractor is responsible for making all necessary arrangements for purchasing, delivery, storage, and unloading of mulch to the staging areas. The contractor is responsible for storage of mulch at the staging areas in a manner that keeps the product dry.
DEFINITIONS
Acceptable Quality Level (AQL). The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction.
An AQL does not allow a contractor to knowingly offer defective service, but limits reduced payment to circumstances in which defective performance results in a measured reduction in the value of services rendered.
Defective Service. A unit of service which contains one or more defects, or nonconformance with specified requirements.
Performance Requirements Summary (PRS). Identifies the key service outputs of the contract that will be evaluated by the government to assure contract performance standards are met by the contractor.
Quality Assurance. Those actions taken by the Government to assure services meet the Requirements of the Performance Work Statement (PWS).
Contracting Officers Representative (COR). A Government person appointed by the contracting officer to help the contracting officer with contract admin and surveillance.
Government Inspector. A Government person responsible for surveillance of contractor performance.
Quality Assurance Surveillance Plan (QASP). An Organized written document used for quality assurance surveillance. The document contains specific methods the Government will use to perform surveillance of the contractor.
Quality Control. Those actions taken by a contractor to control the performance of services so they meet the requirements of the Pleasant Valley District.
Random Sampling. A sampling method in which each service output in a unit has an equal chance of being selected.
Hazardous Material. Materials that may or may not be identified that have a potential to be hazardous to humans, pets, wildlife or vegetation. Some examples are un-labeled containers that are leaking any substance, any kind of barrel, and syringes.
Development. Any structure not native to the area that has been installed.
Travelway. Ground surface that is designated by signage or appearance to be used by visitors to travel upon such as forest roads, pullouts, parking, or obvious pathways within a site boundary.
QUALIFICATIONS
Offeror shall be the owner, operator or authorized personnel, or shall be fully trained to operate, repair, maintain and service the product for which a quote will be provided. Offeror shall provide, mulch-handling and loading equipment, safety equipment, transportation, lodging, and meals for their personnel. Contractor shall have sufficient equipment and personnel to complete the aerial application within 20 calendar days from start of work, weather permitting.
Contractor will be responsible for all mulch loading operations. Movement of straw mulch in and around staging operations shall be the responsibility of the contractor.
Contractor shall be properly licensed and bonded to perform the work contained herein. Contractor is responsible to obtain all licenses, permits and insurance required by the State of Arizona and Federal Government.
Global Positioning Satellite (GPS) tracking equipment, fully functional and operating within manufacturer specifications, which can map mulch application areas and download information for contractor and agency use shall be used in this work. The contractor can substitute ground collected GPS data to document completion of the application areas.
MULCHING OBJECTIVES
1. Mulch shall be applied at the rate of 1 ton per acre to cover approximately 80 percent of the ground surface to approximately (1) inch depth within the delineated polygons on the treatment map over 1125 acres.
2. No mulch should be applied during excessive rain, wind or snowstorms. Application will only be made when weather conditions allow. Mulch should not be applied if the project area is covered with snow.
3. Mulch will be applied to areas of moderate to high burn severity. A certain amount of pilot discretion is recognized to be necessary while in the air to determine appropriate application within treatment areas. It is not necessary to apply mulch in areas of low or unburned severity (green needles still on trees). The COR or inspector can assist in making this determination. Target areas are primarily slopes ranging from 15 to 50 percent that exhibit moderate to high burn severity. Mulch should not be applied directly to drainages, rock outcrops where 50% or more of the ground is rock; or in areas where needle cast/leaf litter is present.
4. The mulch should be processed in a manner which promotes even distribution when aerially released from cargo nets or similar equipment (often referred to as fluffing). The mulch should be dry (less than 15% moisture on an air-dry basis) and baled to facilitate uniformity of spread. Crews will monitor straw clumping and adjust the processing to ensure as much even distribution of the mulch application can be achieved to meet the desired coverage.
