Section 102 - Definitions
Add the following:
"Noxious Weeds or Weeds. Any exotic plant species established or that may be introduced in the State which may render land unfit for agriculture, forestry, livestock, wildlife, or other beneficial uses and which is designated by the State's Department of Agriculture, or by the County's weed management district, or by other appropriate agencies having jurisdiction, or as listed on the current "All States
Noxious Weed List."
Shop Drawings. Incidental design sheets and/or drawings which the Contractor is required to submit to the Forest
Service. Shop drawings shall conform to the contract requirements, but they are not part of the contract drawings. They may be drawings, diagrams, schedules, performance charts, brochures, and similar data prepared by the Contractor, subcontractor, manufacturer, suppliers, or distributors that illustrate how specific portions of the work are to be fabricated or installed.
Weed Management District. A weed management district is any area of land identified for the purpose of weed management or control. Such an identified land area may be, but is not limited to one of the following: a project or job site, a
County, two or more Counties, or a National Forest."
Full Bench. Construction or reconstruction consisting of an area where all material is excavated and removed, and where no material is embanked or side cast.
Section 103 – Intent of Contract
This project is for the relocation of a portion of National Forest System Road No. 308 including the new construction of approximately 1.21 miles and reconstruction of approximately 3.60 miles of other portions of existing National Forest System Roads that, when combined, will complete the relocation. This project is located in the Idaho Panhandle National Forests in the
Priest Lake Ranger District in Sections 13-15, 18 Township 36 North, Range 45 East, in Pend
Oreille County, Washington and Sections 19-20 Township 36 North, Range 5 West, Bonner
County, Idaho.
The work includes but is not limited to erosion control measures, roadway embankment, removing and disposing existing culverts, furnishing and installing round corrugated steel culverts and one (1) arch steel culvert, compaction, riprap, crushed aggregate surfacing, pit development, and all other incidental items necessary to complete the project in accordance with the plans and specifications.
Section 104 - Maintenance for Traffic
104.01 Roads to be Constructed.
Add the following after the first paragraph:
“All roads undergoing construction shall follow the road signage plan and can remain closed during construction.
The Contractor and the Forest Service shall provide and maintain their own locks for any temporary gates placed by the contract in order to limit vehicular use to construction and administrative related traffic only. The contractor shall provide a Multiple Locking Device for the gate of an acceptable design that meets the
Contracting Officer’s approval. The gates shall be closed and locked at all times except to allow passage of authorized traffic unless otherwise approved by the
Contracting Officer.”
104.02 Use of Roads By Contractor. Add the following:
“The Contractor shall maintain all unpaved Forest Service controlled roads used for hauling of materials under this contract. This work includes surface blading, dust abatement and ditch cleaning as directed by the Contracting Officer. No material shall be side cast onto slopes within 100 ft. slope distance of live streams, 100 ft. of stream channel crossings, or within 20 ft.
of cross drain culverts.”
“Because of closures for Grizzly Bear, no construction activities shall be allowed on the relocation sections before July 1, 2010 and after November 15, 2010. Access for construction staking by vehicle on road 657 shall not be allowed before June 15, 2010. Access for construction staking by vehicle on road 657 from June 15, 2010 to July 1, 2010 will be allowed within the maximum allotted number of single vehicle round trips and will be monitored.”
104.03 Payment. Add the following:
“The cost of this work has been included in and shall be incidental to Pay Item 203(01)H.”
“The cost for traffic control signage is incidental to item 601(01) Mobilization.”
Section 105 – Control of Materials
105.06 Material Sources
(a) Designated Sources. Add the following:
Crushed Aggregate Source – Government Source. The pit location is shown on the vicinity map and is located next to Road 308, NW ¼ Section 34, T61N R5W B.M.
Stockpile Location for 304A(02) – The stockpile area is shown on the pit development plan.
Stockpile Location for 307A(07) – The stockpile area is shown on the vicinity map and is located next to Raven Ranch Road (airport pit), NW ¼ Section 3, T60N R5W B.M.
(b) Contractor-Furnished Sources. Add the following:
Prior to any pit development or use of materials from contractor-furnished sources, have the pit site approved by the CO that it is free of noxious weed as listed on the “All States Noxious
Weeds List”.

