SUMMARY OF WORK
PART 1 - GENERAL
1.1 SUMMARY
A. Work for this project consists of the demolition and removal of the Val Verde Guard Station. The structural condition of the building is very poor, so extensive safety measures will be needed for the duration of the project. In addition, the building’s sheet vinyl flooring contains asbestos, therefore proper removal and disposal techniques must be taken by a licensed asbestos removal company. A plan of action, prepared by an asbestos consultant licensed in the State of Colorado, shall be submitted prior to commencement of work. After the asbestos material is removed and the building is demolished, scrape and properly dispose of the top 2 inches (minimum) of topsoil and uniformly rough grade the area to a smooth surface, free from irregularity and surface changes. Seed all areas disturbed by work activities.
1.2 LOCATION
A. This project is located in the Divide Ranger District of the Rio Grande National Forest at Rock Creek Recreational Area (RA). The site is approximately 15 miles southwest of Monte Vista, CO by vehicle on FSR 28. A project site vicinity map is included in the project drawings.
1.3 GENERAL SITE CONDITIONS AND WEATHER
A. The elevation of the site is approximately 9,200 feet above mean sea level. The construction site experiences heavy snowfall and extremely cold temperatures, with snow on the ground typically from mid-September through May.
1.4 USE OF PREMISES
A. Two popular Forest Service campgrounds, including Rock Creek Campground which lies approximately 500 feet beyond the project site, are accessed by FSR 28, the same road which the demolition building is accessed by. Ensure all construction activities protect all users of this road and minimize disturbances to use of FSR 28.
B. Confine storage of materials to areas as approved by the CO.
C. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all phases of work. Contractor shall minimize disturbance of all undisturbed areas.
1. Provide two (2) signs for FSR 28 to state “HAZARDOUS WASTE REMOVAL
OPERATIONS AHEAD” and place them to guard both directions of traffic 500 feet from the project site.

2. Signs shall be 24” x 24” diamond shaped and shall have a black lengend and border on an orange background.
3. All lettering, colors, and placement heights shall conform to the Manual on Uniform Traffic Control Devices (MUTCD), 2009 edition.
D. Preservation of Natural Features: Confine all operations to work limits of the project.
Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
1. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with CO and remove agreed-on roots and branches that interfere with construction.
2. Do not fasten ropes, cables, or guys to existing trees.
3. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
E. Ensure that all equipment brought on site has been cleaned for noxious weeds and certify that all materials brought on site are weed free.
1.5 MEALS AND LODGING
A. Meals and lodging are commercially available in the City of Monte Vista within 15 miles of the construction site. Meals or lodging will not be available at Forest Service facilities.
1.6 CAMPING
A. Rock Creek Campground, which lies approximately 500 feet beyond the project site, is available for use. All normal Forest Service campground regulations, including usage fees and space availability, will be applicable.
1.7 CONSTRUCTION SEQUENCE
A. The construction sequence shall be submitted to and approved by the CO prior to the start of work.
B. Coordinate hazardous material remediation sequences with the building demolition activites.
C. Depending on conditions, normal Forest Service fire restrictions may apply to activities associated with this project.
1.8 FIELD VERIFICATION
A. Field verify all new and existing dimensions affecting the work of this contract before ordering products.

1.9 PERMITS
A. Special permits required by County, State, or Federal laws or regulations shall be obtained by the Contractor, including, but not limited to, any required asbestos removal or disposal permits, hazardous waste transportation permits, and building demolition permits.

PART 1-GENERAL
1.1 USE OF PREMISES
A. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated.
1. Limits: Confine constructions operations to area immediately around the demo-lition site.
2. The Val Verde Guard Station area will be closed off to the public during all work.
3. Natural Features: Do not remove, injure, or destroy trees or other plants without prior approval.
a. Consult with CO and remove agreed-on roots and branches that interfere with construction.
b. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

ACCIDENT PREVENTION
PART 1 - GENERAL
1.1 DESCRIPTION
A. The work of this section consists of establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.
1.2 QUALITY ASSURANCE
A. Clauses entitled "Accident Prevention" and "Permits and Responsibilities" of the General Provisions. In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work.
B. Qualifications of Employees
1. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
2. To as great an extent as possible, do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
3. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
4. Contractor shall submit all hazardous material remediation licenses and certificates necessary to complete the work with the bid. Comply with requirements in Division 1 Section “Submittal Procedures.”
1.3 ACCIDENT REPORTING
A. Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Within 7 days of a reportable accident, fill out and forward to the CO a DI-134 form, which may be obtained from CO.
B. All Other Accidents: The Contractor shall report all other accidents to the CO as soon as possible and assist the CO and other officials as required in the investigation of the accident.

