SOLICITATION CHANGES:

1. Add (15) Maps

2. Add Exhibit B-16 Alternative Acess Route (Norris POL)

3. Add Exhibit B-17 Certification of Noxious Weed Free Equipment

4. Add Revised Section J (Exhibits) Questions & Responses:

1. The 4 in. – 9 in. material described as “POL” that requires cut/skid/pile on landing; does USFS maintain ownership of this material to be sold by USFS at a later date, or does contractor, if chooses, assume ownership of this material with the option of selling & if so, does the contractor need to factor in bid, the off setting value of product?

Response: All material remains the property of the Forest Service and will be scaled and sold at a later date, there is no salvage allowed under this contract.

2. The 4 in. material described as PCT; can the contractor masticate these trees on site with any pruned limbs & down woody debris, rather than the prescribed handfall, lop & scatter (except for steep slopes that wouldn’t be conducive to equipment)?

Response: This is acceptable as long as the contractor is able to maintain acceptable stocking rate and not just masticating everything on the ground.

3. 4 in. to 9 in. POL tree; if POL material is found to be non-saleable by any party, is there an opportunity to cut/skid/pile as little as possible of this material & just masticate these stems on site, such to minimize costs of treating material?

Response: All material of the 4 in. – 9 in. class will be removed from the stand in an effort to reduce the fuel loading there is no processing of removed product required all material is to be brought to the landing limbs and all decked as such.

4. Is there a company that is purchasing/ processing clean – spec. chips locally that may have interest in the POL material?

Response: Dakota Panel in Rapid City SD has a facility thet utilizes chips, however you’ll need to contact them for this type of information.

5. Clarify the equipment cleaning requirement.

Response:

At the inception of this contract the contractor will be required to certify that all equipment to be used “Off Road” on this contract is weed free “Off-Road equipment” includes all logging and construction machinery, except for log trucks, chip vans, service vehicles, water trucks, pickup trucks, cars and similar vehicles.

Once moved onto the contract the contractor will be required to clean equipment using whatever cleaning methods are necessary to ensure that off-road equipment is free of noxious weeds for moves between the different project areas. Equipment shall be considered clean when free of soil, seeds, and other such debris as determined by visual inspection. Disassemblies of equipment components or specialized inspection or cleaning tools are not required.

Once on a project the contractor will not be required to re-clean equipment for moves between units within the same project with the exception of the Mitchell project area, and the Raccoon project option item #3.

Exhibit B-16 Alternative Access to Norris POL units #1 & #2

At this time the USFS no longer has an easement across private property to access the forest via the Log Porch road as stated in solicitation AG-82X9-S-11-0037. Access to the forest via this route will need to be acquired on case by case basis. Permission to access via this route may be acquired by contacting the property owner of the log home on the left side of the road prior to the FS gate.

If access can not be gained via this point there is an alternative point of entry.

*Form the west edge of Rapid City on Nemo road going west approximately 2 miles to the intersection of Schroder road (FSR 199). Go south, southwest on Schroder road (FSR 199) to the forest boundary at the FS gate, continue west to the intersection of FSR 199.2B. At this point go north on FSR 199.2B to the point at which it changes to FSR197.2A. Go north northwest on FSR197.2A to FSR197. Go north northwest on FSR 197 to the intersection of FSR 173. Go south southwest on FSR 173 to the intersection of the user defined road at the top of the hill. Go east along the ridge on the user defined road approximately ¾ miles. At this point Unit #1 will be on both sides of the road and off to the east. From the intersection of the user defined road and FSR 173 continue on to the south southwest on FSR 173 approximately 1 ¼ mile at this point unit #2 will be on both sides of the road to the south.

*Portions of this route are not on all weather roads and passage may be difficult if not impossible during periods of wet weather.
