SECTION B – SCHEDULE OF ITEMS
B.1 SCHEDULE OF ITEMS:
This is a 3-year indefinite-delivery, indefinite-quantity for the services specified. This contract is designed to focus on the data collection of rangeland vegetation trend transects, wildlife population and habitat surveys, riparian condition, and hydrology data collection. Specific locations and quantities will be specified in the Task Order. The Level of Difficulty for each Task and Item Categories are defined in Section C.1.6 & C.1.6.1.
The Schedule of Items is broken into three Sections. Each represents a different year associated with this contract. In conjunction with the Schedule of Items, Contractors will also be required to complete and submit the statement of Estimated Maximum Capability for completing this type of work.
All bid items shall be used for the purpose of the master IDIQ bid items, but may vary by task order.
Proposals shall be valid for 60 days after the date of receipt for the solicitation. If additional time is needed, an extension will be requested. Refer to Section L for instructions on preparing your proposal and pricing.
B.2 ESTIMATED QUANTITY:
All quantities listed in the contract schedule are estimates only and do not reflect actual quantities to be ordered over the life of the contract. Actual quantities required in any given year are dependent on the needs of the agency and/or budget. Therefore only certain bid items may be included on a task order in any given year. Items estimated at zero are not anticipated to be ordered in that year; however, they may be ordered in any given year; therefore, to establish a maximum unit price for each item for each year a unit price must be provided for all items even those estimated at zero. Failure to provide a unit price on all items may result in the Offeror’s proposal being found non-responsive.
It is anticipated that more than one contract may result from this solicitation. The bid total will be determined for evaluation by taking the quantity times the maximum unit price. This contract has two options which may be exercised by the Government. Reference FAR 52.216-18, FAR 52.216-19, FAR 52.216-22, and AGAR 452.216-72.
Travel charges include travel, per diem, or other mobilization costs and are to be included in the unit prices.
Prices provided are to be the maximum price a contract can bid for those items on a task order. Individual task orders will be issued in accordance with Section G.1. Orders may be issued by mail, fascimile or by electronic commerce methods (email).
Notes:
1. Unit prices prevail.
2. Each successful contractor will be guaranteed the minimum amount or an award of a task order equaling or exceeding guaranteed minimum amount during the base year only. Option Year renewals do not carry the guaranteed minimum.
3. All contractors being awarded a contract under this anticipated multiple award IDIQ solicitation will be given a fair opportunity to competitively quote on individual task orders. See Section G.1 for information on issuance of task orders.
4. Base and Option year dates: (Reference FAR 52.216-18 ORDERING (OCT 1995) and AGAR 452.211-74 (FEB 1988)

B.3 STATEMENT OF ESTIMATED MAXIMUM CAPACITY
Each contractor is required to state their estimated maximum capability for performing this type of work subject to the following criteria. The basis for capacity should reflect the estimated quantities within the Schedule of Items (Section B). If contractors feel that they can accomplish additional quantities, the amounts shown in the below Capacity Table can exceed the estimated quantities listed in the Schedule of Items.
I have the capacity to complete the below amount of work per contracting period. The contracting period consists of 365 calendar days. This estimate assumes that task orders will be issued in more or less of an even flow throughout the year and I will be able to respond to the workloads in a planned and systematic manner that does not impact my day to day scheduling of operations.

