FY16 Denver Water Hand Thinning PAGE 1 of 12

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 SCOPE OF CONTRACT: Construction of fuel modification zones including cutting of trees, slashing of shrubs and small vegetation, pruning of residual trees, and related work in compliance with its terms, specifications, and provisions. This work will be conducted using hand methods only (chain saw, brush cutter, etc.) – tracked or wheeled equipment may not be used for this contract. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals. This portion of Phase 2 of the Upper South Platte Project includes

907 acres of treatment for the required items.

C.2 Applicable Directives: All applicable legal directives pertaining to this project are described in Decision

Notice and Finding of No Significant Impact for the Phase 2 Environmental Assessment for the Upper South Platte

Watershed Protection and Restoration Project, signed September 17, 2009 by District Ranger Randy Hickenbottom.

Other important directives referenced in this document include the Land and Resource Management Plan for the

Pike and San Isabel National Forests, as well as the Biological Opinion for Phase 2 of the Upper South Platte

Project. Each of these documents is available at the South Platte District Office.

C.3 Statement of work

C.3.1 Location and Description: This project is located on the South Platte Ranger District, Pike National

Forest, on National Forest System land located along and east of the South Platte River, generally between Twin

Cedars on the north and Oxyoke on the south (see vicinity map). The contract area is located approximately 40 road miles south and west of downtown Denver, Colorado. The treatment units are located in sections 11, 12, 13, 14, 22, 23, 24, 25, 26 and 27 of Township 8 South, Range 70 West (Map 1). All legal descriptions are located using the 6th

Principal Meridian, and are in Jefferson County, Colorado.

C.3.2 Access: Access to the treatment units is from Douglas County Road (DCR) 97, as well as National Forest

System Road (NFSR) 530 and 530 spur road (see Map 3). When conditions exist for resource damage to occur on

NFS Roads, the contractor shall notify the COR or CO and immediately stop use of the NFSR. If this action causes undo delay in accessing treatment units the contract shall be suspended and time shall not be charged against the contract.

Units may also be accessed by crossing the South Platte River. Crossing on foot can be dangerous and is only recommended when water levels are low. Any structures that could be used to cross the river must be approved by the COR in coordination with the South Platte District Ranger (or acting) prior to use. Within each unit, travel will generally be cross-country, by foot, on sometimes rough and steep terrain. Motorized equipment, such as all-terrain vehicles (ATVs), may only be used on approved access routes and may not be used to travel cross-country within treatment units. The contractor is advised that communications are poor to non-existent in the units. Cell phone coverage is generally not available. The contractor may want to consider arranging alternate means of communication and safety check-in, check-out procedures. Table C.3.2 contains additional descriptions of the access to each unit.

C.3.3 Boundaries of Treatment Units: The exterior boundaries of each treatment unit are marked with orange flagging and blue boundary signs (with the unit number marked on the sign). Boundaries are not painted. The contractor will be provided with topographic and aerial photograph maps of each treatment unit at a scale designated on the map. At the contractor’s request GIS shape files or GPS track logs can be provided to aid in unit boundary location.

C.3.4 Contractor Furnished Items: The contractor shall provide all labor, transportation, materials, and equipment necessary to perform the work described in this contract.

The contractor shall provide a bilingual speaking foreman, with the ability to speak, articulate and understand English.

C.3.5 Government Furnished Items: The government will provide:

Topographical and aerial photograph maps at a scale designated on the map showing the boundaries of each treatment unit.

GIS and GPS-compatible digital data for the boundaries of each treatment unit, as requested.

Forest Service access key and gate information.

Maps and digital data need not be returned at the end of the contract. Access keys and gate information must be returned within 24 hours of final contract acceptance. Replacement cost of lost keys is $300.00 per key.

C.3.6 Technical Treatment Specifications: Unless otherwise noted here, the specifications from the master contract will be applicable to all treatment units.

NOTE: This work shall be conducted using hand (manual) methods only (chainsaw, brush cutter, etc.) – tracked or wheeled equipment may not be used for this contract.

C.3.6.1 General Objectives: The purpose of this project is to: 1) reduce the risk of large-scale fires and subsequent erosion in the watershed that could threaten property and human life and exacerbate soils and water quality problems; 2) restore the forest to more sustainable conditions; and 3) improve habitat used by the federally-listed

Pawnee montane skipper.

The primary objective of the treatments in each unit will be to modify forest vegetation structure and potential fire behavior. To accomplish this objective, a series of activities including cutting of trees, slashing of shrubs, pruning of residual trees, and appropriate slash disposal will be implemented in each treatment unit. More specific details of the treatments in the individual units are described below.

C.3.6.2 Treatment Specifications Common to all Treatment Units: The following treatment activities apply to all treatment units.

C.3.6.2.1 Spacing: Tree spacing will be required as specified for this contract. Thinning goals will be based on the silvicultural prescription and averaged across the entire treatment unit. Trees per acre goals for each unit are specified in section C.3.6.3. Actual trees per acre in completed units can vary as shown in Table 3.6.3.

The purpose of thinning from below would be to use the existing dominant/co-dominant stand structure to mimic natural, irregular, patchy landscape patterns. Openings should be expanded, open stands should become more open, and denser stands should remain relatively dense, though much more open than the pre-treatment condition.