PART 2 – PRODUCTS
2.1 First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
2.2 Personnel Protective Equipment: Meet requirements of NIOSH and OSHA, where applicable, as well as ANSI.
2.3 Barriers: Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations.
PART 3 – EXECUTION
3.1 EMERGENCY INSTRUCTIONS: post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site. Cell phone coverage may not be available in the area however.
3.2 ESCAPE ROUTES: provide and maintain adequate escape routes at all times in accordance with the Life Safety Code (NFPA 101-91). No corridor, aisle, stairway, door, or exit shall be obstructed or used in a manner that interferes with escape routes.
3.3 PROTECTIVE EQUIPMENT
A. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
B. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.4 SAFETY MEETINGS
A. As a minimum, conduct weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.
B. Conduct monthly safety meetings for all levels of supervision. Notify the CO so that he may attend. These meetings shall be used to review the effectiveness of the Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe construction activities, and for updating the accident prevention program. The CO will enter the results of the meetings into his daily log.
3.5 HARD HATS AND PROTECTIVE EQUIPMENT AREAS
A. A hard hat area will be designated by the CO. The hard hat area shall be posted by the Contractor in a manner satisfactory to the CO.

B. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. As a minimum, provide six hard hats for use by visitors. Change liners before reissuing hats.
3.6 TRAINING
A. First Aid: Provide adequate training to ensure prompt and efficient first aid.
B. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.

PART 1- GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for submitting Product Data, Samples, and other miscellaneous submittals.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Contracting Offic-er’s (CO's) responsive action.
B. Informational Submittals: Written information that does not require CO's approval.
Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. CO reserves the right to withhold action on a submittal requiring coordina-tion with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for resub-mittals, as follows. Time for review shall commence on CO's receipt of submittal.
1. Initial Review: Allow 5 days for initial review of each submittal. Allow addi-tional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. If intermediate submittal is necessary, process it in same manner as initial sub-mittal.
3. Allow 5 days for processing each resubmittal.
4. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
C. Identification: Place a permanent label, title block, or title page on each submittal for identification.
1. Indicate name of firm or entity that prepared each submittal on label, title block, or title page.

2. Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by CO.
3. Include the following information on label for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Unique identifier, including revision number.
f. Number and title of appropriate Specification Section.
g. Drawing number and detail references, as appropriate.
h. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
E. Additional Copies: Unless additional copies are required for final submittal, and un-less CO observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.
F. Use for Construction: Use only final submittals with mark indicating action taken by CO in connection with construction.
PART 2 – PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.
1. Number of Copies: Submit two (2) copies of each submittal, unless otherwise indicated. CO will mark up and retain one returned copy as a Project Record Document.

2.2 INFORMATIONAL SUBMITTALS
A. General: Prepare and submit Informational Submittals required by other Specification Sections.

2. Certificates and Certifications: Provide a notarized statement that includes sig-nature of entity responsible for preparing certification. Certificates and certifi-cations shall be signed by an officer or other individual authorized to sign doc-uments on behalf of that entity.

PART - GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for contract clo-seout, including, but not limited to, the following:
1. Inspection procedures.
2. Project Record Documents.
3. Instruction of Government personnel.
4. Final cleaning.
B. See Divisions 2 through 16 Sections for specific closeout and special cleaning re-quirements for products of those Sections.
1.2 SUBSTANTIAL COMPLETION
A. Preliminary Procedures: Before requesting inspection for determining date of Sub-stantial Completion, complete the following. List items below that are incomplete in request.
1. Prepare a list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.
2. Submit specific warranties, workmanship bonds, maintenance service agree-ments, final certifications, and similar documents.
3. Obtain and submit releases permitting Government unrestricted use of the Work and access to services and utilities.
4. Prepare and submit Project Record Documents, operation and maintenance ma-nuals, Final Completion construction photographs and photographic negatives, damage or settlement surveys, and similar final record information.
5. Terminate and remove temporary facilities from Project site, along with mock-ups, construction tools, and similar elements.
B. Inspection: Submit a written request for inspection for Substantial Completion. On receipt of request, CO will either proceed with inspection or notify Contractor of un-fulfilled requirements. CO will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by CO, that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous in-spections as incomplete is completed or corrected.
2. Results of completed inspection will form the basis of requirements for Final Completion.

