Vaults containing 750 gallons or less shall be considered one (1) unit of work, vaults containing 1000 gallons will be considered one and a half (1 ½) units of work, vaults containing 1500 gallons will be considered two (2) units of work, vaults containing 2000 gallons will be considered three ( 3) units of work.

C.1-5 Pre-work Conference

A Pre-work meeting will be scheduled with the Contractor, Contracting Officer (CO) and the Contracting Officer Representative (COR) prior to the start of work. The purpose of this meeting is to thoroughly discuss the schedule of work, work performance requirements, approved waste disposal sites, and contract terms and to familiarize both parties with the responsibilities of each under the terms of this contract.

C.1-6 Contractor’s Representative

Prior to the start of work, the Contractor shall designate in writing, a person to act for him during his absence from any work site and shall specify the scope of their authority.

C.1-7 Minimum Pumping Request Guarantee

As a minimum, each work order, pertaining to the pumping scheduling, will guarantee 3 units of work.

C.2 Technical Specifications

C.2-1 Equipment

The Contractor shall furnish all toilet pumping equipment, tools, approved disinfectant, and any other equipment and supplies necessary to perform the work in accordance with specifications. Hose will be of such size to allow pumping without clogging and long enough to access all vaults to accomplish the required pumping. The tank truck shall be driven no closer than 6 feet to each facility, and only if terrain allows.

The sides and end walls of the vault shall be pressure washed after pumping.

Contractor must have the necessary equipment and be prepared to clean up and remove any spilled waste and debris.

Water drafting equipment may be used to get water from a lake, pond, or stream. It shall consist of equipment completely separate from toilet waste pumping and hauling equipment.

All disinfectant shall be approved by the COR.

All equipment shall be in full accordance with any local and State Regulations.

C.2-2 Pumping Procedures When an Outside Manhole is Available

As long as outside pump out access is in excess of 20 inches in diameter, the Contractor shall not be allowed to remove vault contents through the toilet riser.

Debris, as much as possible, shall be removed from the vault before pumping.

ALL DEBRIS FROM THE VAULT SHALL BE PLACED IN A LEAK-PROOF CONTAINER.

If the bottom of the vault is flat, waste shall be removed within 4-5 inches of the bottom. Remove all debris that was not removed during initial debris removal.

Interior walls of the vault shall be washed down to remove clinging waste. Any compacted solids on the bottom of the vault shall be broken up, diluted and removed. The 4-5 inches left in the vault shall be liquids.

Flat-bottom vaults shall be precharged with enough water to bring the depth of the water up to 10 inches.

If the bottom of the vault is sloped, pump the waste down (at the deep end) to where the hose begins to suck air. Vault may be washed down from the inside of the building or from the manhole, whichever is easier. Then pump the remaining waste and water until the hose begins to suck too much air to make further pumping practical.

Precharge the vault with water so that there is 6 (six) to 10 (ten) inches of water covering the bottom under the toilet riser.

Clean up and disinfect all contaminated areas resulting from pumping process. Remove all waste deposits inside and outside the vault and on the concrete pad. Waste shall not be allowed to run off into gravel or dirt around the toilet.

Clean thoroughly around the manhole cover gasket area and replace the cover. The manhole cover must fit with an airtight seal. If there is no air tight seal, the contractor shall notify the COR.

C.2-3 Pumping Through Toilet Risers with No Available Outside Manhole

The Contactor shall remove the toilet riser prior to pumping or removing debris. If riser is impossible to remove, Contractor may proceed with debris removal and pumping with riser in place.

Remove debris and pump in accordance with C.2-2. Avoid spillage on interior floor and wall surfaces while removing debris and while pumping. Toilet paper holder, toilet paper and riser shall be protected from damage and contamination.

After pumping, interior floors and wall surfaces that have been contaminated by waste will be thoroughly disinfected. Door handles and knobs will be disinfected. Spilled waste shall not be swept outside, onto the ground or allowed to run off the slab.

Each unit will be available for immediate use after pumping and final cleanup. The Contractor shall not leave any toilet location until final cleanup is accomplished.

Port-a-pot will be pumped through the riser. Vault will be recharged with appropriate liquids after pumping and cleaning.

C.2-4 Drafting Water

Contractor may draft fresh water (to be used for washing down the vault walls, emulsification of waste and for final cleanup) from lakes, ponds and streams under the following conditions:

a. Drafting shall be accomplished where it least interferes with the public use of the facility and at areas least viewed by the public.

b. No waste shall be introduced into any body of water.

c. The COR shall approve all sites used for drafting water.

d. List of drafting locations will be within 1 mile of toilet location. (List available by request.)

C.2-5 Offsite Disposal of Sewage and Debris

The Contractor shall be responsible for making disposal arrangements, including disposal of all effluent, debris, trash, and payment of fees.

Disposal shall conform to all Federal, State, and local laws and ordinances. COR shall approve all disposal sites before pumping begins.

Information regarding approved sites can be obtained by contacting Tim Waddell, Park County, at 307-527-1818.

The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Hauling of all waste shall be in accordance with applicable health regulations.

C.2-6 Conduct of Personnel

The Contractor and his employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreational areas while engaged in the performance of the contract.

Due to the nature of the duties under the contract, the Contractor and his employees shall keep themselves and equipment presentable at all times. The CO may, in writing, require the Contractor to remove from the work site any employee that the CO deems incompetent, careless, discourteous to the public, or is otherwise objectionable, for theft, possession and/or removal of materials, supplies, equipment or any Government owned property.

C.2-7 Resource Damage

Any damage or defacement that is observed by the Contractor, prior to performance of their duties, shall be reported to the COR. Damage or defacement that occurs to government property or land resources during the Contractors operations shall be reported to the COR and repaired at the Contractor’s expense to its original condition. Onsite inspection will be made by the COR prior to the acceptance of work.

DESCRIPTIONS, CAPACITY AND LOCATION

Units are normally accessible between the months of May through October. It is estimated 64 units in developed recreation sites, 15 units in host sites, 2 ½ units in administrative sites and 1 port-a-pot unit will require pumping through September 30.

*Host tanks are enclosed septic holding tanks

All of the vault locations will be indicated on the accompanying maps for the Clarks Fork, Wapiti, and Greybull Ranger Districts. Service is ordered as needed due to the variation in use.