SECTION C – PERFORMANCE OF WORK STATEMENT (PWS):
DATA COLLECTION AND INVENTORY
C.1 GENERAL:
C.1.1 SCOPE OF WORK:
The purpose of this contract is to secure services for data collection related to rangeland management, wildlife habitat and populations, riparian condition, and hydrologic inventory such as stream survey throughout the Shoshone National Forest (Section J, Exhibit A). Details associated with each of these categories are listed below. Specific locations, maps, and number of transects/plots/surveys will be provided with the Task Order.
This contract is a Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) Multi-Resource Data Collection Contract with optional years for renewals; but does not however, establish an obligation of total price or a commitment by the government to any quantity. The data collection activities are intended to be grouped within similar land management units. Although data collection is in similar areas, the groupings can span the Shoshone National Forest (see Task Order Example Map in Section J, Exhibit B). This contract covers four data collection subject areas:
Rangeland: The purpose is to secure services for data collection of rangeland vegetation trend transects. This includes locating existing transects, establishing new transects, collecting rangeland vegetation data on transects and submitting that data in the prescribed format.
Wildlife: The purpose is to collect data for three wildlife species (a) Lynx Cover Board survey data collection activities, (b) Flammulated and Boreal Owl surveys and data collection activities, and (c) Goshawk Surveys and data collection activities. This includes collecting and submitting data in the prescribed format.
Riparian: The scope is to conduct both lotic and lentic Proper Functioning Condition assessments as well as two of the Indicators within the Multiple Indicator Monitoring methodology in riparian ecosystems and submitting that data in the prescribed format.
Hydrology: The purpose is to collect stream reference and monitoring reach data using prescribed methodology, and establish permanent benchmarks to ensure survey repeatability in an effort to better define physical stream channel characteristics. In some instances, the purpose will be to resurvey stream reaches for monitoring purposes. Data shall be submitted in the prescribed format. Stream channel reference and monitoring reaches will be referred to as reach or reaches from this point forward.
The contractor is limited to collect data in only those areas that are a part of each Task Order. The Performance Work Statement consists of completing tasks in accordance with Section C.8 as well as the Performance Requirements Summary in Section C.9.
Contract specifications only applicable to one of the above listed subject areas will be noted under that specific heading. Where not specified, assume applicability to all subject areas.
C.1.2 PERFORMANCE:
Services for this contract Performance Work Statement will be performed when a Task Order is issued and Notice to Proceed is provided to the contractor. The timing will be specific to each resource area, and the individual Task Orders will identify specific start work and completion dates. In general, rangeland tasks will occur between June 1 and October 31; wildlife lynx tasks will occur between January 15 and October 31, owl tasks will occur between March 1 and July 15, goshawk tasks will occur between May 25 and July 15; riparian surveys will occur between July 15 and October 31; and hydrology work will occur between July 1 and October 31. However, year to year weather variations can and do occur, thus starting and ending dates can differ from one year to the next season. Other than the data that must be submitted for work inspection and acceptance purposes, the additional deliverables are due by January 1 of the following calendar year.
C.1.3 WORK PLAN AND PROGRESS WORK SCHEDULE:
The Contractor shall prepare a work plan and progress work schedule as described in Sections C.8.5.1, C.8.5.2, and C.8.5.3 that describes how the contractor plans to complete the work within the performance period. This plan and schedule shall be provided after issuance of each Task Order but no later than 10 days before start of work. At a minimum, the Plan and Schedule will include the following: a) Quality Control Plan (QCP), and b) Progress Schedule.
The Contractor shall advise the Contracting Officer of any periods that the Contractor will not be working, not specified in the accepted Work Plan.
The Contractor may update the Work Plan when work is in progress and submit for approval to the Contracting Officer.
C.1.4 LOCATION DESCRIPTION:
The work will be performed on Shoshone National Forest administered lands. The specific location of the projects will be shown on maps attached to each Task Order. Task Orders will be issued to the Contractor with actual quantities for each resource. The Shoshone National Forest is located in north central Wyoming. A vicinity map is attached to this contract to show the general area (Section J, Exhibit A).
C.1.5 ACCESSIBILITY:
Access to project areas will be highly variable and identified in each specific Task Order. Seasonal roads may be impassable for several days after heavy rains or snow-blocked during the early spring months. Most roads are accessible between the months of May through October, though high clearance vehicles may be necessary on some roads. The Contractor shall be responsible for obtaining all necessary permission to gain access to locations. If the Contractor cannot obtain permission to access a location, the Contractor must notify the Government in writing.
Contractor shall be responsible for adhering to the USDA Forest Service travel management plan, including yearlong or seasonal closures to motor vehicles, unless authorization is obtained. Maps and photos may indicate that a road goes to the site; however, vehicle access may be difficult or restricted.
Specific site maps identifying data collection areas and road access shall accompany all Task Orders. There are areas that have limited access due to terrain. Within these areas the contractor shall select a method of access (motorized vehicle, foot, or horseback) that meets the contract or Task Order requirements.

Sample plot locations to be measured within each stand have been marked on the project maps and photos. Plot numbers have been pre-assigned for each plot in each stand.
Locating Plot Center.
Upon arrival at the specified coordinates, the Contractor shall check the photos to see if he/she is at the correct sample plot location and adjust as necessary. The Contractor shall locate the sample plot location on the ground. Installing plots in the wrong stand shall result in rejection of data.
Non-functioning GPS.
If on a particular day the GPS is unable to acquire satellites to execute the traverse from waypoint data or the GPS is unusable for any other reason the contractor may elect to use traditional methods of plot location as agreed upon between Government and the Contractor. In any event the contractor will travel to the sample plot locations to be measured within each stand that have been marked on project maps and photos.
Plot Center Identification/Flagging The Contractor shall identify sample plot centers with a marker that can be; a wire flag, a wooden stake, or another marker as agreed upon at the pre-work conference. Upon inspection, the center point of the marker where it intersects the ground shall be used as plot center. Sample plot center markers shall be firmly driven into the ground.
If the marker is not a wire flag, flagging shall be tied to the marker, and also above plot center. Flagging will be at least 12 inches long and very visible and tied in three different locations. The watershed alias, stand, and plot number shall be written legibly on the flagging or wire flag using a waterproof marker. For example: "UW0105- 01-l ".
Once the plot center has been located, the Contractor will determine the UTM of plot center with the GPS Receiver. The coordinates will then be recorded on the plot form. If satellites are not available, record the UTM provided by the Government.
Survey Technique Plots shall be located using waypoint navigation with a GPS unit. Plots shall be located on the ground according to aerial photo location. Acceptable error is +/- 30 feet of the true plot location. Recurring errors in location of sample plots greater than the acceptable error shall make the stand survey unsatisfactory and relocation of sample plots and re-measurement shall be required. In cases where government provided photo plot location differs from GPS UTM location found on the ground the photo location will prevail.
C.8.2.1.3 FORMAT DATA IS TO BE PROVIDED (SUBMITTALS):
