PART 3 - EXECUTION

3.1 DRILLING AND CASING.

A. A well hole of suitable size to permit the installation of the protective casing shall be drilled and cased by the Contractor for the entire depth of the well or as approved by the C.O.R.

B. The well shall be drilled and the casing installed with sufficient accuracy in the vertical alignment so as not to interfere with the installation and operation of the pump.

C. Packers that are to be installed shall be of a material that will not impart taste, odors, toxic substances or bacterial contamination to the water in the well.

3.2 GROUTING REQUIREMENTS

A. Concrete grout. The mixture should consist of proportionate amounts of cement and sand mixed with clean water.

B. Cement grout shall be a mixture of 1 bag of Portland cement (94 pounds) and 5 to 6 gallons of water. Up to 5% commercial bentonite clay, by weight, may be added.

C. Bentonite clay grout. A sodium-base bentonite clay grout may be used to fill the annular space when thermoplastic casing is used. The mixture must consist of not less than two pounds of bentonite clay per gallon of clean water.

D. Grout application. The annular opening between the protective casing and the natural ground shall be filled with grout. The grouting shall be done continuously and in such a manner that will force the grout item from the bottom of the hole toward the ground surface. Grout shall be at least 1.5 inches thick around the well casing. Surface grouting shall be a minimum of 20 feet to the ground surface or to the bottom of the pitless unit when one is used.

3.3 DEVELOPMENT.

The Contractor shall make such necessary tests at each water stratum encountered. The Contractor shall furnish all necessary pumps, compressors, plungers, bailing or other needed equipment and shall develop the well by such approved methods as shall be necessary to give the maximum yield of water per foot of drawdown and extract from the well the maximum practical quantity of such sands as may, during the life of the well, be drawn through the screen when the well is pumped under maximum conditions of drawdown.

3.4 SCREENING.

Because of uncertainty as to depth and type of water-bearing strata which may be encountered and utilized, the following alternatives will be considered:

(1) open bottom casing.

(2) PVC slotted casing or stainless steel screen, which will complement the type of casing being used.

A. Screening. In the event a screen is considered, the Contractor shall provide a one-quart sample of the water-bearing strata to the C.O.R. along with his preliminary recommendation as to screen length and slot size opening to be used. Silica sand, sand or gravel packing shall be used in conjunction with the screen. Screen openings shall provide the maximum amount of open area consistent with the grading of the water-bearing formation and gravel pack and shall permit maximum transmitting ability without clogging or jamming.

If mutual agreement cannot be reached as to screen slot size or type, the selected sample of water-bearing formation shall be analyzed by the screen manufacture.

B. Gravel Pack. If the C.O.R. elects to use an open bottom casing, a gravel pack shall be placed in the bottom of the well according to the following:

1. Gravel shall pass a 1/4-inch screen and be retained on a No. 30 screen, and shall be well graded and composed of hard, durable particles.

2. The gravel shall extend a minimum of 5 feet below the bottom of the casing and a minimum of 3 feet up into the casing from the bottom, for a total of at least 8 feet.

C. Casing Cleaning. The casing shall be thoroughly swabbed, using alkalies, if necessary, to remove oil, grease, or joint dope. This work shall be considered necessary work to the accomplishment of the contract.

3.5 TEST PUMPING FOR YIELD AND DRAWDOWN.

A. Time to Test. After the well has been completely constructed, developed, cleaned out, and the depth of the well accurately measured, the Contractor shall notify the C.O.R. and make the necessary arrangements for conducting a final pumping test.

B. Test Pump. The Contractor shall furnish and install necessary pumping equipment capable of pumping to the required point of discharge. He shall also furnish equipment for measuring the flow of water.

C. Pumping Test. The Contractor shall test pump the well at 5, 10 and at near maximum rate (50-percent drawdown or slightly more) until drawdown and yield are constant at that rate. Drawdown may be considered constant when three measurements taken one hour apart are the same. The well shall also be test pumped at the maximum rate of flow which will not damage the water producing aquifers. Record drawdown and yield on the well log. During the pumping test, the drawdown in feet below static water level and pumping rate shall be measured and recorded at least every ten minutes until the drawdown stabilizes. After completion of test pumping, record water level recovery every ten minutes until static water depth is reached.

3.6 POLLUTION PROTECTION.

To assure ample drainage away from the well, the top of the casing shall be extended two feet above the surface of the ground and shall be mounded by earth fill. At completion of the well a well cap shall be installed on the top of the casing. The Contractor shall take such reasonable measures as necessary to prevent contamination of the well when work is not in progress at the site.

