Indian Lake and Celina Lake Dam Improvements Project Questions from the Pre-quote meeting on 4/20/2017 at 1300.
1. Will the contractor be required to maintain the Lake Level? FS will lower the lake level prior to the project starting and will monitor the levels during the project.
2. Will the debris shown in the pictures be removed around the inlet structure on Indian Lake? Yes the debris will be removed by a separate contract prior to the start of this project.
3. What is the extent of the grading on the rip rap areas? The grading consist of smoothing out sharp ridges and eroded channel to allow for placing the geo-textile fabric and rip rap.
4. Does the dips on the trail need to be hardened? No they will just be reshaped to drain.
5. Can Tri-axles trucks travel to the lower side of Celina Lake to access the lower pool area? They have in the past, but ground conditions and weather will play a role in it. Please review the site to confirm as some operator choose not to drive off road.
6. How much excavation is required on Optional Item 5? The area has no excavation of material for be placed “Example cutting 6” prior to placing fabric and Rip rap”. Minor shaping may be required to allow for ease of placing fabric and rip rap.
7. It appear 100 tons of #53 aggregate was not shown as a line item for the Celina Lake project area. After reviewing the provided contract documents it appears it was left off of the Schedule of Items for Optional Item 4. It was shown on the IGE but it was not shown in the Schedule of Items. The 100 tons will be used on the access road for repairs during construction. This is corrected on Amendment 1.
8. Why does Optional Item 4 have Mobilization? Mobilization was added to Optional Item 4 to allow for the cost of Mobilization of the Optional Items associated with Celina Lake project area.
9. If the project is delayed due to weather will there be any penalties for it? It was stated the question would be clarified by the CO. But speaking with Brad our concern is when a contractor does not use the good day to get the work done and starts late in the performance period and then has weather delays. CO response – Clause 52.249-10 deals with excusable delays. Full tex of this clause can be viewed online at https://www.acquisition.gov/?q=browsefar. Unusually severe weather can be an excusable delay that would allow adding time to the contract, however the contractor would be responsible for providing appropriate supporting documentation to substantiate that weather was in fact more severe than usual.
10. The equipment cleaning stated they will notify the FS 5 day prior to moving in past contract it was 48 hours. I guess the last portion of the sentence would answer that part of the question “unless otherwise agreed”. The solicitation will be changed to 48 hours on Amendment 1.
11. One gentleman asked what classifies as a small business. At the time of the meeting I did not have the exact definition for it. CO Response - The NAICS code used on this solicitation is 237990. The small business size standard is $36.5 Million. When you register in www.sam.gov it will ask you to enter information about your revenues over the last several years and SAM will determine if you are small or not in that NAICS. You can check to see what you are considered in sam.gov by going to your reps and certs and looking at clause 52.219-1 for NAICS 237990
12. It was stated if they had question regarding the payment bond or ILC that are not answered in the package they would need to contact the CO. CO Response – no questions received to date.
13. Should option 4 line item 2 be INDOT #7 instead of INDOT #73? Yes, this is part of amendment 1.
An amendment is being issued for Item 7, Item 10, and item 13 (a question received by email) This amendment must be acknowledged by printing and returning the SF-30 with your offer and using the Revised Schedule of Items in your offer submission. The due date for responses is not changed.
