SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SCOPE OF CONTRACT

GENERAL SPECIFICATIONS

C-1 – OBJECTIVES AND SCOPE OF CONTRACT. The contractor shall perform road maintenance blading that will result in the proper mix of aggregates and fines to maintain aggregates on the road way, the elimination of ruts and chuckholes, maintenance and functionality of ditch-lines and water diversion structures, and removal of rocks, limbs and other debris from the road prism while preserving vegetation that serves to prevent or moderate erosion from runoff. The services covered in this contract include the furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform road maintenance blading on roads specified herein, in compliance with the terms, specifications, conditions, and provisions of this solicitation.

C-2 - DESCRIPTION AND LOCATION

(a) - BLADING. Location for performance is on the Clearwater National Forests. It is split by paired Ranger Districts. These will be the Palouse and Northfork as one bid item and the Lochsa and Powell districts as a second bid item. The locations of the specific roads to be bladed will be identified and shown on maps provided with task orders. Standard industry practice indicates use of a motor grader with a moldboard blade and scarifier to effectively perform this type of work. Some roads or road segments may require scarification in conjunction with blading in order to cut out washboards and chuck holes. The equipment used to perform this work shall be in good mechanical and operating condition. The use of water trucks may be required as needed to meet road maintenance target dates for specific roads as identified in section H.

C-3 - MOVING OF EQUIPMENT AND SUPPLIES. The initial moving of equipment, accessories, support equipment, and personnel to the jobsite specified in the task order, shall be paid at the lump sum mobilization amount as shown in the Schedule of Items. One lump sum mobilization payment will be made per task order issued. The moving of equipment and supplies between job sites defined in each task order shall be the contractor's responsibility and is incidental to blading.

C-4 - REPLACEMENT OF EQUIPMENT. Contractor shall provide quality equipment capable of safely performing the work under the terms of the contract. If equipment is rejected because it does not meet minimum requirements, including but not limited to safety and operability, or if it becomes inoperative, the Contractor shall correct the deficiencies or furnish replacement equipment meeting contract requirements within 2 days. All repairs are the total responsibility of the Contractor.

C-5 - POLLUTION AND EROSION CONTROL. During all operations under this contract, the Contractor shall exercise reasonable measures to direct surface runoff water to stabilized waterways and to keep the drainage systems functioning effectively to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes from the Contractor's operations, including camps, parking areas, and equipment maintenance areas shall be stored and collected in a sanitary manner and disposed of in a State-approved sanitary landfill.

PERFORMANCE SPECIFICATIONS

C-6 - WORK OBJECTIVES

(a) - Blading and Shaping. Performance of Road Maintenance includes blading and shaping the roadbed, including shoulders and turnouts and removing ruts, washes, slough, and other irregularities that prevent normal runoff from the road surface. The end result shall be the restoration and maintenance of the original cross section, grade and drainage of the road. The following standard industry practices will be reviewed during quality assurance inspections to determine that the desired end results will be met:

(1) – Blading to restore surface without loss of aggregate/gravel surfacing or disturbance or loss of road base material. Performance on gravel surfaced road shall be accomplished so the base is not disturbed and no surface material is lost in ditches or over the road shoulders. Blading of unsurfaced roads shall be performed so no base material is lost. Surface material shall be bladed from one edge of the road to the other in a berm in order to eliminate any segregations prior to spreading. Sections having segregated materials after spreading shall be reprocessed and spread.

(2) – Elimination of ruts, chuckholes, and washes. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill. High blading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.

(3) – Repair of settlement sections shall be performed where possible by cutting from the roadbed on each end of the settled area and filling into the settled area to provide smooth transitions to adjacent road grades. If this will not accomplish the objective, the COR shall be informed.

(4) - Blading and shaping operations shall not undercut road backslopes.

(5) - Sections of roads constructed without roadside ditch shall be uniformly insloped or outsloped the entire width of the roadbed, unless otherwise specified on each individual task order (i.e. crowning). The inslope or outslope grade shall be a minimum of 2 percent and a maximum of 8 percent unless staked otherwise on the ground.

(6) - Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.

(7) - Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross section shall slope uniformly both ways from crown apex to shoulders at a minimum grade of 2 percent and a maximum grade of 6 percent.

(8) - At the conclusion of the blading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the COR.

(9) – Special care shall be taken while blading stream adjacent roads to ensure no side casting of material into the stream channel.