PROJECT SAFETY AND RESOURCE PROTECTION OBJECTIVES
1. Conduct project operations in a safe manner
2. Prevent spread of noxious weeds by ensuring all equipment is free of soil, seeds, vegetative matter, or other debris that could contain or hold noxious weed seeds. All ground based off-highway equipment shall be washed and inspected prior to entering the project area.
3. Mitigate damage or potential damage to private property
SITE LOCATION
The project is located on the Tonto National Forest, approximately 10 miles south of Young, Arizona. The project area ranges in elevation from 4,400 to 5,400 feet. The area to be mulched occurs where moderate to high burn severity exists.
PERIOD OF PERFORMANCE
Work shall not begin until a Notice to Proceed is issued. The performance period shall be 20 calendar days.
GOVERNMENT FURNISHED PROPERTY
Project Map - A map of the project area will be provided as an attachment item to the Solicitation.
Tonto National Forest Fire Plan - Provided as a reference.
GIS shapefiles - Shapefiles with coordinate system NAD 83, UTM Zone 12 will be provided as an attachment to the Solicitation.
SUBMITTALS
Quality Control Plan- See below for requirements of Quality Control Plan Daily Operational Report- Daily progress reports are required to be communicated to the COR or BAER Implementation Team leader no later than 2100 hours each day, with the following information:
· Updated maps indicating the areas (acres) within the polygons treated Project Aviation Safety Plan (PASP) – The PASP shall address communications, coordination with other agency operations and emergency procedures as a minimum.
Traffic Management Plan – Signing and monitoring public safety is the responsibility of the contractor when their operations are adjacent to travel ways.
Spill Prevention Plan – Shall be addressed in the submittal.
Fire Prevention and Suppression Plan – The Contractor will provide information on Operations Fire Prevention and Suppression. The Tonto National Forest Fire Plan is provided as part of the conditions of this contract.
Final Report- a final report (4 hard copies, one electronic) shall be provided, which includes at a minimum:
· As-Built Project Application Map. This must delineate all areas covered by the product under this contract.
· A written report of the daily field conditions, application rates, and areas covered
· Site conditions, and any other pertinent data that records the application of the product.
FURNISHING AND STORAGE OF MATERIALS, EQUIPMENT AND SUPPLIES
The Contractor is responsible for determining the types and quality of materials, equipment and supplies necessary to accomplish the work in a timely manner. Unless otherwise stated elsewhere herein, the Contractor shall furnish all material, equipment and supplies required for the performance of the contract. All items shall comply with the specifications or commercial standards. The Contractor shall furnish and deliver items to the site of the work and store items in such a manner that their quality and fitness for work is preserved.
All storage, staging and temporary work sites approved by the Government shall be restored to a satisfactory condition at the contractor’s expense.
PRE-WORK CONFERENCE
Prior to commencement of work, the Contracting Officer shall arrange a meeting with the contractor by phone to discuss the contract terms and work performance requirements.
CONTRACTOR QUALITY CONTROL PLAN
A. Quality Control Plan The Contractor is responsible for Quality Control and shall provide a copy of its Quality Control Plan (QCP) prior to start of the contract. The Plan must demonstrate how the Contractor shall assure that quality of performance meets the objectives and requirements of the contract. The QCP shall specify:
· How quality will be monitored to ensure performance standards are met.
· How the work will be supervised.
· Identify the personnel responsible for performing quality control.
· How results of the monitoring will result in quality performance.
B. Contractor Quality Control Inspection The Contractor shall assure that performance meets contract specifications, in accordance with FAR 52.212-4, Contract Terms and Conditions—Commercial Items, paragraph (a), prior to requesting the Government to inspect for payment or acceptance. The Contractor shall contact the Contracting Officer upon completion of a unit. The Contracting Officer may observe the Contractors inspection at any time and shall otherwise have unlimited access to the inspection data.

ADDITIONAL REQUIREMENTS:
Supervision/Contractors Representative: The Contractor shall perform the following:
· Designate one supervisor, conversant in the English language, in writing for each crew. The written designation shall indicate the limits of the supervisor’s authority. When two or more people are designated as supervisor, their written delegation shall indicate the priority of their designations so one is designated as the Contractors Representative.
