Fuller and Wildcat Fires Aerial Seeding Contract Requirements

Provide fixed or rotary wing (helicopter) aerial seeding on 2,146 acres within the Fuller and Wildcat wildfire perimeters. Contractor shall provide fixed wing or helicopter aircraft, qualified pilots, fuel, certified weed-free seed (including documentation of certification), storage and handling, loading equipment, safety equipment, transportation, lodging and meals for contractor personnel. Contractor shall be responsible for all seed loading operations and movement of seed in and around any staging area(s) and the area of operations.

Location: The project is located on the Kaibab National Forest, North Kaibab Ranger District, approximately 29.3 miles south-southeast of the Jacob Lake Inn, Arizona, approximately 82 miles north-northwest of Flagstaff, and approximately 45 miles northwest of Cameron, AZ (see attached Map). Elevation of the application sites ranges from approximately 5800 feet to 7000 feet above sea level.

Fixed Wing Aircraft (if used): The nearest available airports from which aerial seeding operations can be staged are the Grand Canyon Airport (KGCN), approximately 32 miles SSW of the project site (35.9431, -112.1566), Marble Canyon Airstrip (L41), approximately 36.4 miles NNE of the project site (36.8154, -111.6387), and Kanab Municipal Airport (KKNB), approximately 56 miles NNW of the project site (37.0105, -112.5298).

Helicopter landing and fueling (if used): Suitable areas for helicopter landing and fueling within 7 aerial miles of the project can be identified in cooperation with the contractor.

Helicopter Seeding Staging Area: Suitable areas for staging of seeding operations within 7 aerial miles of the project can be identified in cooperation with the contractor. Seed will be delivered, stored and loaded at the agreed-upon staging area(s). Contractor is responsible for unloading of seed delivered to staging area(s) and is also responsible for the storage of seed at the staging area(s) in a weatherproof manner.

Government Furnished Items: A map of the project area/seed application sites will be provided upon award of the contract. Shapefiles (WGS84 coordinates or other coordinates as requested), and Google Earth KMZ files of the application sites will be provided upon award of the contract.

Aircraft: All aircraft used in this aerial seeding operation shall be equipped with Global Positioning System (GPS) tracking equipment, fully functional and operating within manufacturer specifications, which can produce maps of application areas and download flight path information for contractor and agency use.

Application rate: The application rate will be 18 lbs. of pure live seed per acre. The seed mix is as follows:

Common Name (species)
Rate (lb. ac.-1)
Barley (Hordeum sp.)
8
Western wheatgrass (Pascopyrum smithii)
6
Bottlebrush squirreltail (Elymus elymoides)
2
Blue Grama (Bouteloua gracilis)
1
*Desert marigold (Baileya multiradiata)
.5
*Desert globemallow (Sphaeralcea ambigua)
.5

* If unavailable, may be substituted with the following species at the same rate specified above:

Lewis Flax (Linum lewisii) Rocky Mountain beeplant (Cleome serrulata) Common sunflower (Helianthus annuus) Common yarrow (Achillea millefolium) Hoary tansyaster (Machaeranthera canescens)

Bids should include the seed mix that the contractor intends to aerially apply.

This seed mix will provide approximately 65 pure live seeds (pls) per sq. ft. throughout the delineated polygons on the treatment map.

Flight operations shall comply with all applicable Federal Aviation Regulations (FARs).

Noxious Weed Requirement: The contractor shall prevent spread of noxious weeds by ensuring all equipment is free of soil, seeds, vegetative matter, or other debris that could contain or hold noxious weed seeds.

Scheduling: Contractor shall provide a schedule with a mobilization (start date, duration and stop date), placement period and demobilization/close out (to include duration).

Submittals: Map indicating the area (acres) within the polygons treated. A final report (2 hard copies, one electronic) shall be provided which includes, at a minimum, project application map and proof of weed-free certification. Some of the reporting information may be generated by fly-aboard GPS instrumentation or other means, that delineates all areas where seed is applied under this contract, and any other pertinent data records related the application of the product.
