Classical Swine Fever (CSF) Virus Vaccine DIVA: Questions and Answers Part Two:

Question: How should the proposals be priced to include Deliverables 1, 2, and 3? How should we do the pricing schedule, one for each deliverable showing fixed cost, plus the indefinite and ongoing cost at 200,000 pig increments? Or do we do two pricing schedules, one for our Proposal A (Deliverables 1 and

3) and one for Proposal B (Deliverables 1 and 2)?

Answer: Please see revised CLIN (contract line item) structure in revised solicitation.

Question: In the Schedule of Items, why don’t the quantities total 20 million doses over the option periods?

Answer: This is just a rough estimate. If there is a large surge response we may need 20 million doses in an option period. But, on the other hand, if there is not an animal emergency we may not need any doses during a given option period.

Question: If two injections are required for complete protection do we supply a quote on the basis of “sufficient to immunize 1 million pigs (Deliverable 1)” for example?

Answer: Price proposals are based on price per “dose” meaning price per shot. If a booster shot is required to provide required efficacy this will be taken into account in price analysis (i.e. an offeror who can provide the same efficacy with one shot at $2 per shot is just as reasonably priced as an offeror who provides price of $1 per shot but requires two shots for same effect)

Question: Are the FAQs posted somewhere for all to read?

Answer: Yes, on the federal business opportunity website (www.fbo.gov) along with the original solicitation.

Question: Have there been any amended announcements?

Answer: NO. But, I am posting one now in response to your first question.

Question: We plan to submit confidential information from customers utilizing our technology. Are external reviewers to be used and what is the status of confidentiality agreements? We understand that if all USDA internal reviewers, that strict confidentiality will be maintained.

Answer: No external reviewers will be used. All APHIS employees on the evaluation team will be required to sign non-disclosure agreements with strict rules of engagement and confidentiality.
