JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
LIMITED SOURCES/BRAND NAME JUSTIFICATION
CAMPBELL SCIENTIFIC, RADIO REPEATER MONITORING STATION
CIO/LMR/PRG MGT/RADIO DESIGN
1. Identification of Agency and the Contracting Activity:
The Contracting Activity is the United States Forest Service, Chief Information Office (CIO), United States Forest Service, Chief Information Office (CIO) and the Washington Office Acquisition Management Information Technology (WO-AQM IT) Support Branch, Albuquerque Service Center, 101B Sun Ave NE, Suite 200, Albuquerque, NM 87109.
2. Nature and/or Description of Action Being Approved:
This is an individual justification and approval document pursuant to FAR 6.302-1, 41 USC 3304(c)(1), for a new firm fixed price purchase order to acquire Radio Repeater Monitoring Stations.
3. Description of Supplies or Services Required to Meet Agency’s Need Including the Estimated Value:
The Campbell Scientific Inc., Radio Repeater Monitoring Stations and Temperature Probes are required to support the Forest Service Land Mobile Radio Performance Monitoring program. The requirement includes the following items: 14 ea. P/N 28842-3 Radio Repeater Monitoring Station w/Ethernet (3 RF Sensors), 6 ea. P/N 29133-3 Radio Repeater Monitoring Station w/Satellite (3 RF Sensors), 4 ea. P/N 30011-3 Radio Repeater Monitoring Station w/Expansion (3 RF Sensors), and 20 ea P/N 109-10-PT Temperature Probe. The estimated cost of this action is $109,000.00.
Specifications are as follows: Radio Repeater Monitoring Stations must provide data transport to Campbell Scientific Loggernet Database Software using Ethernet or satellite modem connectivity. Must monitor three radios per unit with ability to add expansion unit to accommodate three additional radios. Stations must monitor radio parameters (RF power, COR, PTT, RSSI) and environmental parameters (Temperature, AC voltages, DC voltages, solar array charge currents). Temperature Probe must be compatible with CR200X data logger used in the Radio Repeater Monitoring Stations.
4. Identification of Statutory Authority Permitting Other Than Full and Open Competition:
In accordance with FAR 6.302-1, 41 USC 253 (c) (1), Campbell Scientific is the sole developer of the Radio Repeater Monitoring System that is currently used on more than 100 Forest Service radio sites.
5. Demonstration That the Proposed Contractor’s Unique Qualifications or the Nature of the Acquisition Requires use of the Authority Cited:
This JOFOC is specific to one Brand Name manufacturer and is invoked based on the following critical requirements:
The Campbell Radio Repeater Monitoring Stations have been developed specifically for monitoring radio equipment and environmental parameters at Forest Service radio sites. These monitoring stations provide site data in a specific format that can be transported through Ethernet, cellular and satellite backhaul methods. This data is then uploaded to a website that is used by forest service employees to review site operational status and performance data.
Campbell Scientific and Forest Service engineers at the Missoula Technology and Development Center, have worked together to ensure this product meets the Forest Service requirements for identified monitored parameters, backhaul transportation, data formatting and trend data analysis.
6. A Description of Efforts Made to Ensure that Offers are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice was or Will be Publicized as Required by Subpart 5.2 and, if not, Which Exception under 5.202 applies:
This is a firm fixed price contract with competitive pricing, special features and significant cost savings in administrative costs. Informal market research was conducted and historical acquisition data was reviewed and it was found that similar Campbell Scientific parts have been acquired by utilizing sole source procedures. Thus, it is expected that the prices Campbell Scientific will propose will be found to be fair and reasonable prior to contract award.
7. Determination by the Contracting Officer That the Anticipated Cost to the Government will be Fair and Reasonable.
The market assessment confirmed that Campbell Scientific is the only vendor able to provide for the purchase of these supplies. Because the acquisition will be directly from the OEM, the expected price discounts are greater than any discount that could potentially be offered via any third party re-seller. Further, the Program Office was not able to identify any other authorized distributors or re-sellers that could satisfy the requirement within the performance, cost, and schedule constraints identified by the Program Office. Historical purchases have also been assessed in order to gauge the expectation of reasonable pricing. Based on the review of this historical data, it is expected that proposed prices will be found to be fair and reasonable prior to contract award. The Forest Service has used this company since 2012. Reference contract #AG-7604-P-12-0105, AG-7604-D-0175.
8. A description of the market research conducted and the results or a statement of the reason market research was not concluded:
See paragraph 7 above
9. A statement of the actions if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made.
In reviewing the technical requirements and compatibility constraints of this project, the primary hurdles that limit these efforts to other than full and open competition are derived from the expertise solely possessed by as the OEM. Campbell Scientific owns all of the manufacturing and technology expertise affiliated with their products and are best suited to ensure compatibility challenges and/or constraints are eliminated. The manufacturing costs associated with implementing cross communication/compatibility for universal radio communications efforts far outweigh any cost or schedule savings that might be recouped via unrestricted full and open competition.
10. A listing of the Sources, if any, That Expressed, in Writing, an Interest in the Acquisition:
N/A
11. A Statement of the Actions, if any, the Agency may Take to Remove or Overcome any Barriers to Competition Before any Subsequent Acquisition for the Supplies or Services Required:
The Forest Service CIO/LMR program has identified a need to remotely monitor the performance and health of their radio systems. As a relatively new concept, specific remote monitoring parameters and technical capabilities were identified. In June 2012, solicitations were posted and multiple vendors submitted their proposals and products for evaluation. This evaluation process identified Campbell Scientific as having the product that most closely meets the requirements identified in the solicitation. The expectation of the performance monitoring program is that as the program evolves the specific requirements will be adjusted to include industry standards allowing other vendors opportunities to compete.
CERTIFICATION:
The Program Office signature below provides evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government’s minimum needs or requirements or other rationale for an exception to fair opportunity) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.
