The Contractor must be a licensed land surveyor in the State of Nevada.

Project control requires direct supervision by a registered land surveyor.

The project consists of a proper and legal survey of portions of a Congressionally designated Wilderness Area. This project will require the determination of angle point locations from topographic calls within a metes and bounds written description. Many of the angle point locations are defined at least in part by elevation calls. Therefore, the contractor will be required to establish vertical control meeting accuracy standards specified within this contract at many of the sites prior to establishing monument locations dependent on elevations.

The term “Angle Point” as used in this contract refers to points defined by topographic calls to delineate and monument the Wilderness boundary as described in this contract.

The term “Point-on-Line” as used in this contract refers to a monument established on a line of the Wilderness Boundary between “Angle Points” by the terms of this contract.

“Points-on-Line” will be set on the Wilderness Boundary near trails and roads to facilitate the future reestablishment or maintenance of boundary posts by Forest Service personnel. (Exhibit 13)

The term “Witness Corner” as used in this contract refers to a monument established on a line of the survey when the true corner point falls in a location impractical to monument or prone to disturbance. In this contract, such locations would be in trails, streams, draws prone to erosion, etc. (Exhibit 9)

This project will also require the posting and marking of wilderness boundary lines at intervals set by this contract at the Red Rock Area site. (Exhibit 1)

Project Maps indicate the survey, posting, marking, and monumentation required for each respective area.

(Exhibits 1 - 7)

"Vicinity Map" shows the general area and access to the survey project locations from nearby highways and towns. (Exhibit 8)

II. TECHNICAL SPECIFICATIONS

A. Description - A survey designed to legally establish and monument the angle points which control wilderness boundaries based on the Congressional Map of Record and accompanying Wilderness Description narrative; mark and post the wilderness boundary line at the trail and road crossings identified in exhibits 1-7, to set points-on-line as specified at the trail and road crossings; provide a point file with a geographic coordinate indicating the position for each control point used, monuments set, and boundary post set to define the wilderness boundary, and prepare and record a "Record of Survey Plat" for each of the exhibit areas encompassed by the survey.

B. Survey Methods

1. When applicable, all surveys necessary to define Wilderness boundaries and/or the setting of monuments shall be performed in accordance with State statutes and the Manual of Instructions for the Survey of the Public Lands, 1973, published by the U.S. Department of Interior, Bureau of Land Management, hereinafter called the "Manual" except as modified by this contract. A Global Positioning System (GPS) will be used to establish sufficient control, using either static or kinematic methods, to locate monument positions. Positions will have sufficient redundancy to authenticate a positional tolerance of less than 0.1 meters. Methods outlined in Standard and Guidelines for Cadastral Surveys using Global Positioning System Methods, published May 9, 2001 by the USDA Forest Service, and USDI Bureau of Land Management shall be used to insure the positional accuracy required. In the event that traditional survey methods are used, each monument position established must be part of a closed traverse or triangulation scheme.

2. The survey will be performed under the responsible charge of a land surveyor licensed to practice in the State of Nevada.

3. In running random lines preparatory to establishing monument or wilderness boundary line locations, clearing should be held to a minimum. Lines will be run on Forest Service administered land outside the Wilderness boundaries whenever feasible. Brushing and felling will be held to a minimum.

In no instance will trees over six (6) inches diameter at breast height (DBH) be felled. No chainsaws or other motorized clearing tools will be used within the Wilderness areas. No motorized vehicles of any type shall be used within the Wilderness areas.

If the contractor fells or severely damages tree(s) with a DBH of six (6) inches or larger the contractor may be held liable for the full market value of said tree(s).

C. Monumentation

General - The following instructions apply to any angle points, points-on-line, witness corners, or witness points set under this contract:

1. Setting Monuments

a. Monuments for angle point, point-on-line, witness point, and witness corner locations shall be drive-in type monuments - aluminum rods, 30 inches long, 3/4 inch diameter, with standard U.S.

Forest Service aluminum caps. (Supplied under this contract)

b. The monument shall be firmly set with four (4) to six (6) inches projecting above the ground unless prevented by bedrock, in which instance Sections 4-11 and 4-12 of the Manual shall apply.

The position of point-on-line, witness point, and witness corner monuments may be moved along the boundary line a limited amount to a location suitable to drive the monument in to the desired depth.

c. If rock is available within 100 feet of the monument, a protective mound of rock shall be built around the monument.

d. If an angle point position falls in a location impractical to monument, or where the mounument would be prone to disturbance, a witness corner to the true corner point will be set.