1.3 FINAL COMPLETION
A. Preliminary Procedures: Before requesting final inspection for determining date of Final Completion, complete the following:
1. Submit certified copy of CO’s Substantial Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by CO. The certified copy of the list shall state that each item has been completed or otherwise re-solved for acceptance.
B. Inspection: Submit a written request for final inspection for acceptance. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled re-quirements. CO will prepare a final Certificate for Payment after inspection or will notify Contractor of construction that must be completed or corrected before certifi-cate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous in-spections as incomplete is completed or corrected.
1.4 LIST OF INCOMPLETE ITEMS (PUNCH LIST)
A. Preparation: Submit three copies of list. Include name and identification of each space and area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are out-side the limits of construction.

3.1 FINAL CLEANING
A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and anti-pollution regulations.
B. Cleaning: Employ experienced workers or professional cleaners for final cleaning.
1. Complete the following cleaning operations before requesting inspection for cer-tification of Substantial Completion for entire Project or for a portion of Project:
a. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste ma-terial, litter, and other foreign substances.
b. Remove petrochemical spills and other foreign deposits.
c. Rake grounds that are neither planted nor paved to a smooth, even-textured surface.

d. Remove tools, construction equipment, machinery, and surplus material from Project site.
e. Leave Project clean and ready for occupancy.
C. Comply with safety standards for cleaning. Do not burn waste materials. Do not bury debris or excess materials on Government property. Do not discharge volatile, harm-ful, or dangerous materials into drainage systems. Remove waste materials from Project site and dispose of lawfully.

1.1 SUMMARY
A. This work shall consist of clearing, grubbing, trimming, removing, and disposing of or treatment of timber, construction slash, and debris. This work shall also include preservation of vegetation and objects designated to remain from injury or defacement.

3.1 CLEARING & GRUBBING
A. All debris, trees, stumps, roots, and other protruding vegetative material within the clearing limits, designated by the Contracting Officer (CO) to be removed, shall be cleared, grubbed, removed, and disposed of. All other debris, trees, stumps, roots, and other protruding vegetative material that is NOT designated to be removed shall remain from injury or defacement.

BUILDING DEMOLITION
1.1 SUMMARY
A. This Section includes demolition and removal of the Val Verde Guard Station facility.

1.3 DEFINITIONS
A. Remove: Detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or recycled.
1.4 SUBMITTALS
A. Qualification Data: For the following:
1. Demolition firm.
2. Professional engineer (if utilized).
B. Proposed Protection and Control Measures
1. Submit statement or drawing that indicates the measures proposed for use, pro-posed locations, and proposed time frame for their operation. The plan must be approved by the Contracting Officer (CO) prior to commencement of work for conformance to these specifications. Identify options if proposed measures are later determined to be inadequate. Include measures for the following:
a. Asbestos material removal.
b. Environmental protection.
c. Dust control.
d. Noise control.
C. Schedule of Building Demolition Activities
1. Indicate detailed sequence of demolition and removal work, with starting and ending dates for each activity and locations of temporary protection and means of egress. Coordinate hazardous material remediation sequences with this sche-dule. The schedule must be approved by the CO prior to commencement of work for conformance to these specifications.

