101.04 Definitions.

Forest Service--The United States of America, acting through the Forest Service, U.S.
Department of Agriculture.
Neat Line--A line defining the proposed or specified limits of an excavation or structure.
Pioneer Road--Temporary construction access built along the route of the project.
Purchaser--The individual, partnership, joint venture, or corporation contracting with the
Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.
Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.
Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36
CFR, part 260.
Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.
Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

Section 103. - Scope of Work
103.01 Intent of Contract.
Delete this subsection and replace with the following:
The intent of the contract is to widen and repair 2.1 miles of the Warren Wagon Road by constructing mechanically stabilized earth walls, widening existing cut/fill sections and improving drainage measures. Work also includes surfacing 2.7 miles of road with an optional
3.2 miles of additional road surfacing. This project is located approximately 30 miles north of
McCall, Idaho on the Warren Wagon Road. The work begins approximately 0.8 miles east of the Burgdorf Junction. The project is located in the McCall Ranger District of the Payette
National Forest in the South ½ of the NE ¼ of Section 7; the North ½ of Section 8; the
Northwest ¼ of Section 9; and the South ½ of Section 4; all in T22N, R5E on Forest Highway
21.
This project includes mechanically stabilized earth walls, riprap, removing existing culverts, new culverts, excavation (rock and earth), removing and resetting existing concrete barriers, new concrete barriers, crushed surfacing and minor clearing and grubbing. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.
Delete the remaining subsections in this Section.

Section 104. - Control of Work

104.03 Specifications and Drawings.
Add the following:
(c) As-Built Plans. Furnish one set of as built plans. The Government will provide one set of contract plans to be used exclusively for recording the as-built details of the project. Use red pencil or red ink to record the information on the as-built plans.
Note all additions or revisions to the location, character, and dimensions of the prescribed work shown on the contract plans. Line out all details shown that are not applicable to the completed work. Check off details shown that were incorporated into the completed work without change.
Retain the plans at the project site and, as work progresses, continually update them to reflect the as-built details. Upon request, make the plans available to the CO to review for compliance with these specifications.
Show the following types of changes on the as-built plans:
(1) Typical section(s)
(a) Revisions in dimensions
(b) Revisions in materials
(2) Plan and profile
Revisions to the alignment
Changes in the construction limits

Furnish the as-built working plans to the CO before the final inspection. Correct all details found during the final inspection that are not shown on the as-built plans and return to the CO within 5 days.

104.06 Use of Roads by Contractor
The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.
Section 105. - Control of Material
105.02 Material Sources
Add the following before Subsection 105.02(a):
Sources have been designated for this project as follows:
Crushed Aggregate – Commercial Source. There is no designated government source for crushed aggregate on this project. Contractor will obtain crushed aggregate material from a commercial source.
Select Granular Backfill – Commercial Source. There is no designated government source for select granular backfill on this project. Contractor will obtain select granular backfill from a commercial source or use approved material from the site excavation.
Riprap – On-Site. There is sufficient riprap from the rock excavations at Site 1 and Site 2 for riprap on this project. Contractor will utilize all available riprap from the excavations as directed by the CO. The riprap at the site may require additional breakage to meet the required riprap size and gradation. The contractor is responsible for all costs associated with this work. Any remaining riprap will be stockpiled at the Summit Pit shown on the
Plans in a location approved by the CO.
Material Disposal Site – Government furnished. A waste site for excess and unsuitable material is located in Section 23, T22N, R4E, at the Summit Pit approximately 2.5 miles south from this project along the Warren Wagon Road. This site is to be used for the disposal of unsuitable or excess excavated material only. All other materials designated for removal and disposal must be removed from Forest Land as per Section 203.

105.02(a) Government-provided sources.
Add the following:
Comply with the requirements of 30 CFR 56, subparts B and H. Use all suitable material from the project site unless otherwise designated. Place all unsuitable and excess material at the designated waste disposal site. When required, re-establish vegetation in disturbed areas according to section 625.
Under (b) Contractor-located sources add the following:
Prior to any pit development or use of materials, have the pit site approved by the CO as being free of noxious weed as listed on the "All States Noxious Weeds List”.

105.05 Use of Material Found in the Work.
Delete 105.05 (a) and (b) and the last sentence of the second paragraph and substitute the following:
Materials produced or processed from Government lands in excess of the quantities required for performance of this contract are the property of the Government. The Government is not obligated to make reimbursement for the cost of producing these materials.

