Prevalent Level Asbestos Air Monitoring & Surface Wipe Testing For Asbestos March 27, 2014

Gila Cliff Dwellings National Monument

I. EXECUTIVE SUMMARY

At the request of the National Park Service, Gila Cliff Dwellings National Monument, the U.S. Public Health Service (USPHS), Federal Occupational Health Service (FOH) conducted prevalent level asbestos air monitoring and surface wipe testing for asbestos at Housing Units 1 thru 4, and the Visitor Center located within the Gila Cliff Dwellings National Monument, New Mexico. A total of seventeen air samples were collected. Three air samples in each of the housing units and five within Visitor Center. FOH Industrial Hygienist and AHERA Inspector, Scott Fontenarosa, conducted the on-site sampling on March 27, 2014.

The project was initiated as a result of water damage and disturbance to known asbestos containing ceilings within the buildings. All samples were analyzed by the Federal Occupational Health Environmental Laboratory in Denver, Colorado for total airborne fiber concentration by Phase Contrast Microscopy (PCM) using NIOSH Method 7400A. The air sample with highest PCM fiber count result from each building was further analyzed by Transmission Electron Microscopy (TEM) in accordance with AHERA (40 CFR Part

763) protocol for asbestos fiber concentration determination. Results of laboratory analysis by PCM indicated concentrations ranged from 0.007 fibers per cubic centimeter of air (f/cc) to 0.017 f/cc. All of the PCM samples were below the Occupational Safety and Health Administration (OSHA) Permissible Exposure Limit (PEL) of 0.10 f/cc. No asbestos structures were found in any of the air samples analyzed via TEM. The Environmental Protection Administration (EPA) under the Asbestos Hazard Emergency Response Act (AHERA) uses 70 asbestos structures per cubic centimeter (cc) as a clearance criterion for asbestos abatement projects.

Thirty wipe samples, five from each Housing Unit and ten from the Visitor Center were collected and analyzed using Polarized-Light Microscopy (PLM) in accordance with guidelines by EPA’s Method for Determination of Asbestos in Bulk Building Materials (EPA-600 / R-93-116). Asbestos fibers were detected in three samples collected from Housing Unit #4, two samples from Housing Unit #3, one sample from Housing Unit #2, and three samples from the Visitor Center.

Wipe sample results indicate there is asbestos contamination in Housing Units #2, #3, #4, and the Visitor Center buildings. FOH recommends that these buildings be abated (decontaminated) by cleaning all surfaces within these buildings using HEPA vacuuming and wet-wipe cleaning methods. A solution of trisodium phosphate which is a good surfactant should be used to wet clean. This work should be conducted by individuals with asbestos awareness/worker training. Following decontamination a visual clearance inspection should be conducted by an asbestos consultant and follow-up wipe sampling should be conducted to verify the abatement was adequate to remove detectable asbestos fibers from surface dust. The buildings should be safe to occupy as long as the asbestos containing textured ceilings are not disturbed and the ceiling texture remains in good non-friable condition. Ceiling areas that are damaged should be repaired and/or encapsulated.

II. INTRODUCTION

Federal Occupational Health’s Division of Environmental Health Services conducted prevalent level asbestos air monitoring and surface wipe testing for asbestos at Housing Units 1 thru 4, and the Visitor Center located within the Gila Cliff Dwellings National Monument, New Mexico. on March 27, 2014. FOH performed this assessment through an inter-agency agreement recently established between FOH and

Prevalent Level Asbestos Air Monitoring & Surface Wipe Testing For Asbestos March 27, 2014

Gila Cliff Dwellings National Monument

NPS. The work was performed in accordance with the Statement of Work developed specifically for the project.

III. FACILITY DESCRIPTIONS

Housing Units 1 thru 4 are single story structures utilized as living quarters by NPS personnel. On the date of the survey, only Housing Units #3 and #4 were occupied Each housing unit consists of approximately 1240 square feet of space with the following rooms: Living room, dining room, kitchen, laundry room, restroom(s), and three bedrooms. The exterior siding of the building is wood a with a flat roof that is slightly pitched. Interior construction consists of wallboard textured ceilings, painted wallboard walls, and carpet or vinyl flooring.

The Visitor Center is a one story building, that is approximately 2500 square feet. It houses three NPS offices as well as a reception/lobby area for park visitors, a gift/book store, and museum. Other rooms include a break room, server room, and library. The restrooms are located in an adjacent building. The exterior building is stone construction and the roof is flat. Interior ceiling are texture wallboard, walls are painted wallboard or concrete, floor are carpet or vinyl floor tile.

IV. SURVEY METHODOLOGY

Air-monitoring for asbestos fibers was conducted in accordance with the National Institute of Occupational Safety and Health (NIOSH) Manual of Analytical Methods (NMAM) 7400 Method. NMAM is a collection of methods for sampling and analysis of contaminants in workplace air. These methods have been developed or adapted by NIOSH or its partners and have been evaluated according to established experimental protocols and performance criteria.

Area samples were collected at breathing zone height utilizing a 25-mm cassette assembly with 0.45-μm cellulose ester membrane filter. The filter cassettes were attached to Gast and Emerson Rotary Vane Pumps which were calibrated to a flow rate of approximately 10 liters per minute (lpm). The high flow pumps were calibrated before and after sampling using a rotometer that was calibrated against a Bios Drycal DC-Lite Primary Flow Meter.

Air samples were submitted to the Federal Occupational Health, National Environmental Reference Laboratory (NERL) in Denver, Colorado for analysis by PCM using NIOSH Method 7400A and further analysis using TEM AHERA (40 CFR Part 763) protocols.

PCM analysis is not definitive for asbestos. With this method all fibers that meet an aspect ratio of 3:1 length/width and are at least 5 micron in size are counted as asbestos fibers although they be non-asbestos fibers such as cellulose (cotton fibers), mineral wool, fiberglass fibers, synthetic fibers, etc. as well as particulates that meet the definition of a fiber. As a result a “high” PCM fiber count does not necessarily mean the airborne asbestos levels are high. Therefore TEM analysis, which is definitive for asbestos (method distinguishes between asbestos and non-asbestos fibers) was chosen to analyze the highest PCM fiber count sample from each building tested.

Prevalent Level Asbestos Air Monitoring & Surface Wipe Testing For Asbestos March 27, 2014

Gila Cliff Dwellings National Monument

Wipe samples were collected from various representative non-porous horizontal surfaces using a 25 mm MCE filter. Wipes samples were submitted to the Federal Occupational Health NERL in Denver, CO and analyzed by Polarized-Light Microscopy (PLM) in accordance with guidelines by EPA’s Method for Determination of Asbestos in Bulk Building Materials (EPA-600 / R-93-116).

IV. FINDINGS AND RESULTS

A total of seventeen air samples were collected. Three air samples in each of the Housing Units and five within the Visitor Center. The air sample with highest PCM result from each building was further analyzed by Transmission Electron Microscopy (TEM) in accordance with AHERA (40 CFR Part 763) protocol for asbestos fiber concentration determination.

These results indicate there is asbestos contamination in these buildings.

Prevalent Level Asbestos Air Monitoring & Surface Wipe Testing For Asbestos March 27, 2014

Gila Cliff Dwellings National Monument

FOH recommends that Housing Units #2, #3, #4, and the Visitor Center buildings be abated (decontaminated) for asbestos. by cleaning all surfaces within these buildings using HEPA vacuuming and wet-wipe cleaning methods.
