Questions & Clarifications

05/21/13

1. Do we need to specifically fill out the Experience Questionnaire or can we just include that information in the proposal? In order for us to compare apples to apples please complete the questionnaire. It does not hurt to include within the proposal as well

2. The solicitation indicates three trips of one week duration per site will be required for field data collection. Assuming all listed data is collected during the first site visit, will the 2nd and 3rd trips be reserved solely for collection of additional stage/discharge data? If not, what data needs to be collected during each trip? It seems obvious that topographic data would be collected only once but is there any data (other than stage-discharge) that needs to be collected multiple times? It is true that stage/discharge needs are required each of the three trips. All assumptions aside, here’s how we typically collect the data: This is not the only way it can be done, contractor may have other ideas that may or may not be used First trip – videos and photos are taken, stage/discharge pair using robotic total station (RTS), because we have the RTS there we shoot the out of bank topography, habitat is not done now because you can’t usually discern habitat types at high flow, substrate is not done now because you can’t see it, and the vegetative cover is not done because it is not always fully developed at this time.

Second trip – videos and photos are taken, stage/discharge pair using robotic total station (RTS), because we have the RTS there we shoot the rest of the out of channel and in channel topography so if we have any holes/problems associated with the topography we can correct them on the final site visit, and we may or may not shoot cover component.

Third trip - videos and photos are taken, stage/discharge pair using robotic total station (RTS), because we have the RTS there we fix and holes/problems with the topography or vegetation if it was done during the last trip, meso habitat typing within and without survey reach, vegetation cover if not done last trip, substrate polygon delineations.

3. I have several questions regarding the cost sheet some of which are provided below. An example would help clarify my questions. If possible, I would like to discuss this over the phone.

a. For the Field Data Collection, should we scope an entire site (i.e. 3 trips of one week duration per site) then divide by # of days (15) to get daily cost?

b. What does “including travel on site” mean?

c. Do we assume 8 hours per day for the daily unit cost?

d. For scoping the Daily cost for Hydraulic Modeling, Fish Habitat Modeling and Reporting should we scope an entire site to determine cost and hours then divide the cost by the number of person-hours?

i. example: total cost = $10,000 and total person hours are 100; so # of days = 100/8 = 12.5 and cost per day = 10,000/12.5 = $800/day.

The Schedule B has been revised.

4. Do we need to provide Taxpayer Identification Number (TIN) – It was highlighted in the solicitation. Yes

5. Is there a consolidated and concise list of the items that are required for the proposal so we can be sure we include everything that is required in the submittal?

Everything is within the solicitation, many of the items that are missed are even highlighted throughout.

6. Who is the incumbent Contractor(s)? There is no incumbent Reading the Award Determination text, it appears like the Forest Service may award more than one contract. If that is the case, how many contracts will be awarded? We have the option to award more than one, but we do not intend to make multiple awards

7. How many hard copies of the quote submittal will be required? 2 please

8. Can we assume all sites will be accessible by 4wd vehicles? Assume for the purposes of the cost estimate here that they are. (Future calls may have sites that require walking into from a location)

9. Will flow rating curves be needed for the streams that are measured? In the sense that a stage discharge pair will be collected during each site visit, yes a flow rating curve will be needed for the streams measured. This information is used in the fish habitat modeling development. The development of a standard USGS flow rating curve with dozen of stage/discharge pairs will not be required of the contractor.

10. Will habitat preference criteria be provided by the USFS or the Idaho agencies, or will the consultant team have to develop/find/propose them and get them approved by the agencies? Contractor will not need to develop these. They will be chosen from existing habitat preference criteria by the USFS in collaboration with the contractor.