Section 106. - Acceptance of Work

106.01 Conformity with Contract Requirements.
Delete Subsection 106.01 and substitute the following:
Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.
References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.
Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.
Incorporate manufactured materials into the work according to the manufacturer‟s recommendations or to these specifications, whichever is more strict.
Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.
When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.
The Government may inspect, sample, or test all work at any time before final acceptance of the project. When the Government tests work, copies of test reports are furnished to the Contractor upon request. Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor‟s results may be used by the
Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.
Acceptable work conforming to the contract will be paid for at the contract unit bid price. Four methods of determining conformity and accepting work are described in Subsections 106.02 to
106.05 inclusive. The primary method of acceptance is specified in each Section of work.
However, work may be rejected at any time it is found by any of the methods not to comply with the contract.
Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.
PAYETTE NATIONAL FOREST
(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:
(1) Sampling method;
(2) Number of samples;
(3) Sample transport;
(4) Test procedures;
(5) Testing laboratories;
(6) Reporting;
(7) Estimated time and costs; and
(8) Validation process.
If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory. Use a third party laboratory accredited by the AASHTO accreditation program.
Provide proof of the laboratory‟s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute.
The CO will review the proposed resolution protocol and may modify it before final approval and execution.
The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol.
If the validity of the Government test results cannot be determined, the Contractor and
Government will equally share all costs associated with developing and carrying out the resolution protocol.
(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:
(1) Have the work accepted at a reduced price; or
(2) Be given permission to perform corrective measures to bring the work into conformity.

The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.
Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:
Description of the item spilled (including identity, quantity, manifest number, and other identifying information).
Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.
Exact time and location of spill including a description of the area involved.
Containment procedures.
Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.
When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.
The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

109.10 Methods of Measurement
One of the following methods of measurement for determining final payment is DESIGNATED
IN THE SCHEDULE OF ITEMS for each PAY ITEM:
(a) Designed Quantities (DQ). These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number

of units DESIGNATED IN THE SCHEDULE OF ITEMS may be authorized under any of the following conditions:
(1) Changes in the work authorized by the CO.
(2) A determination by the CO that errors exist in the original design that cause a
PAY ITEM quantity to change by 15 percent or more.
(3) A written request submitted to the CO showing evidence of errors in the original design that cause the quantity of a PAY ITEM to change by 15 percent or more.
The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is in error.
(b) Stake Quantities (SQ). These quantities are determined from staked measurements prior to construction.
(c) Actual Quantities (AQ). These quantities are determined from measurements of completed work.
(d) Vehicle Quantities (VQ). These quantities are measured or weighed in hauling vehicles.
(e) Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

Section 151. - Mobilization

Description
151.01
Add the following:
This work consists of washing and treating construction equipment and vehicles necessary for equipment transport to remove seeds, plants, and plant fragments before the equipment is used on Forest Service lands.
Wash the sides, tops, and undercarriages of all construction equipment. Remove all seeds, plants, plant fragments, dirt, and debris from the construction equipment. Only equipment inspected by the Forest Service will be allowed to operate within the project area. All subsequent move-ins of equipment to the project area will be treated in the same manner as the initial move-in. This requirement does not apply to cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas off the National Forest.
Equipment will be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Disassembly of equipment, components or the need for specialized inspection tools is not required.
Notify the CO in writing at least 24 hours before moving any construction equipment onto the national forest. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning.
Use methods of cleaning and locations for cleaning approved by the C.O.
For work at a commercial washing facility, use an approved facility.
New infestations of noxious weeds of concern to Forest Service and identified by either
Contractor or Forest Service, on the Project Area or on the haul route, will be promptly reported to the other party. Contractor and Forest Service will agree on treatment methods to reduce or stop the spread of noxious weeds when new infestations are found. A current list of noxious weeds of concern to Forest Service is available at each Forest Service office.
Section 152. - Construction Survey and Staking
Delete Section 152 in its entirety and replace with the following.
152.01 The initial construction survey and staking will be provided by the Government. Initial staking provided by the government will include:
(a) Slope staking
(b) Retaining wall staking
(c) Culvert staking
(d) Subgrade centerline staking
(e) Riprap limits
(f) Concrete barrier rail limits
Notify the CO at least 1 week prior to needing any of the required staking.
The contractor will be responsible for resetting all stakes destroyed by his operation as well as providing any and all subsequent and supplemental survey and staking that he will need to control the work.
Payment
152.02 No separate payment will be made for this item. This work is considered incidental.
Include all costs associated with this work in other items.