Locations anticipated to meet these conditions are in trails, streams, or draws prone to erosion. The location of the witness corner will be a) on the wilderness boundary, b) in close proximity to the true corner point, c) in a safe location, and d) preferably on a line of the wilderness boundary established for posting and marking at trail/road crossings.

e. If an angle point, witness point, or witness corner monument on the wilderness boundary falls within 300 feet of a road or trail requiring the setting of POL’s as specified within this contract, and the above monument would be clearly visible from a POL monument set as specified on the opposite side of the road or trail, then a POL monument on the near side of the road or trail will not be required.

f. A minimum of two digital photographs shall be taken of all monuments set under this contract showing 1) the cap markings and 2) the general area of the monument, but at a distance so as to show the condition of the monument, the presence of stone mounds, signs and posts; and the general terrain of the location. The photos will be supplied to the Contracting Officer’s Representative for review and recordation purposes, in jpeg format, with file names indicating the corner at which the photo was taken.

g. Brush, tree limbs and debris within a diameter of ten (10) feet of the angle point, point-on-line, witness point, or witness corner shall be cleared away when any monument is set.

2. Marking on Cap

a. Stampings will be made in capital letters and Arabic figures using steel dies, 1/8 or 3/16 inch in height.

b. When setting the monument, the markings on the cap will be made to read from the south side of the monument (Section 4-23 of the Manual).

c. The land surveyor's registration number and the year of placement shall also be stamped on the monument.

d. Each cap or disk will be stamped with the Township, Range, and Section. Section numbers will be determined as well as possible from the Public Land Survey System projection shown on the applicable USGS quadrangle map. This shall be noted on the corresponding “Record of Survey” plat.

e. Angle point monuments established will be sequentially numbered starting with AP1 for the most westerly angle point in each section as shown on exhibits 1-7. Point-on-line monuments will be marked similarly starting with POL 1 and so on.

f. Angle point and point-on-line monuments will be marked with a line or lines approximating the direction of the wilderness boundary, and clearly stamped with the appropriate wilderness name on the correct side of the line and “National Forest” on the other side of the line(s).

g. Witness corners and witness points will be marked as described in section 4-82 of the Manual.

In addition, witness corners will be marked with the distance to the true corner point.

3. Corner Posting. At each angle point, point-on-line, witness point, or witness corner; the Contractor will identify the location by placing a guard post on the boundary line approximately one (1) foot away from the angle point/point-on-line monument with a Land Survey Monument (54-9) and Wilderness Boundary sign (26-7A) attached facing away from the wilderness.

5. Signs. The Forest Service will furnish to the Contractor standard land line location signs to be located at all corners and road and trail crossings. The Contractor will attach signs to posts. Instructions for proper use of signs are as follows:

a. Sign 27-6a, "National Forest Wilderness," will be placed on all posts set under this contract.

b. Sign 54-9, "Land Survey Marker," will be attached to the guard post at each angle point and point-on-line monument.

D. Marking and Posting

1. Standards. A boundary line meets standards if it is located on the ground to full standards of accuracy and is sufficiently marked and posted to assure that the line is obvious to normally alert and prudent persons. The amount of clearing and marking and the spacing of signs along the boundary line to meet the above requirement varies with local conditions, ground cover, and topography.

For the purpose of this contract the following standards will be used.

a. All angle points, points-on-line, witness points, and witness corners will be permanently monumented with a Government supplied monument.

b. Point-on-line monuments will be placed on both sides of trails and roads to facilitate the future reestablishment and maintenance of boundary posts by Forest Service personnel. Point-on-line monument locations will be intervisible, approximately 100 ft. each side of trails and roads. Distance is approximate. Each of the seven sites will vary in its configuration.

c. If an angle point, witness point, or witness corner monument on the wilderness boundary falls within 300 feet of a road or trail requiring the setting of POL’s as specified within this contract, and the above monument would be clearly visible from a POL monument set as specified on the opposite side of the road or trail, then a POL monument on the near side of the road or trail will not be required.

d. Posts with signs shall be placed in visible locations on both sides of any roads or trails as identified on exhibits 1-7. Posts will be placed in a manner so as not to restrict the use of the road/trail by authorized Wilderness use.

e. A government furnished spike will be driven flush with the ground at all post locations adjacent to trails and roads. This is to aid in future maintenance and reestablishment of boundary posts.

f. A geographic coordinate will be obtained for each boundary post location. Necessary care will be taken to insure that the coordinate value generated will be within 1 foot of the boundary post location.

g. Brush, limbs and debris within a diameter of three (3) feet of each boundary post location shall be cleared away for enhanced visibility. No further clearing or brushing of the boundary line is required.

h. Where an entire line of the wilderness boundary is to be posted, the interval between posts will not exceed 200 feet. (See Exhibit 1)

2. Posting. Posting includes setting posts plumb and attaching metal signs as required at monument locations and along the line. Posts must be securely set at a minimum depth of eighteen (18) inches to withstand normal disturbances, such as animals, wind, and erosion. If it is not possible to obtain the required penetration, the post will be planted as deep as conditions will permit and firmly supported by a stone mound.

