Integrated Plant Health Information System
(IPHIS)
Overview
May 9, 2011
What is IPHIS?
IPHIS is a web-accessible application with secure role-based access to enter and view data for plant health events occurring across the nation for all levels of plant health responders within the USDA as well as cooperating entities outside the USDA, such as diagnostic laboratories at state, local, academic, and industry sites.
Purpose IPHIS serves as an electronic interface providing USDA users access to enter and view data for plant health events nationwide.
IPHIS provides the following information to USDA users:
Compliance agreements Events to handle declared plant health emergencies Identification of the general Event area and definition of Survey Locations
Purpose (continued)
IPHIS provides the following information to USDA users:
Requests of surveys and record/track survey results Requests of diagnostic tests and recording and track diagnostic results Regulatory action notifications and tracking of regulatory actions
- Reports
IPHIS Application Infrastructure IPHIS interfaces with the following existing systems:
Pest Identification System (PestID) to provide diagnostic results related to plant health events. PestID is a component of Agricultural Quarantine Activities System (AQAS).
Emergency Action Notification (EAN) to provide regulatory control documentation in support of plant health events. EAN is also a component of AQAS.
National Agricultural Pest Information System (NAPIS) that contains insect and plant disease survey data collected
IPHIS Technical Architecture IPHIS is hosted at the National Info (NITC) in Platform as a Service environment (PAAS).
The majority of the IPHIS virtual servers are configured with Microsoft Windows 2003 Standard Edition SP2.
Apache, Tomcat, ArcGIS, and FAST GeoAge are each on its own virtual server that is running Microsoft Windows 2003 Standard Edition SP2.
Oracle 10g is running on APHIS’ central database platform on IBM AIX UNIX version 5.x.
IPHIS Technical Architecture (continued) IPHIS system components:
Apache Web Server - provides a secure, efficient and extensible server that provides HTTP services in sync with the current HTTP standards.
Tomcat Application Server - Tomcat implements the Java Servlet and the JavaServer Pages (JSP) specifications from Sun Microsystems, and provides a "pure Java" HTTP web server environment for Java code to run.
- GIS Server - GIS Server is composed of two main software components:
ArcGIS Server – handles all GIS Spatial Data requests ArcSDE Server - is used to access multi-user geographic databases stored in relational database management systems (RDBMS).
IPHIS Technical Architecture (continued) IPHIS system components (continued):
Database Server - runs on its own dedicated server or logical partition (LPAR) and consists of the following software component:
Oracle 10g - All Geospatial data as well as IPHIS transactional data is stored in an Oracle database.
- COGNOS server runs business intelligence software that displays reporting data in a user friendly manner by accessing the Oracle 10G database.

Smuggling Interdiction and Trade Compliance (SITC) National Information, Communication and Activity System
(SNICAS)
Overview
May 9, 2011
Plant Protection and Quarantine's (PPQ’s) Smuggling Interdiction and Trade Compliance (SITC) Program is responsible for detecting and preventing the unlawful entry and distribution of prohibited and/or non-compliant products that may harbor exotic plant and animal pests, disease or invasive species into U.S. Markets.
WHO IS SITC?
SITC contributes to the APHIS’s mission of protecting American agriculture by:
Conducting inspection surveys and trade compliance activities in U.S market places; looking to uncover prohibited or restricted agricultural items.
What is SNICAS?
SNICAS is a web-accessible application providing a centralize access portal to enter and retrieve critical data utilized by SITC personnel during market surveys, trend analysis, and Traceback/Traceforward tracking. The system is used to track and analyze data about various pathways and the commodities entering through those pathways into the United States.
SNICAS Technical Architecture
SNICAS is currently hosted at the PPQ Eastern Regional Office Enterprise Data Center
SNICAS system currently consists of three servers:
Database Server – hosting all SNICAS related database and analysis services;
- Dell PowerEdge 2850
- Windows Server 2003 R2 Enterprise Edition SP2
- SQL Server 2008
SNICAS Technical Architecture (continued)
Web application server
- Dell PowerEdge 2850
- Windows Server 2003 R2 Enterprise Edition SP2
- Windows (IIS) version 6
Reporting/Backup Database Server – receives transaction log records from database server to provide a reporting base as well as a fail over in the event of a problem with the primary database server.
Dell PowerEdge 2850
- Dell PowerEdge 2850 SQL Server 2008