D. Pre-demolition photographs
1. Show existing conditions of adjoining natural features that might be miscon-strued as damage caused by building demolition operations. Submit before Work begins.
E. Landfill Records
1. Indicate receipt and acceptance of hazardous wastes by a landfill facility li-censed to accept hazardous wastes.
F. Special Permits
1. Submit copies of any special permits required by County, State, or Federal laws or regulations obtained for work, including all necessary demolition permits.
1.5 QUALITY ASSURANCE
A. Regulatory Requirements
1. Comply with governing EPA notification regulations before beginning demoli-tion. Comply with hauling and disposal regulations of authorities having juris-diction.
B. Standards
1. Comply with ANSI A10.6 and NFPA 241.
C. Predemolition Conference
1. Notify the CO and Contracting Officer’s Representative (COR) of this confe-rence 48 hours before meeting; conduct conference at project site.
1.6 PROJECT CONDITIONS
A. Government assumes no responsibility for buildings and structures to be demolished.
1. The Government as far as practical will maintain conditions existing at time of inspection for bidding purpose.
2. The overall structural integrity of the demolition building cannot be assured by the Government and shall be thoroughly investigated before commencement of work. Ensure that all necessary safety precautions are taken throughout the du-ration of this project. See photos on the project drawings for an idea of the con-dition of the project building.
B. Hazardous Materials: Hazardous asbestos materials are present in buildings and struc-tures to be demolished. A report on the presence of asbestos materials is attached to the end of the specifications and is also on file for review and use. Examine report to become aware of locations where hazardous materials are present.
1. Hazardous material remediation is specified elsewhere in the Contract Docu-ments.

2. Do not disturb hazardous materials or items suspected of containing hazardous materials except under procedures specified elsewhere in the Contract Docu-ments.
C. Storage or sale of removed items or materials on-site is not permitted.
1.7 COORDINATION
A. Arrange demolition schedule so as not to interfere with the Government’s on-site op-erations.
PART 2 – PRODUCTS (NOT USED)
PART 3 - EXECUTION
3.1 EXAMINATION
A. Survey existing conditions and correlate with requirements indicated to determine the demolition methods and sequence to be used.
B. When unanticipated mechanical, electrical, or structural elements are encountered, in-vestigate and measure the nature and extent of the element. Promptly submit a written report to CO.
C. Contractor shall perform, or engage a professional engineer licensed to practice in the State of Colorado to perform, an engineering survey of condition of building to deter-mine whether removing any element might result in structural deficiency or unplanned collapse of any portion of structure during building demolition operations.
D. Coordinate hazardous material remediation sequencing with building demolition oper-ations. Verify that hazardous material safety procedures are utilized in all necessary stages of work.
3.2 PREPARATION
A. Temporary Shoring: Provide and maintain interior and exterior shoring, bracing, or structural support to preserve stability and prevent unexpected movement or collapse of construction being demolished.
3.3 PROTECTION
A. Temporary Protection: Erect temporary protection, such as walks, fences, railings, ca-nopies, and covered passageways, where required by authorities having jurisdiction, and as indicated. Comply with requirements in Division 1 Section "Temporary Facili-ties and Controls."
1. Protect existing landscaping to remain.

2. Provide temporary barricades and other protection required to prevent injury to people.
3. Provide protection to ensure safe passage of people around building demolition area.
3.4 DEMOLITION, GENERAL
A. General: Demolish indicated existing buildings, structures, and site improvements completely. Use methods required to complete the Work within limitations of govern-ing regulations and as follows:
1. Do not use cutting torches until work area is cleared of flammable materials.
Maintain portable fire-suppression devices during flame-cutting operations.
2. Maintain adequate ventilation when using cutting torches.
3. Locate building demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.
B. Engineering Surveys: Perform surveys as the Work progresses to detect hazards that may result from building demolition activities.
C. Site Access and Temporary Controls: Conduct building demolition and debris-removal operations to ensure minimum interference with roads and walkways.
1. Do not close or obstruct roads and walkways without permission from CO. Pro-vide alternate routes around closed or obstructed traffic ways if required by the
CO.
3.5 MECHANICAL DEMOLITION