E. Records and Reports. The contractor shall prepare the following records and reports in accordance with Forest Service instructions.

1. Field Notes

a. The field notes will be maintained in their original state and free from erasures. The notes shall be neatly recorded in bound notebooks.

b. The field book or books will remain the property of the Contractor. The contract number and name will be printed in ink on the cover of each book and the books will be sequentially numbered.

c. Books will contain an index page in the front of the book showing a brief description of work.

d. At the beginning of each working day, the book shall show the names and duties of field party, date, prevailing weather conditions, temperature, and the location of the work to be performed in relation to the overall project.

e. Notes must be recorded in such a fashion as to allow another technically qualified person to retrace the survey without consultation with the Contractor or his/her Party Chief.

f. The books shall contain all field notes relating to the recovery and verification of original or accepted corner monuments and accessories, as well as, information (bearings, distances, and descriptions) of any monuments or evidence indicating a previous survey, whether recorded or not, and the establishment of new monuments and accessories.

g. Sketches shall be shown in the field notebook noting distance from angle points to the centerline of all roads crossed on the true line, ties to buildings or other man-made improvements within 100 feet of true line, and whenever needed to clarify the notes and procedures used.

h. All bearings will be referred to the true meridian, with the points occupied and the method of determination noted. The method selected must give a result within two minutes of true meridian.

i. All elevations will be referred to the National Geodetic Vertical Datum of 1929, with the points occupied and the method of determination noted. The method selected must give a result that can be substantiated to be within 1 foot of true elevation according to the datum noted.

j. Certification of Field Notes. Immediately following the last page used in the notebook, a proper statement of certification is to be made as to his/her work which is contained in the numbered pages of the book, as follows:

"State of ___________________________

County of _________________________

I hereby certify that the information covered in these field notes represents a record of work conducted in making this survey.

Date_______________ ________________________________________ Signature

Registration No. ____________________."

2. Survey Diagram and Computations. The Contractor will furnish:

a. A copy of the survey diagram showing all control points and corner ties. The diagram will include coordinate values for all corner and angle point monuments.

In addition, the following requirements will be met:

(l) The centerline of all roads/motorized trails crossing the wilderness boundary line will be shown with a corresponding coordinate value. Course and width and other identifying features of the road/motorized trail should be sketched in the field book. These features will be located sufficiently in the field so the area may be identifiable on a map or aerial photo.

(2) Any man made features or ground disturbances within the Wilderness Area will be surveyed with corresponding coordinate values shown. This in conjunction with the field book sketches and the survey report will allow the Forest Service to make a proper determination of the kind and extent of the suspected encroachment(s).

(3) Any Wilderness boundary line segment determined by a feature, (non straight line boundary segment such as a ridge, draw, creek, etc..), will be surveyed by GPS or conventional traverse and with sufficient accuracy and point densification to show major meanders and sinuosity of the boundary.

b. A copy of each computation sheet listing control point names or numbers, traverse data, and coordinate values for angle point and point-on-line ties.

3. "Record of Survey". The Contractor will prepare and file the original "Record of Survey" plat in accordance with the local and State statutes. At minimum one plat for each of the Exhibit areas will be prepared and filed.

In addition, the following requirements will be met:

a. The plat will be prepared in a neat and legible manner and in an acceptable format generally comparable with the sample plat provided. (See Exhibit 18)

b. The "Record of Survey" shall contain the following:

(l) The true surveyed bearing and distance of each line.

(2) Basis of bearing, legend, true north arrow, bar scale and explanatory notes.

(3) The "Record of Survey" will show the areas of Wilderness/National Forest.

(6) All roads and trails crossing the wilderness boundary will be surveyed and shown on the “Record of Survey” for at least 100 feet on each side of the Wilderness Boundary.

(7) Certified statement of the surveyor with a signature and date affixed to the seal. (Include

". . . at the request of the USDA, Forest Service").

(8) A table of Latitudes and Longitudes in the North American Datum of 1983 listing values for each monument position. Standard traverse techniques or GPS may be used to ascertain these values. For angle points the precision is outlined in the “Standards and Guidelines for Global Positioning System Methods”

(9) To aid with the filing of the “Record of Survey (ROS)”, a projection of the Public Land Survey System (PLSS) will be included on the ROS.

(10) All other information and statements necessary to comply with statutes of the State of Nevada.