156.03 General Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a traffic control plan, which contains a blasting schedule, has been approved. Post construction signs and traffic control devices in conformance with MUTCD.
Have all required signs in place and approved prior to beginning work on project.
Warren Wagon Road FH21 shall remain open to all traffic and shall be maintained in a condition that will adequately accommodate traffic except during blasting periods.
Road closures will be allowed temporarily for blasting purposes only between August 15 th and
October 1 st in accordance with the blasting schedule as approved in the traffic control plan. The allowed closure window may be from 8:00 AM to 12:00 PM and 1:00 PM to 5:00 PM during the approved blasting schedule for Sites 1 and 2.
Coordinate and plan the blasts such that the roadway may be opened following the blasts in accordance with the above schedule.
Maintain the roadway during construction to eliminate potholes and large rock and blade the entire roadway from the end of the pavement to the bridge (approx. 2.7 miles) following completion of construction at all of the sites.

156.04 Temporary Traffic Control. Install and maintain temporary traffic control devices adjacent to and within the project as required by the approved traffic control plan and the
MUTCD. Install and maintain traffic control devices as follows:
(a) Furnish and install traffic control devices before the start of construction operations.
(b) Install only those traffic control devices needed for each stage or phase.
(c) Relocate temporary traffic control devices as necessary.
(d) Remove devices that no longer apply to the existing conditions.
(e) Immediately replace any device that is lost, stolen, destroyed, or inoperative.
(f) Keep temporary traffic control devices clean.
(g) Remove all temporary traffic control devices upon contract completion or when approved.
156.05 Traffic control devices. Maintain traffic control devices during the construction period(s). Appropriate barricades and signs will be erected and maintained as shown in the traffic control plan or as otherwise designated.
Roads shall remain open during the construction period. Traffic should not be delayed more than
30 consecutive minutes.
Place signs on the Warren Wagon Road FH21 at the following locations:
500‟ prior to the Summit Pit approximately 2 miles before the Burgdorf Junction; at the Burgdorf
Junction; approximately ¼ mile from the beginning of the project; and 500‟ prior to the bridge near the end of the project, that state the following:

Place a sign at all road junctions along the haul route that states the following:

The Forest Service Shield and the Recovery shield shall also be applied according to the attached layout details.
The specifications and layout details for the sign are attached to this solicitation, (see FS ARRA sign Details) and the required size for this contract is for use on low speed roads, and the outside dimensions shall be 42 inches by 27 inches.
Install the sign at the start of the project at the location approved by the COR.
156.06 Acceptance. Public traffic work will be evaluated under Subsection 106.02.
Measurement and Payment
156.07 Do not measure Public Traffic for payment. Compensation is made as an indirect payment.
Section 157. - Soil Erosion Control
Materials
157.02
Add the following:
Provide bales, wattles, logs, rolls, and erosion control mats from a certified noxious weed free source.
Construction Requirements
157.03 General
Delete the second paragraph and add the following:
This work includes submitting an Erosion Control Plan detailing permanent and temporary erosion control measures. Submit the erosion control plan proposal at least 7 days before operations begin to the Contracting Officer for approval.
The erosion control plan reflects special concerns and measures necessary to protect resources and government improvements. The Erosion Control Plan shall, at a minimum:
1. Describe the construction activities and sequence of implementation relating to specific erosion control measures.
2. Describe the location and type of permanent controls to be implemented during construction.
3. Describe the location and type of temporary controls to be implemented during construction.
4. For work in stream channels with flowing water include a detailed dewatering plan.
5. Include procedures and temporary control measures to be implemented to minimize sediment delivery during re-watering of any new culvert with streambed simulation material.
6. For work in stream channels without flowing water describe level of ground and vegetative disturbance and measures to reduce potential sediment delivery.
7. Describe what monitoring will take place.
8. Describe the measures that will be taken to minimize erosion and sediment delivery from material stockpiles.
9. Describe methods and measures that will be taken to minimize erosion and sediment delivery to adjacent streams and waterways from any proposed source.
Add to the third paragraph:
Upon completion of construction at the site, all temporary dewatering materials and equipment are to be removed from Government property.
157.04 Controls and Limitations on Work.
Add the following to the second paragraph:
Place temporary erosion control measures at the end of each day‟s operation if greater than 30 percent chance of rainfall is predicted. Earthwork operations may be temporarily suspended by the C.O. if significant rainfall is forecast.
157.08 Water Crossings.
Any site where there is running water through a channel crossing shall be dewatered by rerouting the flow around the site before and during excavation and embankment operations that has the potential for sediment delivery to the live stream.
Measurement
157.15
In addition to any temporary or permanent erosion control measures outlined in the Soil Erosion and Pollution Prevention Plan required under this specification, the Contractor will have available on site at all times 25 straw bales (5 at each site) and 500 feet (100 feet at each site) of
12 inch diameter straw wattle for the discretionary use of the C.O. Upon completion of the project, bales and wattle that have been incorporated into the work sites will remain in place or be removed as directed by the C.O. Unused bales will be uniformly spread as mulch over seeded areas. Unused straw wattle becomes the property of the Government upon completion of the project.
Section 158. – Watering for Dust Control

