Presentation will be clear and legible with a tabulation showing all design loads and conditions. The source of loading conditions, formulas, and references will be identified. Assumptions and conclusions will be explained and cross-referencing will be clear.
d. Use of Computer Programs. When computer programs are used, the design analysis should include a complete listing of the input and output data, and calculations necessary for preparation of the input data. Input should be annotated to facilitate a reviewer's verification of data. Computer output should be in a format that identifies results by proper column headings and line identification keyed to a sketch of the structure if necessary. Voluminous output data may be included in a separate volume or, output presentation may be limited to key sections or to typical results when output is repetitive. Results should be verified by a "ball park" by hand analysis. The required level of verification is dependent on
16 | P a g e such factors as complexity of analysis, importance of results and level of confidence in the program.
Approved computer programs will be those commonly used programs judged to be reliable and thoroughly debugged. When non-approved programs are used, the design analysis must include a description of the theories, assumptions and design methods employed, sufficient to verify validity of the program.
e. Other Data. Codes, manuals, special investigations and reports are to be considered and used as applicable.
f. Submission. Except when specifically exempted, the design analysis will accompany all drawings submitted for review, approval, information, or record. Required submittal of drawings, design analysis, cost estimate, and specifications are outlined in the basic contract, Appendix A, for A-E's.
C.2.2.4.2 Format and Content. C.2.2.7.1 Utilities
C.2.2.7.1.1 Definition. The term "utilities" shall be construed to mean all interior and exterior utilities, such as water, gas, sewer, drainage, steam, high temperature hot water, electricity, telephone, and other similar systems.
C.2.2.7.1.2 Work Under This Contract. Work shall include the design of all interior and exterior utilities required to support the project, the design of any required protection of any existing utilities that will be affected by construction of other work designed under this contract and of any required relocation or modification of any Government owned existing utilities that will be affected.
a. The development of any task order project could include possible enlargement, and/or utility connections and site facilities owned and operated by organizations outside of the Government. The A- E shall review the conditions of all utilities and site facilities as they exist and determine their adequacy with regard to the new requirements imposed by the scope of the task order. If the A-E should determine during the development of any task order project that any on-site or off site utilities and/or facilities owned and operated by agencies or organizations other than FPL may require adjustment to facilitate service for this project, it shall include such recommendations with its submission. Such description should include load requirements, service characteristics, cost analysis, and schematic drawings, if required, to show the proposed points of connection. The A-E is not authorized, however, to make any commitments on behalf of the Government to such outstanding organizations.
b. The A-E will investigate various design alternatives for each utility service. The firm will also prepare appropriate technical data and meet with, or otherwise coordinate with, the government agency or private utility firm responsible for each utility service. The A-E will submit appropriate recommendations and technical design data to the Contracting Officer subsequent to this development and evaluation phase. The FPL will then contract the Government agency or private utility to negotiate
22 | P a g e the terms of a “Utility Agreement” to construct necessary utility facilities, obtain permits, or to make arrangements for others to obtain permits.
c. Prior to the first Design Development Review, the A-E shall prepare a “Permitting Report”. This report shall include permitting requirements for all utilities or approvals from state, county or city necessary to construct and operate the facilities for the project. Sample permits and the names, addresses and phone numbers of the appropriate authorities shall be provided in this report.
