4.0 Contractor Personnel

The contractor shall utilize experienced, qualified personnel to perform sampling.

Analyses must be performed by a laboratory certified in Iowa to test the requested parameters.

5.0 General Information

5.1 Place of Performance

Sampling will occur at the north and south sanitary sewer outfalls for the National

Centers for Animal Health, 1920 Dayton Avenue, Ames, IA 50010. A map showing the approximate location of the sampling outfalls is below.

The NCAH North Outfall is currently inside the NADC Pump Station managed by the City of Ames Water and Pollution Control Department. The contractor will need to coordinate with the City for access to the building. The City

Pretreatment contact is Michael Klocke-Sullivan (515-239-5150). The City does mailto:Karla.K.Tebben@aphis.usda.gov not consider this sampling location to be a confined space. At the North Outfall there may still be a Kennison nozzle flow meter with a Milltronics Hydroranger datalogger at the beginning of the contract period. Sampling contractors have been able to connect their samplers to the datalogger with a 6-pin Isco connector to obtain flow measurement information while sampling. A picture of the flowmeter/sampler connector is in Appendix B. There is electricity available at the North Outfall sampling location.

Shortly after the start of the contract period, the Kennison nozzle will be replaced with a flume wastewater meter outside the pump station. The flume wastewater metering equipment will be connected to a datalogger that contractors will be able to use to obtain flow data. The datalogger will be housed in a small enclosure near the sampling manhole. The sampling manhole depth is approximately 10.5 feet. In addition, the contractor will need enough hose to go from the enclosure to the sampling manhole. The enclosure will have a small space heater, but outside the enclosure the contractor may need heat tape to ensure the hose doesn’t freeze during inclement weather.

At the beginning of the contract period, the NCAH South Outfall sampling location may still be located in a manhole in the driveway at the south entrance to the NCAH campus. Sampling contractors generally set up barricades around the manhole during sampling events. This location is considered a confined space entry location. Most contractors use a long pole to set a flow-metering weir and leave the sampler above ground with barricades around it during the sampling event. The weir size used by the City for verification samples is 8-inch. At the beginning of the contract period, sampling equipment must be battery powered at the South Outfall.

Shortly after the start of the contract period, the City will be installing a new flume wastewater flow meter and sampling manhole for the NCAH South Outfall.

The sampling location will be moved out of the driveway to a grassy area near the south entrance to the NCAH facility. The new sampling location will have a datalogger with a 6-pin Isco connector, and electricity will be available. Once the datalogger is available, contractors should be able to connect their sampling equipment to the datalogger to obtain flow measurement information while sampling. There will also be an enclosure with a small space heater in which to place the sampler. The sampling manhole depth will be approximately 7 feet deep. In addition, the contractor will need enough hose to go from the enclosure to the sampling manhole. The contractor may need heat tape to ensure the hose outside the enclosure doesn’t freeze during inclement weather.

5.2 Period of Performance

This contract period is date of award through 12 months for each year of the 5-year contract.

5.3 Hours of Work

Sampling shall take place during normal business hours, 8:00 am to 4:30 pm

Monday through Friday, except federal holidays.

5.4 Contractor Licenses/Certifications

Contractor analytical laboratories must be certified in the state of Iowa to test for the sampling parameters requested.

5.5 Safety Considerations

The contractor is responsible for contractor personnel safety and is required to abide by all applicable safety laws and regulations.

5.6 Security

There should not be a reason for the contractor to require entry to the NCAH facility within the secure fenced parameter. NCAH is a secure facility. If entry to the fenced perimeter of the facility is required, the contractor shall follow the following requirements:

Contractor personnel shall sign in and sign out every time they enter or exit the facility.

Contractor personnel shall present a photo government-issued ID (driver’s license or equivalent) every time they enter the site.

Contractor personnel will be supplied a NCAH badge that must be displayed at all times while on site.

4. STATEMENT OF WORK (2 of 2)

Project Title:

National Animal Disease Center Sampling for 1,4-Dioxane

Project Location:

USDA-NATIONAL CENTERS FOR ANIMAL HEALTH (NCAH), AMES, IA

SCOPE OF WORK REQUESTED:

BACKGROUND

In 2002, the Agricultural Research Service (ARS) conducted a hazardous substance removal action to excavate and dispose of 16 mixed waste pits (i.e., radiological and chemical waste) that were established in the 1970’s at the National Animal Disease Center (NADC), Ames, Iowa. In early 2004, a groundwater investigation was initiated as the final step toward confirming clean closure of the former mixed waste burial pits. During the investigation, low levels of the chemical 1,4-dioxane were identified in shallow groundwater. Sampling prior to the 2004 event did not detect 1,4-dioxane because a different sampling method was employed.

In late 2004/early 2005, a groundwater investigation was conducted to determine the extent of contamination. The investigation revealed levels of 1,4-dioxane above Iowa Department of Natural Resource (IDNR) standards that would impact construction of the southwestern portion of the Consolidated Laboratory Facility (CLF). The investigation revealed that the plume was limited to the shallow aquifer.

A Long Term Monitoring Plan was submitted to IDNR in June, 2006. The Long Term Monitoring Plan proposed a phytoremediation system for treatment of the impacted groundwater and soil pore water.

During construction of the CLF building, over 19,000 cubic yards of soil with pore water containing 1,4-dioxane were removed from below the building footprint in the identified contaminant plume. These soils were placed in the soil containment structure containing a low permeability (less than 1x10-7cm/sec) soil/bentonite liner with an underdrain system designed to collect excess water from the soil.

