Questions & Clarifications:

Q. Can personal property that is included in the required Demolition be recycled, sold, or given away (i.e. picnic shelters, concrete barriers, etc.) by the contractor?

A. The metal picnic shelters can be recycled. The concrete barriers can be recycled, sold, or given away.

Q. Is there lead-based paint on the shelters? If so, can they be sold for scrap metal and recycled?

A. The paint on the picnic shelters was tested for lead-based paint. The analysis showed that the paint on the picnic shelters is not lead-based paint. There are no environmental issues with either landfilling or recycling the picnic shelters.

Q. Is removal of concrete barriers around the Amphitheater part of the work?

A. No. Drawing DE1 and DE2 show the areas and items of demolition. The amphitheater parking area is to remain as is.

Q. Can the contractor use the existing hydrants in the campground for their supply of water for construction purposes rather than pumping directly from the reservoir?

A. No. The contractor shall not take water from the hydrants within the campground or the Lucerne Complex. Water for construction purposes is available by pumping directly from the reservoir per Section 000001.1.3.6. Pumping from the reservoir can occur in the vicinity of the irrigation barge with an access road down to the shore of the reservoir. The public use concrete boat ramp shall not be used for pumping from the reservoir.

Q. What is the location and limits of the temporary fence?

A. Section 000001.3.A.1 states in part that, “the Contractor shall construct a temporary fence with appropriate signing along the West side of Loop D, the North side of the Entrance Road, and at other locations necessary to keep the public out of the work area.” As further clarification, the fence along the North side of the Entrance Road shall extend to the east to a point directly across from Loop B.

Q. Is a SWPP plan required?

A. No. However a detailed Sediment and Erosion Control Plan is required in accordance with Section 023701.

Q. To clarify the comment made at the site visit concerning “tax exempt project” A. The contractor is responsible for all Federal, State, and local taxes associated with the contract performance. There is no tax exempt status for this project.

Q. Do the borrow sites need to be re-seeded and re-shaped or just re-shaped upon completion of the work?

A. It is not necessary to re-seed the borrow sites. Section 312010.3.4.C outlines the requirements for re-shaping the borrow sites.

Q. For the irrigation loop prints IR-2 thru IR-5 shows a # 12/19 and also a #14/3. Was this designed to have one cable each coming from the pump house all the way through Loop D, or is each loop getting its own set individually from the pump house? Can you tell me who the utility for the power is going to be?

A. The irrigation sheets (pages 61-69) show the locations for the different cables. Specifically there are 2 #12/19 cables that are for valve control, one in each direction from the control location, the #14/3 was called for remote pump control. The power utility company for this area is Bridger Valley Electric with offices in Lyman, WY.