(10) – Any downed tree cutting shall be paid at the grader hourly rate. All efforts shall be made to avoid this type of work. Pre-coordination will be made with the CO/ COTR prior to starting on District road systems.

(b) - Drainage Facilities - Cleaning and Repair

(1) - Wood, rocks, and other debris shall be removed from roadside drainage ditches to provide unobstructed flow of water. Only those ditches requiring debris removal will be pulled. The backslope of the ditch shall not be undercut by ditch cleaning operations; and the slope to road shoulder shall be maintained at an approximate ratio of 3:1 from the bottom of the ditch to the edge of the roadbed. Roadside ditches shall not be excavated to a depth of greater than 2 feet below roadbed grade. Typical depth of roadside drainage ditches below roadbed is one foot. Existing ditch dikes shall be restored, reshaped, and compacted as needed for effective drainage through culverts.

(2) - Wood, rocks and other debris resulting from the cleaning of drainage ditches shall be removed and disposed of on the jobsite as directed by the Contracting Officer's Representative. On aggregate-surfaced roads, material may be bladed across the road provided it is not deposited in ruts, washes, or chuckholes in the road surface. Such material shall be sidecast on stable fill slopes or natural ground out of streambeds, streams, or other waterways. No sidecasting will be permitted on roads paralleling streams where the ground slope from the outside road shoulder to the stream edge is steeper than 2:1. On roads without aggregate surfacing, surface soil with rocks less than 2 inches in greatest dimension may be spread evenly over the adjacent roadbed.

(3) - Remove from bridge decks all rock and other material that would create a hazard to traffic or is otherwise detrimental to the traveled surface. Cattleguards shall be left clean between the bottom of the rails and ground beneath. No additional material may be deposited within cattleguards.

C-7 - SIGNING AND PUBLIC SAFETY. The Contractor shall provide signs, other devices, and traffic control for occupied work areas in accordance with National standards as contained in Part VI of the Manual of Uniform Traffic Control Devices (MUTCD and these specifications. All signs and devices remain the property and responsibility of the Contractor.

(a) - Traffic Conditions

(1) - Roads shall be open to traffic unless otherwise approved in writing by the COR.

(2) - One lane roads shall be available for one lane channelized passage of traffic at all times unless approved in writing by the COR.

(3) – On roads closed with gates, the gate will remain closed during the period of operations. The gate shall be opened only to allow passage of the Contractor and his/her equipment and then be closed, unless otherwise approved in writing by the COR. The Contractor shall not hunt behind a closed gate, nor transport hunters or game, when equipment is behind that gate.

(b) - Devices

(1) - Required signs can be mounted on portable or temporary mountings. Standard MUTCD legends shall be used.

(2) - Traffic approaching the work area from either direction and side approaches shall be warned by signing.

(3) - Signs will, at all times, be within one mile of the operating equipment or personnel.

(4) - Hazards incidental to the work within or on the traveled way, shoulders, or turnouts shall be marked with hazard identification, illuminated beacons, or other MUTCD devices to safely guide road users through the area. Work shall be scheduled to provide for completion of segments on a daily basis.

(5) - Advisory speed plates may be used by the contractor to control traffic through the work area.

(c) – Equipment

(1) - All vehicles and machinery operating on or from the traveled way or road shoulder shall have flashing 4-way or top mounted flashing amber lights or rotary beacons operated continuously while work is in progress.

(2) - Back-up horns shall be required on all self-propelled equipment in excess of 8,000 gross weight.

(3) - Vehicles and machinery not in use in the Contractor’s operation shall be parked off the traveled way at approved locations to minimize interference with the normal use of the road. Track mounted machines shall not be used on paved surfaces.

(4) - Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer.

C-8 - REMOVAL OF OBSTRUCTIONS. All fallen trees, limbs, or brush in the travelway or road ditch line shall be removed and scattered outside the travelway.

C-9 - DAMAGE TO STRUCTURES. The Contractor is responsible for any damage caused by his/her personnel or equipment to any existing traffic loops, cattle guards, culverts, signs, and riprap protecting culvert inlets or fill slopes. Repair to these structures shall be at the Contractor's expense. Traffic loops will be marked on the ground with lath and fluorescent pink ribbon.

C-10 - SOIL MOISTURE – Retention of Fines. Contractor shall ensure that performance does not reduce the level of fines in the road surface. Therefore, operations may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be in excess of five (5) percent and less than 15 percent by weight unless otherwise authorized by the Contracting Officer's Representative (COR).