During construction of the CLF building, groundwater originating in the 1,4-dioxane plume area was, by use of control structures and pumping, hydraulically separated from groundwater encountered in the remainder of the excavation area. This groundwater was collected and hauled to the soil/bentonite lined containment structure referred to as the “dirty” water pond. A soil/bentonite lined containment structure referred to as the “clean” water pond was also constructed to hold surface water for irrigation use in the phytoremediation system (if necessary), and to serve as a back up containment area if the other containment areas reach capacity.

SAMPLING PLAN

Quarterly sampling of 1,4-dioxane in groundwater commenced in August, 2006.

Reduced monitoring was approved in August 2010. Semi-annual samples are currently required from the following locations (see Figure 1 Sampling location map):

Point 1, “Dirty” water pond Point 3, Soil containment area withdrawal manhole Point 5, Subsurface 1,4-dioxane capture drain system Point 7, CLF building footing drains – interior (south)

Semi-annual monitoring shall occur during the October-December and April-June calendar quarters each year.

SAMPLING PROTOCOL

One (1) glass amber container (1 quart) of remediation process water shall be obtained from each sampling point per sampling event. Samples are to be collected by personnel trained in environmental sampling protocols. Sample collection, handling, and documentation will follow the procedures outlined in EPA publication SW-846, entitled Test Methods for Evaluating Solid Waste, Physical/Chemical Methods. The contractor is responsible for providing all personnel, supplies and equipment necessary to complete sampling.

The samples shall be placed in a cooler and preserved with ice for shipment to a certified testing laboratory. The testing laboratory shall use analytical method EPA SW-846 8270C for analysis of the 1,4-dioxane content of each sample. The 1,4-dioxane sample has a 7-day holding time, so samples must be shipped to the testing laboratory as quickly as practical. The shipping container must have a breakable seal to ensure the integrity of the samples during shipping. A trip blank shall accompany container shipments from the laboratory. One duplicate sample from a randomly selected sampling point shall also be obtained and analyzed per semi-annual sampling event. Laboratory analytical services shall be included in the bid or quote price.

Samples from the “dirty” water pond (sampling point 1) shall be obtained directly from the pond. The sample shall be collected as a grab sample. The sample shall be obtained from the north bank of the pond, immediately above the seepage collection pipe (directly south of the manhole). The estimated water level in the pond at the time of sampling shall be recorded. If the pond (or any other sampling point) is dry, the location will be recorded as such. If the pond is frozen and liquid water is noted below the ice, the contractor shall chip through the ice and the sample shall be taken from the water below the ice. It is recommended that sampling occur early in the October-December quarter to avoid having to sample beneath ice.

The water sample from the soil containment area (sampling point 3) shall be collected as a grab sample from the manhole sump where the under drain system of the soil containment area outlets. The estimated water level in the manhole at the time of sampling shall be recorded.

The sample from the subsurface 1,4-dioxane capture drain system shall be collected as a grab sample from the manhole sump (sampling point 5). The estimated water level in the manhole at the time of sampling shall be recorded.

The amount of water captured by the subsurface 1,4-dioxane capture drain system will vary seasonally based upon previous observation. The system includes a manhole sump with a capacity of approximately 376 gallons. This location is deep and has required connecting several sampling poles to reach a depth to gather the grab sample.

The samples from the CLF building footing drain (sampling point 7) shall be collected as a grab sample directly from the sump well. The estimated water level in the sump at the time of sampling will be recorded. The drain is pumped to the on site storm sewer system.

Sampling shall be conducted following appropriate safety measures.

SAMPLING LOCATION

Sampling will take place at the National Centers for Animal Health located at 1920 Dayton Avenue, Ames, IA 50010.

HOURS OF WORK

Sampling shall take place during normal business hours, 8:00 am to 4:30 pm Monday through Friday, except federal holidays.

SECURITY

NCAH is a secure facility. The contractor shall abide by the following security requirements:

Contractor personnel shall sign in and sign out every time they enter or exit the facility.

Contractor personnel shall present a photo government-issued ID (driver’s license or equivalent) every time they enter the site.

Contractor personnel will be supplied a NCAH badge that must be displayed at all times while on site.

Contractor personnel shall return the NCAH badges every time they leave the NCAH secure facility.

Contractor personnel shall be escorted at all times while within the secure areas of the NCAH facility.

To facilitate entry to the site and assure an escort is available, it is preferred that the contractor contact the NCAH Environmental Protection Specialist at least two weeks prior to schedule the sampling event.

REPORTING

A report shall be submitted to the NCAH Environmental Protection Specialist within 30 days after the completion of each sampling event. Each semi-annual report will detail testing results at each sampling point plus results from blanks, spikes and duplicates as appropriate for quality assurance requirements.

Results are to be emailed to: Karla.K.Tebben@aphis.usda.gov, or sent by hard copy in the mail to National Centers for Animal Health, 1920 Dayton Ave. Room 3129, Ames, IA 50010 ATTN: Karla Tebben.

TERM OF SAMPLING AND REPORTING

This sampling, testing and reporting contract shall run from the date of award through 12 months for each year of the 5- year contract with the reporting occurring within 30 days of completion of each sampling event. Sampling within the first month of each sampling calendar quarter (April and October) is preferred.
