Ball Play Bridge Replacement Pre-Bid Meeting Cherokee National Forest Service June 21, 2012 @ 0900
| Attending for Government: | Nina Barrow - Contracting Officer | |
| Gary Hubbard – Contracting Officer Representative | ||
| Donna Price – Procurement Technician |
Contractors in Attendance: Sign-in Sheet is attached
Nina opened the meeting by discussing the solicitation, bid requirements, and bond specifications. This project is 100% set-aside for Small Business. There were no questions.
Gary discussed the following items:
· Method of measurements:
· AQ - is a measurable item
· CQ – is not a measurable item or is paid lump-sum
· Some of the required work doesn’t have pay items listed. For example, traffic control and mobilization are considered incidental items and should be considered when calculating total price for the job.
· Any trees and vegetation that need removed are considered incidental and need to be coordinated with the CO with the least amount of disturbance.
· Sediment Control by using silt fence around water areas.
· Utilities – Flagging is still in place for buried phone/power lines. Waterline is indicated by paint marks on the existing wingwalls. Need to confirm this information before digging.
· Existing bridge material becomes property of the contractor and needs to be disposed of properly, with the exception the steel; it must to be taken to the Polk County Road Department in Benton, TN.
· Soil boring information has been provided as an attachment in the solicitation. After award, submit footing design and plans to CO for approval.
· The culvert includes aluminum headwalls and wingwalls
· Testing will be conducted on the concrete. Submit asphalt mix to COR.
· Testing the density of the backfill and road base isn’t required.
· Excess and/or unsuitable excavation can be hauled to Forest Service road #67 which is approximately 3 miles east of the project. This material can be sidecast, and shall be seeded and mulched.
· S & S Rock is a local quarry, and is an acceptable source for the aggregate
· Guardrail and sediment control details are TDOT typical for structure. Please notice on page 15 of the drawings/specifications only 50’ of the total listed guardrail is nested guardrail.
The group traveled to bridge site and the following items discussed:
· Existing rock wall can possibly be used as rip rap on approval of the CO.
· For bid purposes, plan to cut designated trees and remove to Forest Service Road #67.
· Question: How far back do we need to cut asphalt?
Answer: No limit, except only remove what it takes to complete the job and as minimal as possible.
· Permits – FS has taken care of getting the permit required from the St of TN. TDEC is aware of the project.
· Contractor will have to set-up signs for traffic control and detour. Estimated 2 – 3 miles for detour via J Wilson Road.
· Question: Do we have to dig down to rock as stated in the specifications even if we hit rock sooner?
Answer: No, only need to excavate to sound rock.