Section 106 – Measurement & Payment
106.03 Units of Measurement
Delete this subsection and add the following:
“Forest Service Specifications for Construction of Roads and Bridges (Revised August
1996) are based on Modern Metric units of measurement. The dimensions and units of measure SHOWN ON THE DRAWINGS and used to develop SPECIAL PROJECT
SPECIFICATIONS for this contract, utilize U.S. Standard English units of measure. All measurements referenced in the August 1996 Forest Service Standard Specifications
(EM-7720-100) shall be converted to U.S. Standard English units of measure. Appendix
A – Engineering Conversion Factors and Appendix B – SI (Modern Metric) Conversion
Factors, are included on pages 611 – 614 of the Standard Specification Appendices to assist with any required conversions.
Work required by the contract will be paid based on the PAY UNIT (U.S. Standard
English measure) as DESIGNATED IN THE SCHEDULE OF ITEMS.
Under each Specification Section with PAY ITEMS of work DESIGNATED IN THE
SCHDULE OF ITEMS for measurement and payment under this contract, the last subsection “Payment - Basis”, shall have the following format:
Pay Item - Numbering system and work description to remain the same.
Pay Unit - Pay unit(s) DESIGNATED IN THE SCHEDULE OF ITEMS have been changed from metric to the corresponding unit of U.S.
Standard English measure.
Payment will be by units defined and determined according to U.S. Standard English measure and by the following:
(a) Cubic Yard in Place. Measure solid volumes by the average end area method as follows:
(1) Measure cross sections of the original ground and use with design or staked templates, or take other comparable measurements to determine the end area. Do not measure work outside of the established lines or slopes.
(2) If any portion of the work is acceptable, but is not completed to the established lines and slopes, remeasure cross sections or comparable

measurements of that portion of the work. Deduct any quantity outside the designated or staked limits. Use these measurements to calculate new end areas.
(3) Compute the quantity using the average end areas multiplied by the horizontal distance along a centerline or reference line between the end areas.
Deduct any quantity outside the designed or staked limits.
Where it is impractical to measure material by the average end area method, other approved methods involving three-dimensional measurements may be used.
Measure liquid volumes in accordance with SPS Subsection 106.03(h).
(b) Cubic Yard in the Hauling Vehicle. Measure the cubic yard volume in the hauling vehicle using three-dimensional measurements at the point of delivery. Use vehicles bearing a legible identification mark with the body shaped so the actual contents may be readily and accurately determined. Before use, mutually agree in writing upon the volume of material to be hauled by each vehicle. Vehicles carrying less than the agreed volume may be rejected or accepted at the reduced volume.
Level selected loads. If leveling reveals that the vehicle was hauling less than the approved volume, reduce the quantity of all material received since the last leveled load by the same ratio as the ratio of the current leveled load volume to the agreed volume. Payment will not be made for material in excess of the agreed volume.
Material measured in the hauling vehicle may be weighed and converted to cubic yards for payment purpose if the conversion factors are mutually agreed to in writing.
Compute measurement using measurements of material in the hauling vehicles at the point of delivery. Load vehicles to at least their water-level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
(c) Cubic Yard Mile. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one(1) mile.
(d) Hour. Measurement will be for the actual number of hours ordered and performed by the Contractor.
(e) Each. One complete unit, which may consist of one or more parts.
(f) Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