Do not measure watering for dust control separately. This work is considered incidental.
Include all costs associated with this work in other items.

Section 201. - Clearing and Grubbing

201.04 Clearing. (c)
Delete paragraph (c) and replace with the following:
(c) In areas outside the excavation, embankment, and slope rounding limits, cut stumps to within 12 inches or one-third of the stump diameter of the ground, whichever is higher, measured on the side adjacent to the highest ground. For timber sales, stump heights will meet the requirements of the Timber Sale contract.
201.04 Clearing.
Delete subsection (d) and replace with the following:
(d) Do not cut vegetation less than 3 feet tall and less than 3 inches in diameter, that is within the clearing limits but beyond the roadway and not in a decking area, and that does not interfere with sight distance along the road.
Add the following:
(e) Trim branches of remaining trees or shrubs to give a clear height of 14 feet above the roadbed unless otherwise indicated. Trim tree limbs as near flush with the trunk as practicable.

201.04 Clearing.
Add the following:
When marked in advance, remove dead trees over 6 inches in diameter measured at 12 inches above the ground that lean toward the road and are tall enough to reach the roadbed.
Section 203. - Removal of Structures and Obstructions
203.01
Delete and replace with the following:
This work consists of salvaging, removing, and disposing of clearing slash, structures, material, culverts, and other obstructions.
203.03 Salvaging Material.
Salvage the concrete barrier rail for reuse and store at a location designated by the CO near each site. Store the barrier rail so that it will not be a hazard to traffic. Reset the barrier in accordance with Subsection 618.07.
203.05 Disposing of Material.
(a) Remove from project
Add the following:
All materials designated for removal become the property of the Contractor and are to be disposed of by removing from Forest Service Lands in accordance with all local, state and federal requirements.
(b) Burn.
Delete this subsection
(c) Bury.
Delete this subsection
(e) Scattering. Scatter pieces of wood less than 3 inches in diameter and 3 feet in length within the clearing limits or in locations designated on the ground by the C.O. Embed larger slash on the soil cutslopes as directed by the CO. Do not place construction slash in lakes, meadows, streams, or streambeds. Immediately remove construction slash that interferes with drainage structures.

(f) Chipping or Grinding. Use an approved chipping machine to grind slash and stumps greater than 3 inches in diameter and longer than 3 feet. Deposit chips or ground woody material on embankment slopes or outside the roadway to a loose depth less than 6 inches. Minor amounts of chips or ground woody material may be permitted within the roadway if they are thoroughly mixed with soil and do not form a layer.
Section 204. - Excavation and Embankment
204.01
Delete the first paragraph and replace it with the following:
This work consists of excavating material, and constructing embankments. This includes furnishing, hauling, stockpiling, placing, disposing, sloping, shaping, compacting, and finishing earthen and rocky material.
204.11 Compaction.
Delete the contents of this Subsection and replace with the following:
Compact all embankments and roadbed materials using the following method:
1) Method 1. Moisten or dry the aggregate to a uniform moisture content suitable for compaction. Operate a vibratory steel-wheeled roller having a minimum weight of 5 ton, equipped with amplitude and frequency controls, over the full width of each layer until visual displacement ceases, making not fewer than three complete passes.
204.13 Sloping, Shaping, and Finishing.
Delete section (d) and add the following:
(d) Finishing. Finish the roadbed to be smooth and uniform, and shaped to conform to the typical sections. Remove unsuitable material from the roadbed and replace it with suitable material.
Remove all material larger than 6 inches from the top 6 inches of the roadbed and replace with suitable material.
Ensure that the embankment material is visibly moist during shaping and dressing. Bring low sections, holes, cracks, or depressions to grade with suitable material. Maintain proper ditch drainage.
Section 205. - Rock Blasting
205.05 Blasting Plans.
(a) General Blasting Plan. Add the following:
(1) Limit blasting to August 15 th through October 1 st . Include provisions in the blasting plan for protecting the Secesh River, the riparian area, and adjacent fisheries during blasting.
205.08 Blasting.
Use appropriate blasting procedures and measures to ensure that material from the blast does not enter the Secesh River.
Section 209. - Structure Excavation and Backfill
209.04 General.
Use suitable material in the construction of the roadway embankment and for structural backfill.
Field drain and dry excessively wet material that is otherwise suitable for embankment before placement. Place and shape unsuitable or excess material in the designated sites or as directed by the CO.