FY16 Denver Water Hand Thinning PAGE 3 of 12

C.3.6.2.2 Criteria for Selection of Leave Trees: Manually thin from below, removing all trees up to specified diameter classes until the targeted trees per acre has been met. Some smaller trees of good form and vigor shall only be retained where specified in C.3.6.3 and will promote age class diversity in those units. Trees selected for retention should have crown ratios greater than 40%, show good form and vigor, and not have forked tops.

Cottonwood, willow, and other riparian trees and shrubs shall not be cut. Aspen and ponderosa pine should be favored for retention. Douglas-fir should be favored for removal. While ponderosa pine should be favored for retention, do not cut a superior Douglas-fir over a less desirable ponderosa pine. All Rocky Mountain juniper shall be cut where safely practical.

Where aspen clones exist, enhance future recruitment and survival of the aspen by removing all conifers less than 12 inches dbh from within the aspen clone and within 1.5 tree heights surrounding the aspen following the other selection criteria. An aspen clone is defined as a dense patch of aspen trees at least 0.10 acre in size. This requirement does not apply to scattered individual aspen trees. In areas of dwarf mistletoe infection, favor retaining non-infected trees over infected trees. In heavily infected areas favor the Douglas-fir for retention. Use these areas as possible openings.

Favor removal of live trees infested by mountain pine beetle or other insects. This includes trees with recent hits or visible signs of dying trees such as thinning, browning crowns. Save snags that have already lost their needles for wildlife habitat. Do not cut snags except where they are a hazard.

C.3.6.2.3 Treatment of Surplus Trees and Shrubs: Trees and shrubs shall not be girdled under this contract; all trees and shrubs selected for removal shall be cut as specified under C.3.6.2.2 of this contract. All conifers and hardwoods 12 inches DBH and larger are reserved from cutting and girdling. Trees shall not be removed from riparian areas. Trees removed adjacent to riparian areas shall be felled to avoid riparian vegetation to the extent this can be safely accomplished.

This contract requires the manual removal of shrubs only where the shrubs have the potential to act as ladder fuels under a timber overstory in upland areas. All shrubs in riparian areas shall be retained. All shrubs two feet in height or taller shall be manually cut where they are growing under the drip line of selected leave trees in upland areas. Cut shrubs shall be pulled back a minimum of 4 feet from the tree bole. Cutting of shrubs in upland areas that are not growing under selected leave trees is not required; however, they may be cut as needed for safety or access to trees or shrubs that will be cut. Shrubs growing under snags need not be cut.

C.3.6.2.4 Slash Treatment: All slash shall be treated as by one of two methods, depending on unit: either lop and scatter or hand piling. Table 3.6.3 shows the slash method applicable to each treatment unit.

For units with lop and scatter as the required slash treatment (Bid Item 1), the following specifications apply:

Maximum slash depth is 12 inches.

Slash shall be secure and not able to roll downhill.

Slash shall not be placed in stream channels.

Slash shall not be placed on or across National Forest System Trails running through or bordering units.

Slash may extend one tree length outside the unit boundary, provided all other contract requirements are met

(slash depth, roads and trails kept open, etc.) and all slash remains on National Forest System lands.

No slash may be placed in the transmission line right-of-ways.

For units with hand piling as the required slash treatment (Bid Item 2), the following specifications apply:

All slash between 1 and 6 inches in diameter and greater than 2 feet in length shall be piled.

Slash between 3 and 6 inches in diameter shall be bucked into sections no more than 3 feet in length before being piled.

Trees greater than 6.0 inches in diameter shall be limbed in such a way as to lay the bole on the ground.

Bucking of cut material is not required, except where necessary to get the bole on the ground, all bucked logs shall be secure and not able to roll downhill. Logs shall not be placed in stream.

Piles shall not be placed on top of stumps, logs, or other large (greater than 5 inch diameter) woody material.

Maximum pile size shall be 10 feet in diameter by 8 feet in height and minimum pile size shall be 7 feet in diameter by 5 feet in height.

Piles shall not be placed in stream channels or within 66 feet of stream channel.

Piles shall not be placed under the drip-line of residual trees or within 15 feet, whichever is greater in distance.

Piles (edge) shall not be placed within 15 feet of a unit boundary, road, and trail or transmission line right-of-way.

FY16 Denver Water Hand Thinning PAGE 4 of 12

Piles shall not be within 75 feet of unit boundaries that are adjacent to private property.

Slash treatment shall be concurrent and progressive with thinning. The Contractor shall not move into a new treatment unit without completion of slash treatment requirements, unless otherwise approved in writing by the CO.

Trees shall be limbed in such a way as to lay the bole on the ground. Bucking of cut material is not required, except where necessary to get the bole on the ground. All bucked logs shall be secure and not able to roll downhill. Logs shall not be placed in stream channels.

Units to be piled that border the South Platte River (Long Scraggy 4B and Osprey 1C) and private land (Nighthawk

3B and 4B) shall not have any piles made within 75 feet of the boundary line. Additionally, lop and scatter units along the river (Long Scraggy 4A, Long Scraggy 4C and Osprey 1A) shall have no slash crossing the boundary nearest the river.

C.3.6.2.5 Pruning: Trees selected as leave trees shall be manually pruned to a minimum height of 6 feet as measured from the downhill side of the tree, except that a 50% live crown to height ratio shall be retained on any leave trees less than 12 feet in height. Snags shall not be pruned. All limbs to be pruned both live and dead shall be cut cleanly and flush (as close to the bole of the tree as possible). Pruned material shall be pulled back a minimum of

4 feet from the tree bole.