(g) MFBM. One thousand feet board measure based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job. For glued laminate timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.
(h) Gallon. The quantity may be measured by any of the following methods:
a. Measured volume container.
b. Metered volume. Use an approved metering system.
c. Commercially packaged volumes.
(i) Station. One hundred linear feet measured horizontally.
(j) Station Yard. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.
(k) Square Yard. Measure on a plane parallel to the surface being measure or horizontal.
(l) Thousand Gallons Mile. A combination of linear and volumetric measurement meaning the movement of 1,000 gallons of material one(1) mile.
(m) Ton. Short ton consisting of 2,000 pounds. Use net certified scale weights based on certified volumes.
(n) Ton Mile. A combination of linear and weight measurement meaning the movement of one(1) ton of material one(1) mile.”
106.04 Methods of Measurement
"The Variation of Quantity Clause does not apply to items paid for on a Designed Quantity (DQ) or Lump Sum Quantity (LSQ) basis."
Section 160 - Quality Control & Quantity Measurement
CONSTRUCTION
160.02 Quality Control and Quantity Measurement System
Under "(a) Quality Control Plan, add the following:
"(3) Description of the testing facilities and information on when and where each of the required materials tests will be performed.
(4) Random sampling and/or measurement plan prepared in accordance with requirements in Table 160."
(5) A log of all samples that are taken by the Contractor shall be maintained for the duration of the contract, and provided to the
Engineer upon request. Test results on all samples shall be given directly to the Engineer within 8 hours of test completion."
160.03 Sampling, Testing, Inspection, and Measurement of Quantities
"Minimum sampling and testing frequency is defined in Table 160.
Sampling and testing by the contractor shall meet the applicable AASHTO and ASTM Standards. Unless waived by the Engineer, the Engineer will inspect both sampling and testing equipment and procedures prior to production. The testing laboratory (including equipment and personnel) shall be operational and available for inspection at least 2 days prior to producing aggregate for acceptance. The testing facility shall be located far enough from construction machinery to avoid harmful vibrations.
The following requirements are applicable for aggregate crushing projects:
(a) Initial sampling of material shall occur as follows:
(1) For onsite produced materials after additions of any blending material - at crushing or screening plants, and if necessary off the road surface to check the consistency of blended materials.
(2) For commercially produced aggregates - at the producer's plant or stockpile;
(3) For gradation of combined aggregate in bituminous plant mixtures
- either before or after introduction of bituminous material.

(b) The contractor shall equip crushing, screening and mixing plants with sampling devices that are designed to take a representative sample. Sampling shall be done in accordance with AASHTO T 2.
(c) Gradation Testing
(1) Gradation test results shall be available for Forest Service review within 8 crushing hours of the time when samples were taken.
(2) Sieving of coarse aggregate (plus No. 4 material) shall be done in accordance with AASHTO T 27, except that the difference between the total weight of material after sieving must be within
1.0% of the original weight of sample sieved. The AASHTO requirement of 0.3% is changed to 1.0% for only coarse aggregate sieving.
(3) The weight of minus No. 200 by dry sieving after washing shall not be more than 5 grams above the allowable weight established by the Engineer during the test procedure check at the start of the project.
(4) The entire sample shall be washed with water containing dispersing agent, unless the Engineer determines that washing the plus No. 4 material is not necessary, and such waiver is approved in writing.
(5) All tests shall be recorded on forms approved by the Engineer.
(d) A representative split prepared in accordance with AASHTO T 248 of each field sample shall be adequately identified and retained by the contractor for the duration of the contract. The contractor shall also take additional samples as directed by the Engineer. These duplicate and additional samples shall be made available to the Engineer for quality assurance testing by the
Forest Service. Duplicate and additional samples shall be placed in sample containers that are provided by the contractor and approved by the Engineer.
The containers and samples will become the property of the government.
(e) To verify sampling and testing accuracy, the contractor, upon request of the Engineer, shall take a 250-pound random sample from the completed stockpile or road surface for quality assurance testing by the Forest Service for each 5,000 tons of aggregate produced.
Stockpile samples shall be taken with a front-end loader by digging into the pile so that all layers are represented in the sample. Road surface samples shall be obtained by recovering all material from either a trench across the full width and full depth of the aggregate layer or windrow. Underlying material must be excluded.

If results from samples indicate the material is out of specification, acceptance of the material will be based on a new set of random samples taken under the direction of the Engineer and tested by the contractor in accordance with paragraphs (c) and (d) above.
(f) The initial sampling and testing shall not be considered a final acceptance and shall not preclude later Forest Service quality assurance sampling and testing to check for compliance with gradation and plasticity requirements after final processing of the material. Such sampling shall not relieve the contractor of the responsibility of providing quality control measures to ensure compliance with contract requirements.
(g) If Forest Service quality assurance tests on samples taken in accordance with paragraphs (d), (e) or (f) above vary from the contractor's test results, additional quality assurance sampling and testing may be required at an independent laboratory selected by the Forest Service. The allowable difference between the contractor's gradation results and the quality assurance test results shall be 2% for percent passing the No. 200 sieve and 4.5% for percent passing all other sieves listed in the applicable specification. If the quality assurance and contractor test results do not compare within the stated allowable differences, the Forest Service may take the following action:
(1) Use the quality assurance sample test results for acceptance.
(2) Reduce payment by one hundred dollars for each of the contractor tests that are defective."