1.1 SUMMARY

1.2 SUBMITTALS
A. General: Submit each item in this Article according to the Conditions of the Contract and Division 1 Specification Sections.
B. Certification of grass seed from seed vendor for each grass-seed mixture stating the botanical and common name and percentage by weight of each species and variety, and percentage of purity, germination, and weed seed. Include the year of production and date of packaging.
1. Certification of each seed mixture for sod, identifying sod source, including name and telephone number of supplier.
1.3 QUALITY ASSURANCE
A. Installer Qualifications: Engage an experienced Installer who has completed landscaping work similar in material, design, and extent to that indicated for this Project and with a record of successful landscape establishment.
1.4 DELIVERY, STORAGE, AND HANDLING
A. Packaged Materials: Deliver packaged materials in containers showing weight, analysis, and name of manufacturer. Protect materials from deterioration during delivery and while stored at site.
B. Seed: Deliver seed in original sealed, labeled, and undamaged containers.
1.5 PROJECT CONDITIONS
A. Excavation: When conditions detrimental to plant growth are encountered, such as rubble fill, adverse drainage conditions, or obstructions, notify Technical Rep before planting.

1.6 COORDINATION AND SCHEDULING
A. Coordinate installation of planting materials during normal planting seasons for each type of plant material required.
B. Unless otherwise approved by the CO, all seeding shall be accomplished during the period from:
1. October 15th thru May 15th.
PART 2 – PRODUCTS
2.1 SEED
A. All seed shall be new crop seed labeled in accordance with U.S. Department of Agriculture Rules and Regulations under the Federal Seed Act. Seed shall meet the requirements of Federal Specification JJJ-S-181. Seed which has become wet, moldy, or otherwise damaged will not be acceptable.
B. Seed shall be furnished separately or in mixture in standard containers with: Seed name; lot number; net weight; percentages of purity and of germination (in case of legumes, percentage of germination to include hard seed); and percentage of maximum weed seed content clearly marked for each kind of seed.
C. The contractor shall furnish the CO duplicate signed copies of a statement by the vendor, certifying that each lot of seed has been tested by a recognized laboratory for seed testing within 6 months of date of delivery. This statement shall include: Name and address of laboratory; date of test; lot number for each kind of seed; and results of tests as to name, percentages of purity and of germination, and percentage of weed content for each kind of seed furnished, and in case of a mixture, the proportions of each kind of seed. Legume seed shall be inoculated with approved cultures in accordance with the instructions of the manufacturer.
D. Seed Substitution: Before any species substitution of a grass or wildflower seed will be considered, the contractor shall make inquiries of all sources at his disposal.
Written statements concerning the availability of the seed species designated on the plans shall be obtained. Upon failing to locate the designated seed species or source, the contractor shall make inquiries of all sources designated by the CO. Substitutions for seed species shall be considered when all sources have been exhausted.

1. Topsoil Source: Reuse surface soil stockpiled on the site. Verify suitability of surface soil to produce topsoil meeting requirements and amend when necessary.
Supplement with imported topsoil when quantities are insufficient. Clean topsoil of roots, plants, sods, stones, clay lumps, and other extraneous materials harmful to plant growth.

PART 3 - EXECUTION
3.1 SOIL PREPARATION FOR SEEDING
A. The areas to be seeded shall be finished as required by other applicable sections to the lines and grades specified in this contract. Areas that are damaged by erosion or other causes shall be restored. The surface soil shall be in a roughened condition favorable for germination and growth.

1. Remove stones over 1 ½ inch in any dimension and sticks, roots, rubbish and other extraneous matter.
2. Grade all areas to be seeded to a smooth, even surface with a loose uniformly fine texture.
3.2 APPLICATION METHODS FOR SEED
A. Material shall be placed by the Hand Placed Method.
3.3 SEEDING
A. Sow seed at the following rates:
1. Slope stabilization areas – 40 pure live seeds per square foot.
B. Lightly rake seed to attain a maximum of ½ inch of soil coverage.
3.4 CLEANUP AND PROTECTION
A. During landscaping, keep pavements clean and work area in an orderly condition.
B. Protect landscaping from damage due to landscape operations, operations by other contractors and trades, and trespassers. Maintain protection during installation period.
Treat, repair, or replace damaged landscape work as directed.
3.5 DISPOSAL OF SURPLUS AND WASTE MATERIALS
A. Disposal: Remove surplus soil and waste material, including excess subsoil, unsuitable soil, trash, and debris, and legally dispose of it off the Government’s property.
3.6 MAINTENANCE
A. Begin maintenance immediately after planting.
B. Maintain in accordance with recommendation of plant, seed and sod suppliers until acceptance of the project by the CO.
C. Maintenance shall include the following:

Regulations for Asbestos
1.4 SUBMITTALS
A. Contractor Licenses
1. Proof of all necessary asbestos consulting and removal licenses required by the
State of Colorado for the required work shall be submitted with the bid. At a minimum, submit two (2) copies of all corporate and individual licenses.
B. Contractor Qualification Information
1. Record of experience qualifying the firm as a specialist in asbestos abatement shall be submitted with the bid. As a minimum, this shall include documenta-tion of successful performance in asbestos removal including the name and ad-dress of the purchaser of service, location of work performed, and a record of air monitoring as required by 29 CFR 1910.1001.
C. Plan of Action
1. The Contractor shall submit a detailed plan of the procedures they intend to use to comply with the regulations included in this specification. The plan shall in-clude the location and layout of decontamination areas, the sequencing of asbes-tos work, the interface of trades involved in the performance of the work, me-thods to be used to assure the safety of building occupants and visitors to the site, disposal plan including transportation means and the location of approved disposal site, and a detailed description of the methods to be employed to control pollution. The plan shall be prepared by an asbestos consultant, licensed with the State of Colorado. The plan must be approved by the Contracting Officer (CO) prior to commencement of work for conformance to these specifications.

Any deviations in the plan of action from these specifications must be noted in the plan and approved by the CO prior to the start of work.
D. Certificates of Compliance
1. Submit certification that vacuums, ventilation, and other equipment required to contain airborne asbestos fibers conform to Federal, State, and Local regula-tions.
E. Landfill Records
1. Indicate receipt and acceptance of hazardous wastes by a landfill facility li-censed to accept asbestos materials.
F. Special Permits
1. Submit copies of any special permits required by County, State, or Federal laws or regulations obtained for the work.
1.5 QUALITY ASSURANCE
A. Contractor Qualifications
1. The Contractor shall be a firm of established reputation (or, if newly organized, whose personnel have previously established a reputation in the field) that is regularly engaged in and that maintains a regular force of workers skilled in as-bestos abatement and shall have performed this work on previous projects.
B. The Contractor and their employees shall be licensed to remove asbestos material as required by the state.
C. Pre-remediation Conference
1. Notify the CO & Contracting Officer’s Representative (COR) of this conference
48 hours before meeting; conduct conference at project site.
1.6 REGULATORY REQUIREMENTS
A. The Contractor shall be responsible for obtaining approval for a waste disposal site in compliance with Section 61.25 of the EPA regulations.
B. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and Local regulations pertaining to the protection of work-ers, visitors to the site, and persons occupying areas adjacent to the site. The Contrac-tor is responsible for providing medical examinations and maintaining medical records of personnel as required by the applicable Federal, State, and Local regulations.
1.7 PROJECT CONDITIONS
A. Asbestos positive material has been identified in the flooring of the demolition build-ing. The flooring is in poor shape as it is cracking and pealing in several locations.
The overall structural integrity of the demolition building in which the asbestos floor-ing is located cannot be assured by the Government and shall be thoroughly investi-gated before commencement of asbestos abatement. Ensure that all necessary safety
13281 - 3 precautions are taken throughout the duration of this project. See photos on the project drawings for an idea of the condition of the project building.
B. Means of Egress
1. Establish and maintain emergency and fire exits from the work area.
C. Use of Existing Facilities
1. None
D. Access to Work Area
1. Access to work area shall be through decontamination areas. The following shall have access to work areas:
a. Personnel properly trained and fully equipped for safety shall be permitted in the work areas (List by name).
b. Qualified State and EPA personnel will be permitted in the work areas.
c. Contracting Officer and designated representatives will be permitted in the work areas.
2. The Contractor shall provide protective clothing and respirators for the above listed personnel.
PART 2 – PRODUCTS
2.1 EQUIPMENT
A. Protective Equipment
1. Equipment, including protective clothing and respirators, used in the execution of this Contract and provided to visitors to the site shall comply with all applica-ble Federal, State, and Local regulations.

