* Assume a decision to exercise options will be made prior to demobilization from base item work. If not, re-mobilization will be negotiated and handled as a contract modification. There is a requirement for payment protections (Irrevocable Letter of Credit (ILC) or payment bond) if award is over $35,000. The payment bond or ILC will be for 100% of the award price. Don’t include bond costs in mobilization line, include it as a price per $1000 as shown above. See Section I for additional information. There is no bid guarantee required.

There is a pre-bid meeting at the Tell City Ranger District Office on April 20, 2017 at 1 PM CT. The address is 248 15th St, Tell City, IN 47586.

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Scope of Contract Indian Lake and Celina Lake Dam Improvements on the Hoosier National Forest. Project consists of armoring the face of the dams and outlet pools with rip rap and geotextile fabric, repairing a short section of trail and repairing a slump on the face of the dams.
Project Location USDA Forest Service, Hoosier National Forest, Tell City Ranger District, Perry County IN. The Indian Lake access is located off South Indian Lake Road off SR62 near I-64. Celina Lake is located west of SR37 in the Indian/Celina Lake Recreation Area.
Price Range
The Government's estimate is between $100,000-$250,000.

The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section J.
AGAR 452.211-73 Attachments to Statement of Work/Specifications (FEB 1988)
The attachments to the Statement of Work/Specifications listed in Section J are hereby made part of this solicitation and any resultant contract.
Description of Work
The project is located on the Tell City Ranger District of the Hoosier National Forest in Perry County. Indian Lake is located off of South Indian Lake Road, South of SR 62 in northern Perry County.
The project consists of armoring the face of the dam structure. Portions of the dam have been armored in the past with some section not being done or needing improvements, using the provided Exhibit “A” will identify the areas requiring work. Optional items for the project involve repairing a slump/slide on face of Indian Lake Dam, repair a short section of trail pushing material and water into the spillway, armoring the outlet pool on Celina Lake, repairing a slump/slide on the back of Celina Dam and armoring an eroded section near the outlet pool of Celina Lake Dam.
Indian Lake:
This project will include supply and placing 8 oz. non-woven geotextile fabric along the base of the dam structure and 845 tons of Class 1 - 18” rip rap to armor the edge of the lake to prevent it from eroding. The project has three areas the first is about 45’ long at a 20’ width on the West side of the lake, the second area of 230’ long with a width ranging from 30’ to 20’ on the East side of the lake near the overflow spillway. The third area around the inlet box structure will also require reshaping the area and adding a section of riprap 55’ long and 20’ wide to repair the damaged section. The area above the inlet structure that is disturbed will need to seeded and mulched refer to Exhibit “A”. When preparing the project areas some small brush and small trees that will need to be removed and minor smoothing of the area may be required prior to placing the fabric and rip rap. The Forest Service will provide a disposal area for the trees and brush. If trash is encountered the contractor will be required to properly dispose of it off National Forest property. The contractor will be required to Seed and Mulch of all disturbed areas with Kentucky 31 fescue around the dam structure or the Hoosier Seed Mix in areas outside the dam structure. If extra rip rap remains the material will be placed over the existing rip rapped areas to improve them.
Reference the attached Exhibit “A” to identify the work area including lengths, widths and estimated rip rap quantities.
Optional Work Items:
The following work items are “Optional Work Item”, the award of these items will depend on the pricing submitted and funding available at the time of the project.
“Optional Item-1” This Item consist of repairing the Slump/slide on the face of Indian Lake dam. The area has been identified and repairing the area will be based on the Exhibit-detail provided. The area of the repair is approximately 45’ wide by 60’ long. The contractor will use Geo-textile fabric Amoco 2130 or equivalents. The FS will stake the location on site prior to construction.
“Optional Item-2” This Item consist of repairing a section of trail on the East side of Indian Lake Dam’s Spillway. The trail section is 250’ long and is washed and rutted. The excess water and material washes into the Dam Spillway. The work consist of grading and shaping the trail to drain and constructing 3 waterbars/drainage dips. The locations will be stake by the FS at the time of construction. The width of the trail section varies from 5’-10’ desired width would be 6’. Refer to the detail for water bars and trail cross-section information.