SAMPLING, TESTING AND MEASUREMENT REQUIREMENTS
A soil type is defined such that all soil in the represented volume shall have the same group symbol in the Unified Soil Classification System (ASTM D 2487) and the percent passing the
No. 4 sieve shall not vary more than 10 percent between samples.
Wherever an AASHTO T99 or T180 moisture density curve is required, gradation data will be provided as shown below. The moisture density sample shall maintain the same percentage of coarse material (passing 2 inch and retained on a number 4 sieve) as in the original field sample.
Field density testing of soil will normally require the use of AASHTO T224, Coarse Particle
Correction.

Where random sample or random measurement is specified, it shall be a stratified statistically random sample. Random numbers are to be determined by ASTM D3665 Section 5.1 thru 5.7, or a computer generated random number program approved by the Engineer. The sampling must be stratified to eliminate the possibility of sample points being "clustered.” Stratification is done by dividing the total quantity for the applicable bid item by the sample frequency. This process divides the total project quantity of one lot into sublots. The random number is used to obtain a random sampling point within each sublot. The contractor may terminate a lot and start a new lot when approved by the Engineer. Once a lot is terminated it may not be combined with any other lot. If material within a sublot fails to meet specification requirement, the Engineer may allow the contractor to rework the sublot materials and resample at a different randomly selected location.
Key to symbols used in table:
CT: Sampling and testing by contractor's personnel identified by name on the approved contractor's Q/C plan. Interim approval of personnel submitted will be based on specified training or experience requirements. Final approval will be based on observation of work performance on the project.
PE: Sampling and testing under the direction of and certification by a registered engineer retained by the contractor and specifically identified on the approved contractor's Q/C plan.
FS: Sampling, testing, measuring and/or data furnished by the Forest Service.
Note: The minimum frequency shown in this table is for contractor Quality Control sampling and testing. The contractor can run additional samples over the minimum number specified in the table. These additional samples can be taken in any manner, at any time desired by the contractor. Quality assurance sampling and testing by the Forest Service may be done at any time or location.

173.01 Work. Add the following to the second sentence of the first paragraph:

OF ITEMS. The party chief for construction staking shall be approved in writing by the
Contracting Officer.”

173.02 Stakes. Add:
"The nominal dimension of the wooden stakes shall be:
3/8"X 1-3/4"X 18": For guard, reference, slope, and other stakes.
3/8"X 1-3/4"X 3' : For clearing limit lath.

173.04 Government Furnished Documents. Delete the first sentence and add:
"The Contractor will be furnished by the Government, drawings, P-line survey notes, slope stake notes, computer printouts, and other necessary information for construction staking the project."
Staking Requirements
173.05 Precision. Add the following:
"The work shall meet the following precision: Slope distance accuracy for setting slope stakes shall be 0.5 foot, or 2.0 percent of the slope distance, from the control point to the slope stake, whichever is the larger value.
Slope Distance accuracy for reference stakes set from slope stakes shall be 0.5 foot, or 2.0 percent of the slope distance, measured from the slope stake to the reference, whichever is the

larger value. Accuracy of horizontal measurement from the slope stake to the clearing limit shall be 1.0 foot."
173.06 Staking Notes. Delete in entirety and add the following:
"Staking notes shall be neatly kept in a standard format, approved by the Contracting Officer, in securely fastened field books with stiff covers. Lettering shall be at least 0.15 inch high and legible at a distance of 2.5 feet. Errors shall be deleted by lining out. Crew names, positions, and date shall be recorded in the stake notes at the beginning of each day's work. The Party
Chief, or notekeeper, must sign or initial the beginning sheet of each day's work. All notes, including the originals, shall become the property of the Forest Service. All completed field books shall be reviewed, signed, and dated by the Purchaser prior to submittal to the
Contracting Officer. All information recorded on the reference stake shall be recorded in the stake notes. In addition the horizontal distance from centerline to each clearing limit shall be recorded.
173.07 Location Survey Line. Delete in entirety and add the following:
"A preliminary line has been established on the ground for this project. Missing points shall be re-established and marked on the ground with a new stake containing the original information by the Contractor.
173.08 &173.09 Clearing Limits, Slope Stakes & References.
Delete in entirety and add the following:
"The contractor shall establish slope stakes, clearing limits and reference points by one of the following methods as shown in the SCHEDULE OF ITEMS:
173(01)A - Clearing Limit and Slope Stake Combined - Cutside(s) and Through
Fills.
Clearing limits shall be established on each side of the designed centerline by using the slope distance information given in the staking notes and verify the minimum clearing limit distances shown on the typical section sheet of the drawings. This point shall be marked by firmly setting a lath in the ground for cutside and through fills. The clearing limit on the fill side in a cut/fill section shall be marked with a flag. The stakes/flag shall be set on lines at approximate right angles to tangents and normal to the central bearing of intersecting tangents. The clearing stake on the cut side or on both sides in through fill areas shall be marked as shown in figure 173-1 with the following information: The designed cut or fill to ditch grade at the slope stake point if there is a ditch or to shoulder grade if there is no ditch; the horizontal distance from the catch point to centerline; whether cut or fill is to ditch grade or shoulder grade; the slope ratio; the