Section 251. - Riprap

Delete the first sentence and add the following:
251.01 This work consists of producing, hauling and placing of riprap from on-site rock excavations for culvert inlet protection and drainage structures and as shown on the plans.
251.02
Delete Riprap rock 705.02
Utilize stone from the project site for producing riprap.
251.03 General. Add the following:
Use the stone excavated from Sites 1 and 2 of the project to produce the necessary riprap shown on the plans. Additional handling and production of suitable size rock will be required to obtain the necessary quantities of riprap. Waste all additional rock at the Summit Pit at a location designated by the CO. Additional breakage of rock in excess of the riprap quantities will not be required under this contract. It is not necessary to obtain additional riprap from other sources for this project.
251.09 Payment.
Payment for excavation, production, hauling and placement required for riprap is indirectly included in the pay item for riprap.
Section 255. - Mechanically Stabilized Earth Walls
255.03 General. Delete this subsection and replace with the following:
Survey according to Section 152, and verify the limits of the wall installation. Prepare and submit installation drawings according to Subsection 104.03.
Perform structure excavation work according to Section 209. Grade the foundation for a width equal to the length of reinforcing elements plus 6 inches. Where the wall is set on a rocky foundation, place 6 inches of select granular backfill under welded wire frames and geogrid reinforcement. Minimum base reinforcement lengths for walls founded on bedrock are as shown on the plans.
Bedrock may be encountered through some wall sections or some segment(s) of wall section(s).
Blasting will not be allowed for bedrock excavation without prior approval from the C.O.
255.04 Wall Erection. Add the following:
(d) Geogrid walls. Place and align welded wire forms to the wall face. Lay geogrid against welded wire form, allowing adequate length for the overlap. Secure support struts as shown on the plans. Align the wall face to within 1 inch along the batter of the face and 1 inch horizontally when measured with a 5-foot straightedge.
Lay geogrid at the proper elevation and orientation as shown on the plans. Pretension the geogrid to remove buckling by temporarily securing in-place with pins, staples, sand bags, or backfill as required by fill properties, fill placement procedures, weather conditions, or as directed by the CO.
255.05 Backfilling. Delete the text of this Subsection and replace with the following:
Backfill and compact the stabilized volume with select granular backfill. Determine the optimum moisture content and maximum density according to AASHTO T 99, method C. Adjust the moisture content to a level suitable for compaction.
Compact materials placed in all layers to at least 95 percent of the maximum density. The
Contractor will be responsible to determine the in place density and moisture content according to
AASHTO T 310 or other approved test procedures.

Do not apply density requirements as measured by AASHTO T 310 to material that is incapable of being tested or compacted to maximum values determined by AASHTO T 99. For these materials, fill the voids around the rock in each layer with earth or other fine material. Compact each layer, full width, until there is no visible evidence of further consolidation.
Where geogrid is used, place, spread, and compact backfill in such a manner that it minimizes the development of wrinkles in or movement of the geogrid. A minimum of 6 inch fill thickness is required prior to operating equipment over geogrid. Keep turning of equipment to a minimum to prevent displacing the fill and damaging the geogrid.
Replace all wall materials damaged by backfill pacement. Correct all misaligned or distorted wall elements caused by the placement of backfill.
255.06 Acceptance. Add the following:
Geogrid, welded wire framing, and related hardware will be evaluated under Subsection 106.03.
Geogrid wall construction will be evaluated under Subsection 106.04.
255.07 Amend as follows:
Delete the third and fourth paragraphs.
Measure geogrid walls by the square yard of vertical projection of the wall face.
Do not measure geogrid, welded wire framing, and related hardware for payment.
Do not measure bedding, collector pipes, outlet pipes, select granular backfill, or geotextile for payment.
Do not measure structural excavation for payment.
Section 322. - Crushed Aggregate
322.01 This work consists of furnishing and placing crushed aggregate for roadway aggregate course.
The roadway aggregate compaction method is designated as shown in Subsection 322.05.
Roadway aggregate grading is designated as shown in Table 322-1.
322.02 Conform to the following Subsections:
Crushed Aggregate Table 322-1 and 703.05

