AG-6215-S-15-0009 WRP Inn the Field and Tompkins

Attendees:

Richard Dirks, contractor Brandon Dirks, contractor Kelly Klausmeyer, NRCS COR John Vavroch, NRCS inspector Marty Gugelman, NRCS inspector Debbie Potter, Thomas county conservation district manager Tanya Gerstberger, NRCS district conservationist

Meeting started at 10:00 am CST in the Colby Service Center conference room.

Kelly Klausmeyer, COTR conducted the meeting.

The solicitation was reviewed, it was pointed out that the Contracting Officer (CO) is Sharla Goforth in the Stillwater, OK NRCS state office. All bids have to be submitted to her office by 9/7/2015.

Question was asked how we will handle weather conditions such as wetness or freezing this winter. We referred to Section F.3 of the solicitation, adverse weather is discussed there. It is recognized that wetlands may easily become saturated during construction and that the contract may be delayed due to conditions.

Question was asked if partial progress payments can be made during construction. Typically NRCS will make these kinds of payments once an invoice is received from the contractor. All invoices will have to be submitted via the Invoice Payment Platform (IPP) described in section G.4 in the solicitation. The CO is asked to clarify the procedure for making progress payments. Contractor will be allowed to submit progress payments

Question was asked if electronic 3D lines will be provided to the contractor for input into their GPS surveying system. The NRCS state office has these lines available and NRCS can provide them upon request.

The safety section H was reviewed, the contractor shall have a first aid certification from Red Cross or equivalent, a first aid kit, and a written safety program submitted to the CO.

Amendment 0001

The construction plans were reviewed. The Inn the Field site benchmark is located well away from the construction, additional benchmarks closer to the work will be added by NRCS during stakeout. It was pointed out that fill must be placed over the gas pipeline prior to installing the other five fill mounds. The contractor will call Kansas One-Call prior to construction.

The Tompkins plans were reviewed. The seeding plan for this site is split into two areas: a critical area planting that is to be seeded and mulched, and a range seeding that is to have a cover crop with the cover destroyed by chemical weed control before seeding. There are two separate seed mixes for the two areas. It should be noted that the Inn the Field seed mix is different than the two mixes for the Tompkins site.

At 11:00 am CST the meeting adjourned and traveled to the Inn the Field site.

We dug a shallow hole in the south depression area, the soils are moist for the top two inches, but much drier underneath. We then traveled to the Tompkins site, Matt Palmquist, NRCS supervisory district conservationist, Kyle Franz, NRCS district conservationist, and Alex Heeger, NRCS soil conservation technician were present. We dug a small hole in the depression area, these soils are damp but not excessively wet. The areas to be seeded are growing marestail weeds.

There was discussion on whether the range planting can be made into the weeds without the cover crop. A decision on the cover crop will be made at the time of seeding, if adequate cover exists then the cover crop can be modified out of the contract.
