2. Contract Bid Items and Construction Specifications
Special Contract Requirements
CONTRACT CONSTRUCTION SPECIFICATIONS
The construction specifications for this project are composed of two parts. The first part is called the closed specification and is the standard NRCS construction specification that begins with the SCOPE and ends with MEASUREMENT AND PAYMENT or PAYMENT. The second part is called the open specification and consists of the ITEMS OF WORK AND CONSTRUCTION DETAILS that are written specifically for the Gary Bridges job.
All of the Construction Specifications are listed in the solicitation package. Not all of the Construction Specifications have a corresponding Bid Item. Some of the bid items have subsidiary items of work, which means those items are required to be accomplished but the payment for those items are included under another Construction Specification. For example, Construction Specification 5, Pollution Control, is subsidiary to Construction Specification 8, Mobilization and Demobilization.
BID ITEMS AND SPECIFICATIONS REVIEWED
NOTE: The contractor shall comply with UALLU of the specifications (construction and material). In the interest of time, not all of the specifications will be reviewed at this meeting or in the following notes. The following are several main points taken from the specifications.
CONSTRUCTION SPECIFICATION 8: MOBILIZATION & DEMOBILIZATION
Section 4A, Item 1: The access point, as marked on the drawings shall be the sole construction access point.
Section 4A, Item 2: All debris and items resulting from the construction operation shall be removed from the work site and disposed of by the contractor.
Section 4A, Item 3: All disturbed areas shall be bladed or smoothed to blend in with the surrounding area.
CONSTRUCTION SPECIFICATION 21: EXCAVATION
This site contains 2 microtopography ponds (micros). Excavation volumes, elevations, lengths, and geometry for each micro are labeled on the drawings.
Section 10B: The micros will be staked in the field.
Section 10C, Spoil Disposal: Spoil shall be placed as marked in the field and on the data sheets. The top elevation of the spoil shall be constructed to no more than 2’ above the surrounding natural ground on Micro 1, and 2’ above the spillway as labelled on the drawings on Micro 2 (SEE CORRECTION IN CORRECTIONS SECTION BELOW). All spoil pile end slopes and side slopes shall be no steeper than 8:1.
Amendment 2 to AG-7442-S-14-0038 Page 2 of 7
Section 10D, Vegetative Cover: Topsoil shall be stockpiled prior to construction and spread evenly over spoil areas after construction is complete.
CONSTRUCTION SPECIFICATION 94: CONTRACTOR QUALITY CONTROL
Section 10A, Item 1: Quality control shall be the sole responsibility of the contractor. The use of such phrases as “as approved by the engineer” does not relieve the contractor of their quality control responsibilities.
Section 10C: The contractor shall develop, implement, and maintain a system of quality control to provide the specified material testing and verification of material quality before use. The system activities shall include procedures to verify adequacy of completed work, initiate corrective action to be taken, and document the final results. The identification of the quality control personnel and their duties and authorities shall be submitted to the contracting officer in writing within 10 calendar days after notice of award.
DRAWINGS: GARY BRIDGES WRP
Sheet 3/3: Note the access point location. This shall be the sole construction access point.
The micros shall be constructed with a 50’ bottom width and 8:1 side and end slopes. The elevations of the bottom of the micros are described on the drawing. The end points of the spoil areas shall be staked in the field. The east end of the spoil on Micro 2 shall be higher than the spillway end by at least 0.25’. Micro 1 spoil piles are designed as islands.
GENERAL COMMENTS:
Along with other OSHA requirements, hard hats and construction area delineation signs are a must during construction.
All contractor equipment and personnel must stay within the WRP easement boundary.
Due to the time of year of the performance period, possible heavy rainfall should be expected. Special attention shall be given to the dewatering plan.
CORRECTIONS:
Section 10C, Spoil Disposal: Spoil shall be placed as marked in the field and on the data sheets. The top elevation of the spoil shall be constructed to no more than 2’ above the surrounding natural ground on Micro 1, and 2’ above the spillway as labelled on the drawings on Micro 2. The minimum spoil height on Micro 2 shall be no less than 0.5’ above the natural spillway elevation. All spoil pile end slopes and side slopes shall be no steeper than 8:1.
QUESTIONS AND ANSWERS:
Q1: Can we use a corporate safety plan or does it have to be job specific?
Amendment 2 to AG-7442-S-14-0038 Page 2 of 7
A1: The safety plan should be specific to dirt work construction, heavy equipment operations, and job site operations.
Q2: How far outside of the construction footprint can the area be disturbed?
A2: Construction Specification 5, section 8, paragraph A(1)(c): Work shall be carried out to minimize equipment operation outside of the micro and spoil pile footprint. Contractor shall avoid all planted trees outside of those areas.
Q3: Is spoil going to be right up to edge of micro or does there need to be a ledge between spoil and micro?
A3: There is no need for a ledge.
Q4: Is the spoil and top soil combined height not to be higher than 2’?
A4: Yes Q5: What does contractor do if landowner comes on site and refuses to wear a hardhat?
A5: Document it and let the COR or CO know. The contractor should not be contractually penalized if this happens.
Q6: Does the contract require a “Port-a-Potty”?
A6: Yes. In accordance with OSHA Part 1926. The solicitation states that the contractor shall comply with OSHA 1910 and 1926 as well as with the NRCS Supplement to OSHA Parts 1910 and 1926. OSHA Part 1926.51(c)(1) specifically states that toilet facilities are required to be on the jobsite.
Q7: Is a specific safety training or first aid course source required to be used?
A7: No. The contract doesn’t specify the specific first aid course to be taken.
Q8: Can you go outside the construction footprint to stockpile topsoil?
A8: Yes. However, equipment operation outside the footprint shall be minimized (see Q/A #2 above).
Q9: Is there a requirement for CPR training?
A9: No. In accordance with the NRCS Supplement to OSHA Parts 1910 and 1926, the requirement is for First Aid training only.
Q10: Is a silt fence required?
A10: Not specifically required. If the need arises for silt fencing or other erosion control measures, the contractor shall follow Section 3 in the Pollution Control specification.
Q11: Can spoil pile on north side of Macro 1 be shifted if needed to avoid backing water over easement boundary?
A11: Yes it may be moved. However, the COR shall be notified prior to spoil placement movement on Micro 1. In accordance with Texas State laws, at no time should water be backed onto neighboring property or channeled onto neighboring property due to the construction of the improvements.
Q12: Does topsoil need to be removed from spoil areas?
A12: Construction Specification 21, section 10, paragraph E: Contractor shall clear footprint of micros and spoil areas prior to excavation. Areas shall be free of vegetation and other unsuitable materials.