C. Vacuum Cleaners
1. All vacuums used shall be high efficiency particulate air (HEPA) filter type.
2.2 MATERIALS
A. Wetting Agent
1. The wetting agent shall be 50 percent polyoxethylene ester and 50 percent po-lyoxethylene ether, in concentration of one (1) ounce in five (5) gallons of wa-ter.
PART 3 - EXECUTION
3.1 PREPARATION
A. Isolate the work area for the duration of the work according to acceptable trade prac-tice and code requirements.
B. Build double barriers of plastic sheeting at all entrances and exits to the work area so that the work area is always closed off by 1 barrier when workers enter or exit.
C. Post warning signs and labels as required by 29 CFR 1910.1001 and ASTM E849 and as directed by the CO.
3.2 MONITORING
A. Monitoring of airborne concentrations of asbestos shall be in accordance with 29 CFR
1910.1001. Monitor the airborne concentration of asbestos before starting work to ob-tain a base line fiber concentration in the affected areas. Then monitor once every 4 hours during the work shift inside the asbestos work area, outside the entrance to the asbestos work area, and at the exhaust opening of the local exhaust system. If moni-toring shows airborne concentrations causing excessive levels, notify the CO imme-diately. In addition, monitor the airborne concentrations of asbestos after final clean-up and removal of asbestos material, as well as after final removal of the demolition building.
3.3 SITE INSPECTION
A. While performing asbestos abatement work, the Contractor shall be subject to onsite inspection by agency officials. Work shall also be subject to inspection by OSHA and EPA inspectors (and/or local building or health officials).
3.4 DEMOLITION PROCEDURE
A. The asbestos material shall be sprayed with water containing a wetting agent in the form of a fine spray. The material shall be sufficiently saturated to prevent emission of airborne fibers in excess of exposure limits.

B. The asbestos material shall be removed in small sections. Before beginning the next section, the material shall be packed while still wet into sealable plastic bags and placed into drums for transporting.
C. Asbestos material around ducts may be removed using “glove bags.”
D. All plastic sheeting, tape, cleaning material, clothing, and all other disposable material or items used in the work area shall be packed into sealable plastic bags, placed into drums, and marked per regulations.
3.5 DISPOSAL
A. Waste asbestos material shall be disposed of in accordance with all Federal, State, and Local regulations implementing the intent of the Resource Conservation and Recovery Act (40 CFR 260-265) and at an approved sanitary landfill. The “small quantity ex-clusion” of the regulations shall not apply to disposal of waste asbestos materials. Es-tablish a temporary holding area approved by the COR for properly packaged asbestos waste.
3.6 PROTECTION
A. Post warning signs and EPA and OSHA regulations as well as applicable State laws.
The Contractor shall provide adequate signing and barricades and take necessary safe-ty measures to protect the public during all phases of work.
B. Prevent damage to natural surroundings.

| A. Work for this project consists of the demolition and removal of the Val Verde Guard Station. The structural condition of the building is very poor, so extensive safety measures will be needed for the duration of the project. In addition, the building’s sheet vinyl flooring contains asbestos, therefore proper removal and disposal techniques must be taken by a licensed asbestos removal company. A plan of action, prepared by an asbestos consultant licensed in the State of Colorado, shall be submitted prior to commencement of work. After the asbestos material is removed and the building is demolished, scrape and properly dispose of the top 2 inches (minimum) of topsoil and uniformly rough grade the area to a smooth surface, free from irregularity and surface changes. Seed all areas disturbed by work activities. |
| 1.2 LOCATION |
| A. This project is located in the Divide Ranger District of the Rio Grande National Forest at Rock Creek Recreational Area (RA). The site is approximately 15 miles southwest of Monte Vista, CO by vehicle on FSR 28. A project site vicinity map is included in the project drawings. |
| 1.3 GENERAL SITE CONDITIONS AND WEATHER |
| The elevation of the site is approximately 9,200 feet above mean sea level. The construction site experiences heavy snowfall and extremely cold temperatures, with snow on the ground typically from mid-September through May. |
| USE OF PREMISES |
| A. Two popular Forest Service campgrounds, including Rock Creek Campground which lies approximately 500 feet beyond the project site, are accessed by FSR 28, the same road which the demolition building is accessed by. Ensure all construction activities protect all users of this road and minimize disturbances to use of FSR 28. |