3.7 DISINFECTION.

The well shall then be disinfected with a chlorine solution which shall be of such volume and strength, and so applied, that a concentration of at least 50 parts per million of chlorine shall be obtained in all parts of the well for a period of at least 10 hours. This work shall be considered necessary work to the accomplishment of the contract.

3.8 WELL LOG AND SOIL SAMPLES.

The Contractor shall keep a complete well log containing entries for each stratum encountered. Samples from each water-bearing formation shall be kept in transparent plastic containers of approximately one pint capacity each and identified by labels showing the depth at which each was encountered. These plastic containers shall be furnished by the Contractor. The samples shall be given to the C.O.R. One copy of the driller's well log shall be submitted to the C.O.R. within 15 days after completion of the well.

REPRESENTATIVE OF CONTRACTOR.

The Contractor shall have an experienced foreman or driller, who is knowledgeable of the formations to be encountered, with full authority to act for the Contractor in directing all field operations, constantly in charge of the work at the site when the work is underway. This representative must be acceptable to the C.O.R. In event he becomes unacceptable, the Contractor upon written notice, will replace him within five (5) days with a representative acceptable to the C.O.R.

4.0 SUPERVISION.

Unless written instructions to the contrary are issued, the work under this contract shall be under the supervision of the C.O.R.who will require compliance with the terms of the contract. The presence or absence of the authorized representative, however, will in no way relieve the Contractor of the responsibility to prosecute all work diligently, thoroughly, and in accordance with the conditions and specifications presented herein. No payment will be made for loss of hole due to malfunction or failure of drilling equipment. Decisions regarding the abandonment of any site shall be at the sole discretion of the C.O.R.

4.1 ABANDONED WELLS.

Any abandoned wells shall be sealed with drill cuttings, bentonite chips or "bentonite gel" mixed at a ratio of one-half bentonite and one-half water.

315 - WELL PLUGGING

Sealing Abandoned Wells (SCS Interim Practice)

Definition - Sealing an abandoned water well is defined as sealing a well that has been determined to have no further beneficial use or whose use has been permanently discontinued.

SCOPE - This standard applies to sealing of drilled, driven, and dug vertical wells of 4" diameter or larger and 250 feet deep or less, constructed to supply water from an underground source.

Irrigation and other wells which require a water permit, flowing wells, known multiple-aquifer wells, or test wells constructed for geologic investigations are not covered by this standard.

Purpose. The purpose of this conservation practice is to preserve the quality of the ground water resource, to protect the public health, and to avoid unsafe conditions.

Conditions Where Practice Applies. This practice applies to abandoned wells where surface contaminants may flow into a well, where the well has a potential of being used for dumping contaminated debris, where undesired interaquifer flow may occur within the well and/or a safety hazard is created by the presence of the well.

A special concern when sealing abandoned wells will be to remove pumping equipment, garbage, or other debris and to use sanitized materials in sealing the well opening.

All work planned shall be in Compliance with Federal, State, and Local Laws and Regulations.

Design Criteria and Specification Guide. Preparation of the well for sealing. The pumping equipment and any obstacles or debris shall be removed from the well before sealing begins.

The depth of the well and the depth to water shall be measured. If practical, the well should be flushed by pumping in water or by use of an air compressor line. The well shall then be sanitized with household bleach before proceeding. The water in the well shall be brought to a 100ppm chlorine concentration before sealing.

A 100ppm chlorine solution will require:

1 gallon 5% chlorine bleach per 500 gallons of water

1 pint 5% chlorine bleach per 62 gallons of water

1.3 pounds high-test calcium hypochlorite tablets per 1000 gallons of water

Sealing Procedure. The entire well depth shall be filled with sealing materials as described below.

After sanitizing, the whole length of the well shall be sealed with neat cement. Neat cement shall be inserted in the well through a pipe from the bottom upward in one continuous operation.

The cement shall be stopped at three feet below the ground surface and topsoil used to fil the remainder after cutting off the well casing as described below. If there is free standing water present in the well prior to the placement of neat cement, the water shall be pumped or bailed out or its volume must be figured into the amount of water needed to formulate the neat cement. The well casing shall be cut off at this time to 3' below the ground surface. The remainder of the hole shall then be filled with topsoil, being careful to grade the soil so that surface water is directed away from the abandoned well location.

To determine the volume of materials needed per foot of depth or volume of water in the hole, use the following chart.

Table I.

Hole diameter

Neat cement. Neat cement is a mixture of one bag (94 pounds of 1 cubic foot) of portland cement and 6 gallons of water. It is about the consistency of thick cream and can be pumped with special piston pumps. The mixture of one 94 pound bag of cement and six gallons of water yields a volume of 1.1 cu. ft.