322.03 Preparing Surface. Prepare the surface on which the aggregate course is to be placed according to Section 303.07.
Roadbed shall be approved in writing by the CO before placing base of surface course.
Install screens on the intake of pumps for the water truck with a maximum opening of 3/32 inch.
This is in order to protect aquatic organisms.
322.04 Placing Crushed Aggregate. Mix the aggregate and adjust the moisture content suitable for compaction. Spread and shape the mixture on the prepared surface in a uniform layer.
Do not place the mixture in a layer exceeding 6 inches in compacted thickness. When more than one layer is necessary, compact each layer according to Subsection 322.05 before placing the next layer.
322.05 Compacting Crushed Aggregate. Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road.
Roadway aggregate. Compact the aggregate using one of the following methods:
2) Method 1. Moisten or dry the aggregate to a uniform moisture content suitable for compaction. Operate a vibratory steel-wheeled roller having a minimum weight of 5 ton, equipped with amplitude and frequency controls, over the full width of each layer until visual displacement ceases, making not fewer than three complete passes.
3) Method 2. Compact each layer of aggregate to a density of at least 95 percent of the maximum density, as determined by ASSTO T99, method C or D.
Blade the surface of each layer during the compaction operations to remove irregularites and produce a smooth and even surface.
322.06 Acceptance. See Table 322-1 for gradation requirements and Table 322-2 for sampling and testing requirements, and Figure 322-1 for responsibility for process control, quantity and quality assurance.

Section 618. – Concrete Barriers and Precast Guardwalls
Construction Requirements
618.03 General.
Add the following:
Use commercially available new concrete barrier rail matching the size and dimensions of the existing barrier rail to the maximum extent possible. Reuse the existing barrier rail and add the additional barrier rail as shown on the plans. Reuse the end sections at the end of each section of barrier rail.
Section 622. - Rental Equipment

622.02 Rental Equipment.
Delete the first two sentences of the first paragraph and add the following:
Provide equipment of at least the minimum size needed to efficiently perform the work. Submit the model number of the equipment to the CO for approval before delivery to the project site.
Provide equipment no more than 15 years old and reasonably free of leaks and other mechanical deficiencies.
Hydraulic Excavator. Provide a track mounted hydraulic excavator in acceptable operating condition as determined by the CO. Bucket must be equipped with an hydraulic "thumb". It is anticipated that an excavator capable of performing the excavation needs for the project (i.e.
excavation, riprap construction, etc.) will meet the requirement for any work under this section.
Large Dump Truck. Provide a large dump truck with a minimum capacity of 12 cubic yards in acceptable operating condition as determined by the CO.
Delete “along with certified copies of the payrolls” in the last sentence of the third paragraph.
622.04
The Government reserves the right to reduce or eliminate entirely the work under this item with no adjustment in contract unit price.
Section 625. - Turf Establishment
625.01
The work includes hydro-seeding cutslopes along Forest Service roads. Furnish all equipment, labor and materials necessary to accomplish the work including transportation to and from the designated treatment areas.
625.02 Delete Seed 713.04
Seed will be provided by the government.
625.03 General.
Begin all seeding after September 15. Do not apply hydro-seed on snow-covered ground, during excessively dry or wet soil conditions, nor within 24 hours of anticipated conditions meeting this criteria.
Potential water drafting sites on National Forest lands will be identified by the CO near the project site. The drafting sites must be approved by the CO prior to the use of a site. Equip the inlet end of draft hoses with a screen with 5/32 inch or smaller openings.
625.05 Watering.
Delete this paragraph.

625.06 Fertilizing.
(b) Hydraulic method.
Add the following:
Apply organic fertilizer at the rate of 1800 pounds per acre. Use fertilizer that is 100% organic fertilizer composed of Nitrogen, Phosphorus, Potassium (NPK) of 7-3-3 as manufactured by Biosol or approved equal.
625.07 Seeding.
(b) Hydraulic method.
Delete the second to the last sentence and add the following:
The government will provide the seed. Apply the seed supplied on a pure live seed
(PLS) per acre basis at the rate of 31.29 PLS Pound/acre. Do not add the seed more than
5 minutes prior to the application of the mixture. Mix the seed uniformly in the mixture.