“Optional Item-3” This project has work being done at Celina Lake Dam and will include placing 8 oz. non-woven geotextile fabric around the pool of the outlet structure and placing 190 tons of Class 1 - 18” rip rap to armor the edge of the pool and prevent it from eroding. The project is 75’ on both sides for the structure at a width of 15’ from the water’s edge. The rip rap will be placed to the outlet structure on both sides. A few existing trees are around the pool they can be removed for the project and minor reshaping of the banks may be required to place the fabric and Riprap. The Dam has small drainage outlet pipes located along the toe of the dam the pipes are to be protected. The FS will flag the locations prior to any construction activities.
“Optional Item-4” This Item consist of repairing the Slump/slide on the face of Celina Lake dam. The area has been identified and repairing the area will be based on the Exhibit-detail provided. The area of the repair is approximately 40’ wide by 145’ long. The contractor will use Geo-textile fabric Amoco 2130 or equivalents. The FS will stake the location on site prior to construction.
“Optional Item-5” This item is located on Celina Lake Dam will include placing 8 oz. non-woven geotextile fabric above the outlet pool rip rap and placing 170 tons of Class 2 rip rap to armor the bank between the pool rip rap and the upper aggregate placed. This will be placed to prevent the area from eroding. Refer to the exhibit for the location and size of the area for repair. This area has a few small trees that will need to be removed to place the fabric and rip rap.
Reference the attached Exhibit “A” to identify the work areas for Indian Lake and Exhibit “B” for work areas on Celina Lake.
This project may require the contactor to stockpile the Rip Rap in the project areas and transport it down the side slope of the dam using a smaller dump truck or off-road truck to the project areas. Stockpile locations will have to be approved by the FS prior to hauling in materials. All the disturbed areas will shaped to match the existing grades and to prevent standing water. The traveled path and Stock pile locations will be worked to remove excess compaction caused by the truck traffic. The contractor will be required to Seed and Mulch all disturbed areas with Kentucky 31 fescue around the dam structure or the Hoosier Seed Mix in areas outside the dam structure the Forest Service will identify the location.
The contractor will be required to maintain the Indian Lake Dam and Celina Lake Dam access roads, 1141.130 and 1141.206. Work will consist of blading and reshaping the roadbed, ditches and catch basins if filled or damaged by construction traffic. Forest Service has allowed 100 tons of #53 aggregate for each roads a total of 200 tons to be placed for repairs.
The contractor will be required to blade and reshape the top of the dams filling in wheel ruts and low spots so water drains off the dam. This work is included in the slump excavation for Celina Lake and the Rip Rap work for Indian Lake.
Excavation Material will have designated locations either shown on the plans or directed by the FS. Material will shaped to drain and seeded and mulched.
The U.S. Department of Transportation Federal Highway Administration (FHWA) Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-03 (U.S. Customary Units) is the governing Specification document for this contract. FHWA Specification document can be ordered from Superintendent of Documents, U.S. Government Printing Office, Washington, D.C. 20402 or downloaded from the following website at http://www.wfl.fha.dot.gov/design/specs/fp03.htm. In case of conflict with any part, or parts, of said Specifications, the said Special Project Specifications shall take precedence and shall govern. Specification changes from FP-03 shall be made as shown in the attached Special Project Specifications.
C.1 Sustainable Acquisitions The Contractor shall comply with FAR Part 23 Sustainable Acquisition Policy and all associated laws, rules, regulations, and executive orders referenced therein. Contracts that include the supply of products and for the acquisition of services (including construction) that include the supply of products, require that the products provided are—
(1) Energy-efficient (ENERGY STAR® or Federal Energy Management Program (FEMP)-designated); (applicable if FAR Clause 52.223-15 is included)
(2) Water-efficient; (applicable if FAR Clause 52.223-15 is included)
(3) Biobased; (applicable if FAR Clause 52.223-2 is included)
(4) Environmentally preferable (e.g., EPEAT®-registered, or non-toxic or less toxic alternatives); (applicable if FAR Clause 52.223-13,14, or 16 are included)
(5) Non-ozone depleting; (applicable if FAR clause 52.223-11,12,20, or 21 are included), and/or
(6) Made with recovered materials (EPA-Designated products) (applicable if FAR clause 52.223-9 or 17 is included).
(b) The required products in the contract actions for services include products that are—
(1) Delivered to the Government during performance;
(2) Acquired by the contractor for use in performing services at a Federally-controlled facility; or
(3) Furnished by the contractor for use by the Government.
