Construction RFQ Amend 0001 Prescott National Forest Road Maintenance
QUESTIONS ASKED AT PRE-BID MEETING ON JULY 30, 2015
1. Could the contract time be extended?
Yes, time can be extended to 45 days. This will be addressed in Amendment 1. Additional time is being given in case of weather delays. FS hopes to have project completed this fall.
2. ADOT specs have a date after which cannot do chip seal is this an issue on this contract?
In the Specifications for this project Section 409.06 says temperatures above 60 degrees and the FSSS supplemental for 409.06 has September 30. If the weather holds and work can be performed within the temperature range, this date may be changed. Worst case scenario and temperatures are too cold to chip seal, FS may have contractor stop work and resume in spring.
3. Attachment #7, Performance evaluations, when are they due?
Must come with the bid but will give 2 days grace period so Aug 6. Good idea to also provide the contact information so if we do not receive the form we can contact them.
4. The skin patches at Wekuvde, is the whole area milled?
No just the edges of the depressions are to be milled to a 1” depth to keep the patch from peeling up, since we will not be doing any other surface treatment on top of them at this location. The areas will be cleaned of dirt and gravel prior to placing patch.
5. Where are excess chips to be placed at White Spar?
At the trailhead parking area. Description was left out of the Statement of Work, will be added back in, see Amendment 1.
6. Fire plan, is fire box necessary?
Yes, must comply with fire plan as in the contract.
7. When clean the pavements at White Spar and Hilltop can the material be swept to the sides?
Yes, but on the spurs not into the gravel picnic table area.
8. Will there be road closures?
See TRAFFIC CONTROL portion in Section C Statement of Work.
9. How comfortable are you with the quantities for the skin patch at Wekuvde?
This is an estimate to fill the low spots in the 5 areas as shown on the plan. The pay item is CQ (Contract Quantity) not AQ (Actual Quantity). Payment will be made for 900 SF of asphalt skin patch regardless of the quantity placed unless the contractor proves in writing the quantity in incorrect. See Section 109 in spec book, MEASUREMENT AND PAYMENT.
10. At Wekuvde have you checked for water leaks?
Not yet, to truly fix the problem at this location needs considerable more study and will solution will be in another contract. The intent is just to temporarily fix the hazardous condition.
11. How many LF of crack seal is at each location?
Quantities were not given with the intent that each contractor measures his own. As a very rough estimate FS used: Hilltop -8400 LF, White Spar base bid 8800 LF and White Spar Additive bid an additional 1200 LF.
12. At Wekuvde is there any patch work on the entry to Wekuvde Picnic area?
No, starts at the Stop sign, as shown on plans.
13. At White Spar, is there milling of the edges for this skin patch?
No, since there will be chip seal over it.
14. Are cracks to be routed?
No, routing is not required. Note there is an error in FSS SUPPLEMENTAL TO FP-03. Section 414.05, under the first bullet delete references to routing.
15. Do we chip seal around the wheel stops at the campgrounds?
Yes. Both campgrounds have concrete wheel stops at each back in spur. Wheel stops shall remain in place but chip seal should be done around them.
16. How confident are you in the SY numbers for the campgrounds?
Fairly confident, both sites were surveyed prior to reconstruction in 2006 and 2009.
17. What is the seal coat on the chip seal?
Fog seal coat.
18. Do the pavement markings require glass beads?
Yes for the arrows at White Spar and if the additive bid item is awarded, at Eagle Ridge.
Paint to be conventional traffic paint with type 1 glass beds. Application 6 pounds per gallon of paint.
19. Do you have a quantity of stripping at Eagle Ridge?
Approximately 365 LF
20. At Eagle Ridge are there 2 coats?
Yes, see specification SECTION 02579 SEALCOAT
21. Do the pavement markings require 2 coats?
Yes.
ADDITIONAL QUESTIONS AFTER PRE-BID TOUR
22. I do not find a designation for the chips. They are shown on table 409-1. Also I assume the emulsion for the chip seal will be CRS-2 and the fog coat can be either SS-1 or CSS-1.
Designation for size of the chips and the type of emulsions is in the Statement of Work.
23. I just noticed the Fog Seal Coat, at Hilltop Campground does not match the chip seal, should quantity be 18,130 SY?
Yes. There is an error in the bid schedule. Quantity of fog coat should match the quantity of chip seal.
24. On White Spar Campground you have "pickup and spread chips flat on site" as an additive bid item. If that does not get selected as part of the contract are we supposed to sweep all chips off to the side so we can fog seal?
On the roadways at both White Spar and Hilltop, yes chips shall be swept to sides. For the spurs at both locations base bid, “chips shall not be swept to sides of spurs but pulled back to closest campground road and then swept to edges of road.” See revised statement work section on chip seal.
25. Can the quote be emailed?

26. Do you want only the base bid items priced or do you want the additive bid items also?