width "W" from inside shoulder to outside shoulder; the station; the diameter and length of culvert if section is a culvert section. Any clearing lath damaged or destroyed during clearing operations shall be replaced before starting excavation.
After each section has been slope staked, reference stakes shall be established for slope stake information a minimum of 10 feet slope distance outside the clearing limits, with the following information recorded on them as shown in figure 173-1: The slope distance from the reference stake to the clearing stake and the information shown on the slope stake.
173(01)B - Clearing Limit and Slope Stake Combined - Both Sides.
The requirements for this pay item shall be the same as 173(01)A except that slope stakes and reference stakes shall be established on both sides of the designed centerline at all sections.
173(01)C - Clearing Limit and Slope Stake Combined - Cutside(s) and Through
Fills and Layer Place Fills.
Clearing limits shall be established on each side of the designed centerline by using the slope distance information given in the staking notes and verify the minimum clearing limit distances shown on the typical section sheet of the drawings. This point shall be marked by firmly setting a lath in the ground for cutside and through fills. The clearing limit on the fill side in a cut fill section shall be marked with a flag. In layer place areas, a fill stake shall be marked as shown in figure 173-1 with the following information: The designed fill to shoulder grade, the horizontal distance from the catch point to centerline, the slope ratio, the station, and the slope distance from the reference stake to the designed toe of fill. The fill stake shall be placed alongside the reference stake(s).
After each section has been slope staked, reference stakes shall be established a minimum of 10 fee slope distance outside the clearing limits, with the following information recorded on them as shown in figure 173-1: The slope distance from the reference stake to the clearing stake and the information shown on the slope stake.
173(01)D - Establishment of Fill Stakes in Layer Place Fill Areas.
Toe of fill(s) shall be marked by firmly setting the fill stake in the ground using slope distance information as marked on the fill stake and measured from the reference point.
The fill stakes shall be established after clearing has been completed and prior to embankment placement.
173(02)A - Clearing Limit and Slope Stake Separate - Cut Side(s) and Through Fills.
The requirements for this pay item shall be the same as 173(01)A except that the slope stake shall be placed at the slope stake point and shall have the slope stake information recorded on it. The Contractor may elect to mark the slope stake point with a "dummy " stake meeting the requirement of 173.02 and set the slope stake back with the reference stake until after clearing operations. In all cases the slope stake shall be reset to the slope stake point prior to starting excavation. The slope distance marked on the reference stake shall be from the reference stake to the slope stake.
173(02)B - Clearing Limit and Slope Stake Separate - Both Sides.
The requirements for this pay item shall be the same as 173(02)A except that slope stakes and reference stakes shall be established on both sides of the designed centerline at all sections."
173.11 Staking Culverts. Delete in entirety and substitute the following:
"All 36" and larger (or 24" and larger in a live stream) culverts shall be staked by hand level method, or equivalent, with stakes driven on the centerline of the culvert at each end of the culvert. In addition, reference stakes and pipe lath shall be a minimum of 10 feet beyond the anticipated construction limits. Stakes shall be marked with the following:
(a) Pipe Lath:. . . Station, diameter, length, and type of culvert (such as 18"X 36' CMP).
(b) Reference Stake: The vertical and horizontal distances from the stake to the invert at the end of the pipe and the station.
(c) End-of-Pipe Stake:Vertical distance to flowline."
173.14 Marking Stakes. Delete and substitute with the following:
"All stakes shall be marked with a stake pencil that leaves an imprint in the stake. The imprint is required on all marked stakes and all markings shall be legible. Other methods of permanent