4. “Survey Report". The Contractor shall provide a comprehensive narrative of pertinent data relating to the survey. This includes, but is not limited to, the following:

a. Method, procedures, and equipment used. If GPS is used as part of the control survey or used to ascertain the Latitude and Longitude of a monumented position, then specific methodology and procedures pertaining to the positional accuracy must be addressed.

b. Conflicts and encroachments.

c. Dates of surveys.

d. Description of the basis of bearings.

e. Description of methodology for ascertaining elevations in the correct datum.

g. Key personnel and functions

6. “Conflicts". The COR shall inform the Contractor of any known conflicts prior to survey. When an adjoining landowner refuses the Contractor permission to survey or mark lines, the Contractor shall notify the COR immediately and confirm such notice in writing. Further instructions will be issued by the CO.

If during the survey it becomes evident that an encroachment may exist which will require additional survey work, the CO shall make an equitable adjustment of contract price and performance dates pursuant to Clause 52.243-01 of this contract.

III. INSPECTION AND ACCEPTANCE

The Contractor's work will be periodically reviewed throughout the life of the contract, to assure compliance with contract specifications such as work scheduling, monument placement and marking, bearing tree selection and marking, line clearing, etc. Any deviations from contract specifications will be brought to the Contractor's attention for remedial action.

1. In addition to the compliance reviews, the Government may perform technical audits of the Contractor's angular and horizontal measurements.

a. The Contractor will supply the Government duplicate copies of his/her field notes for the work completed at the time for the audit. These notes will include both angular and distance measurement data if conventional survey methods are used.

b. The Government will then perform the audit survey and compare Government field notes to the Contractor's notes. If the comparison indicates any angular or horizontal difference which would result in a "linear closure" exceeding contract Precision Standards or if 20 percent of the angles and distances audited exceed minimum tolerances specified in the standards, the Contractor will be requested to review the audit results.

c. Unless the Contractor can prove error in the audit procedures and results, she/he will be required to resurvey and correct the errors shown by the audit.

2. If corrective surveys are required, the Government will perform a remedial audit of approximately 5 percent of the total work completed at the time of the normal audit.

3. In the event the remedial audit indicates noncompliance, as outlined for the normal audit, all work completed to date shall be rejected and the Contractor will either be required to resurvey the rejected work, or the Government may terminate the Contractor's right to proceed.

4. Final inspection and approval is required for all field work* and Documents for Recordation**.

The Contractor will notify the COR in writing fifteen (15) calendar days in advance of the need for final inspection and/or approval.

*Field work is considered to be all work listed in Sub-items A, B, C, D and E. (See Part II - Schedule of Items).

**Documents for Recordation is considered to be all work listed in Sub-item F. (See Part II

PURPOSE: The purpose of this contract was to perform professional land surveying services.

This contract included:

(List each required service, which will normally correspond to the contract pay items)

HISTORY OF PRIVATE SURVEYS: Briefly state the name and date of any private surveys, that are not indicated on the cadastral plat, that affect this survey. The report should detail why the private survey was or was not used in the conduct of this survey.

PROCEDURE:

CORNER SEARCH CONDUCTED: State the result of corner search efforts. It is not necessary to repeat the detailed information contained in the corner record forms, but the minimum information required is (1) which corners were located by original physical evidence, (2) which corners were located by parole evidence, (3) other surveyor's monuments were accepted, and (4) which corners were considered lost and a brief explanation of the extent of search efforts for the original physical evidence of the monument and accessories.

REMONUMENTATION ACCOMPLISHED: State which original corners were remonumented.

CONTROL SURVEY : Briefly describe the method or combination of methods that were used to

(1) obtain the position of the controlling corners,(2) layout the position of lost corners and any new corners required to be established by the contract, and (3) locate the position of points on the boundary necessary for marking and posting the line. An example follows:

"A 5" total station with specifications of plus or minus 2mm plus 2 PPM was used on the control survey. The instrument was in proper adjustment and a base line user's report for the EDM is attached. The control survey utilized traverse methods that formed closed loops, which were adjusted by least squares method. Boundary lines were located by running true line between corner monuments. Angles were taken one direct and one reverse and these two angles were averaged and used for computations. Backsights were made to nails in the top of 1-meter laths and foresights were to plumb range poles. The estimated sighting error is 0.03 feet average. Distances were measured once to the foresight leg. Reductions to the horizontal were accomplished by means of vertical angles repeated twice in the direct and reverse position to the center of the prism, which was at a constant height of 6 feet. Computed moves were accomplished by turning the angle and shooting the distance direct and reverse.

EXHIBIT 15 PG 2

Monumentation: Explain the rationale for accepting or rejecting any other survey monuments found in the vicinity of a computed corner position. Explain what proportioning method was used to reestablish lost corners from adjacent existing corners. List which corners were established and monumented.

LAND OWNER CONTACTS AND CONFLICTS: Cite the result of landowner contact for permission to enter and mark and the private side of the boundary line. Include a brief statement of any apparent conflicts of possession or title discovered.

ENCROACHMENTS: Include a narrative of encroachments discovered and reported to the Contracting Officer Representative.
