Pre-Bid Meeting/Conference Call Vegetation Management AG-4756-S-17-0026 July 12 @ 0900

In Attendance for Forest Service: Nina Barrow, Contracting Officer Bob Lewis, Forest Silviculturist Gustavo Vallejo, Procurement Technician

Contractors in Attendance: John Davis and Cole Connor, Horner Services LLC Drew Connor, RPF Emergency Services Isak Pertee, High Lonesome Timber, LLC

Nina Barrow opened the meeting and discussed the administrative portion of the solicitation:

• This solicitation will result in award of one requirements contract with one base and four option years, exercised at the unilateral discretion of the Government.

• Solicitation is a total small business set-aside. Small business status is determined by your firm’s System for Award Management business profile.

• Registration in SAM is not required to submit your quote, but is required for award of contract.

Registration is free at www.sam.gov/

• Quotation Submission Requirements were discussed (see pg. 1, “Introduction”, “Proposal Submission Requirements”)

• Evaluation Factors for Award – see page 2.

• Option year pricing will be calculated by applying a 1.5% upward adjustment to each unit price per year. Offeror may propose an alternate amount.

• This is a requirements contract where no work is guaranteed. All quantities listed in the

Schedule of Items are estimated quantities for base year.

• Specific work is ordered by Task Orders.

Herbicide is furnished by the Government.

Crews must be able to identify tree species during leaf-off.

Site superintendent is required to be on the ground during performance of each task order.

Bob Lewis noted that combination treatments are included in the Schedule of Items. The Forest may not order these for the first year or two of contract performance.

Question: is there a time frame with planting would occur? Answer: yes, planting is generally ordered in dormant season from January through March. Chainsaw and herbicide work is generally ordered June – August.

Bob stated that the Cherokee National Forest has a North Zone and a South Zone. Each Zone covers two Districts. The Zones attempt to put all of their work together in one task order each per season, rather than issuing multiple small orders. This assists with planning and scheduling work.

Question: Will Contractor’s crew have the option to camp on Forest Service land? Answer: yes, subject to the MSWPA requirements contained in the solicitation.

Question: Can our crew receive training in spacing for tree planting? Answer: A task order will be issued for tree planting, with specific spacing requirement stated as shown in the Schedule of Items.

Question: Can you clarify what is meant by the term “density” in the Schedule of Items? Answer: density refers to the number of stems per acre in an area to be treated. High density means that a large number of stems per acre will be treated.

Meeting concluded at 0920.