marking may be approved in writing by the Contracting Officer. Stakes shall be marked as shown in Figure 173-1."
173.15 Approval and Maintenance. After the first paragraph add the following:
"Stake notes shall be returned by the contractor to the Contracting Officer for approval and shall be in the original binder and contain the original number of pages as when furnished to the contractor. The Contracting Officer shall have 15 days from the date the notes are turned in to inspect the work and notify the contractor as to whether the work is acceptable."
Measurement
173.16 Method. Add the following:
"Construction staking includes re-establishing missing portions of the location line, setting reference stakes, slope stakes, culvert stakes, and clearing limits. The quantity shall be the number of miles, measured to the nearest 0.01 mile, of centerline completed and accepted."

Section 201 - Clearing and Grubbing
201.02 Clearing and Grubbing. Replace (a) with:
"(a) Undisturbed stumps outside the roadway or in embankment areas, provided they do not extend more than 1 foot above the original ground nor closer than 1 foot to the finished subgrade and do not interfere with the placement or compaction of embankments."
"(c) Stable trees up to 6 inches in diameter and uncut vegetation less than 3 feet in height and less than 3 inches in diameter within the clearing limits but beyond the roadway that do not interfere with visibility."
Delete the first sentence of the fifth paragraph and replace with the following:
"Trees within the clearing limits may be felled outside the area being cleared."
201.03 Utilization of Timber.
Add the following to the first paragraph after the first sentence:
"Before merchantable timber (timber meeting utilization standards) is transported from the project, Contractor shall:
(a) Affix a Woods Receipt (R1-FS-2440-5A, 9/84), furnished by the
Contracting Officer, to each load of logs in accordance with the instructions printed on each book of woods receipts; and
(b) Clearly and legibly paint the last three digits of the woods receipt number on both ends of at least two logs of every load.
(c) Hammer brand and paint one end of all saw logs with a brand ASSIGNED by the Contracting Officer. The paint mark shall be at the same end of the log that is branded. Paint shall be highway yellow and be of lasting quality
(oil base or equivalent). Minimum acceptable size of paint spot is equivalent to a 2-inch circle. Hammer brands shall be 2 inches minimum dimension. Contractor shall be required to furnish all paint products and branding hammers.
201.05 Slash Treatment. (b) Specific Methods.
(6) Chipping. Add the following:
"(6.1) (CHIPPING WITH MAINTENANCE TYPE BRUSH CUTTER-RESIDUE
SIZE LIMITED.)
The intent of Method (6.1) Chipping, may be met with a mechanized brush cutter, provided that no residue larger than _3_ inches in diameter and _3_ foot in length remain after the operation is completed."
Delete Method (8) and replace with:
"(8.1) Decking Unmerchantable Material.
(DECKING FIREWOOD)
All reasonably sound logs which do not meet utilization standards but can be used for firewood and are _5_ inches or more in diameter and _6_ feet or more in length shall be limbed and bucked into lengths not to exceed _32_ feet and decked outside the roadway.
The logs shall be decked in a stable position at locations approved by the
Contracting Officer. If logs are decked on the lower side of the road they shall be decked in areas where the fill does not exceed _15_ feet in height and shall be placed between the roadbed and the windrow or slash piles and not covered by the windrow or slash piles. Decks shall not be closer than _5_ feet to the shoulder.
Logs not suitable for firewood shall be treated by one or more of the slash treatment methods specified for tops and limbs."
Section 203 - Excavation & Embankment
203.01 Work. Insert the word "haul" after the word "roadway" on the first line.
Add the following at the end of the first sentence”
“This work shall also consist of cleaning existing culverts in place where SHOWN ON THE
DRAWINGS.”
Construction
203.04 Clearing & Grubbing. Add the following to the last sentence:
"..., unless specifically allowed under Section 201."
203.15 Embankment Placing Equipment. Under (b) specific methods add the following to method 1:
“The top one foot of subgrade shall be compacted by operating compacting equipment meeting the requirements of Subsection 212.02(b) or (c) for a minimum of three complete passes over the width of the subgrade. The material being compacted shall be at a moisture content suitable to obtain a mass that will not visibly deflect under the load of the hauling equipment.
Excessively wet material shall be handled in accordance with Subsection 203.06 (c).
203.18 Method. Add the following to the first paragraph:
"Items not shown in the SCHEDULE OF ITEMS will not be measured."
Add the following Pay Items:

Section 204 - Soil Erosion & Water Pollution Control
204.01 Work. Delete in entirety and substitute the following:
"This work consists of special temporary and/or permanent construction measures as SHOWN
ON THE DRAWINGS and/or listed in this specification to control soil erosion and water pollution. Such measures may include (but are not limited to) filter windrows, slash blankets, brush barriers, drainage devices, earth berms, earthen water bars, sediment basins, aggregate base/surfacing, rock ditches, riprap, seeding, mulching, and/or straw bales.
This work shall also include special construction methods SHOWN ON
THE DRAWINGS to control erosion at control areas."
204.02 Requirements. Delete the 2nd paragraph and substitute the following:
"All other materials shall meet commercial grade standards and shall be approved before being incorporated into the project."
204.03 Performance. Delete the first sentence and replace it with the following:
“Prior to the start of construction, submit a written plan for review that provides permanent and temporary erosion control measures to minimize erosion and sedimentation during and after construction. Include methods to minimize disturbance to the stream, prevent runoff from the construction site entering directly into the stream, prevent the release of fuel and oil into the water and soil and to contain and control any spills that may occur.”
Add the following to this subsection:
“Emergency Spill Kit. Keep sufficient quantities of absorbent materials on the project site to absorb accidental fuel, hydraulic oil, or other petroleum product spills. Use absorbent materials that are biodegradable, non-water absorbing and designed specifically for the types of spills associated with the Contractor’s operation.”
Delete the 2nd paragraph and substitute the following:
"Erosion control measures shall be incorporated into the project no later than the dates specified in Table 204.1. Variations in this schedule must be approved in writing by the Contracting
Officer."
Add the following after the 3rd paragraph:
"The following construction requirements shall apply:
a.- Earthwork. Clearing and grubbing, excavation, borrow and embankment operations shall be scheduled and performed so that grading operations and permanent erosion control measures can follow without interference or be constructed within the time periods listed in Table 625.
b.- Stream Courses. Temporary culvert installations will not be permitted in live streams unless approved individually in writing by the
Contracting Officer. If such approval is granted, temporary culverts shall be offset a sufficient distance so that installation of the permanent culvert can be completed without removal of the temporary culvert. Temporary culverts shall not be removed until flowing water is completely confined to the permanent culvert.
Diversion of live streams to allow work in the streambed shall be performed in such a manner as necessary to prevent erosion. Dikes of sufficient height to divert the flow without being overtopped shall be constructed in the stream above the drainage structure. Water shall be conveyed around the work area by a non-eroding conduit. Watertight pipes, tubing, or lined trenches may be used. Trench or pipe outlet areas shall be protected with plastic or other material approved by the Contracting Officer to insure that diverted water does not cause erosion as it returns to the stream.
Equipment shall not operate in the stream unless authorized by the Contracting
Officer. This does not include a one time crossing of the stream to begin installation. After installation of the permanent drainage structure is completed, all dikes, temporary culverts, basins, and trenches shall be removed and the area restored to near natural condition.
c.- Wet Conditions. The contractor shall conduct operations so as to minimize erosion and not develop conditions that will cause erosion. Work may continue during wet conditions as long as erosion and rutting is controlled.
d.- End of Construction Season and prior to Move-out. Any rutted areas and other damaged areas shall be smoothed, sloped and graded to drain. All temporary stream course diversion conduits and temporary culverts shall be removed and the stream returned to its natural channel. All erosion control measures required under this specification shall be functional and approved by the
Contracting Officer. The seeding method prescribed in Section 625 shall be used on all areas where work has been completed.
204.04 Method. Add the following to the first paragraph:
"Items not shown in the SCHEDULE OF ITEMS will not be measured."
“Quantities shown for items 204(15) Straw Wattles are to be stockpiled at the project sites for the discretionary use of the CO and are in addition to any bales or silt fence that the Contractor intends to incorporate into the project as a part of the permanent and temporary erosion control measures as required under this specification. 300 feet of wattles has been added to the bid item to be stockpiled. Upon completion of the project, bales that have been incorporated into the work sites will remain in place, or removed as directed by the CO. All used stockpiled watles and bales that have been removed from the work will be uniformly spread as mulch over seeded areas.”
204.05 Basis. Add the following:
